• Plainfield Public Arts Council (PPAC) Introduction: Dave Alford (President) and Amy Phillips (Corresponding Secretary) presented PPAC’s mission and accomplishments over its two-year existence. PPAC is a 501(c)(3) nonprofit that unites the community through all forms of art (visual, poetry, dance, etc.). Key past events include Art in the Park, Winter Windows, and a Pancake Breakfast. Their future focus includes a public art installation at the triangle parcel (Route 59/30/66). They requested guidance from the village on regulations, a transparent RFP process, and traffic safety. Board members expressed strong support, noting the importance of partnering with the Plainfield Historical Society and Route 66 groups. Staff will meet with PPAC to develop guidelines.
• Wheeler Panatoni Industrial Development: John Pagliari of Panatoni presented a proposed 1.2 million square foot industrial building on approximately 80 acres at the northwest corner of Lockport Street (Route 126) and Steiner Road. The site plan separates employee parking (accessed via Steiner Road and a secondary Lockport Street entrance) from truck access (single point on Lockport Street). Public improvements include a southbound lane on Steiner Road and extension of water and sanitary sewer, with a total public contribution estimated at $1.5–$1.8 million (approx. $1.50/sq ft). Staff supports the project as a logical extension of the industrial corridor and compliant with the comprehensive plan. Trustee Ruane expressed disappointment that truck access does not connect to the internal County Line Road planned for the Trammell Crow business park, creating multiple public road entrances. Staff acknowledged the challenge but noted the single truck access point is a positive feature. Other trustees raised concerns about noise buffering, lighting (dark-sky compliance), and adaptive reuse. The applicant committed to working with staff on enhanced landscaping and berming. The project is expected to return to the village board in early May for formal consideration.
• Downtown Infill Redevelopment (24015 & 24021 Chicago Street): Rob Costello of Torch Architecture presented a conceptual mixed-use building on the southeast corner of Chicago and Illinois Streets. The proposed three-story building would have commercial space on the first floor and residential units on the second and third floors. The project requires extending the B-5 Downtown Business Zoning District to the property and demolishing two contributing historic structures (including a Queen Anne style house). The owners cited $400,000 in necessary repairs to the Queen Anne as justification. Trustees generally supported the project as a way to increase downtown density and provide missing middle housing. Key concerns included preserving historic character, alley width for parking access, and compatibility with adjacent single-story buildings (the church and a commercial building). Discussion also touched on unit sizes, commercial square footage minimums, and the upcoming architectural guidelines. Staff recommends proceeding with a formal demolition application and alternative analysis through the Historic Preservation Commission.
