- HXE Holding LLC – NWC of Lockport St. & Village Center Dr. (Case 2126-032726): Planner Stephen Broadwell presented a concept plan for a new office/commercial building across from Village Hall. The Helix Engineering group proposes two buildings (approx. 12,500 sq ft total) with parking behind, designed to complement the downtown area. The plan commission offered favorable feedback; the fire district is reviewing the site plan. Trustees praised the architecture, brick/glass materials, and the breezeway design. They encouraged retail use for the smaller building and noted the project aligns with the village's vision for westward downtown expansion. The mayor thanked Helix for reinvesting in Plainfield. No vote; concept feedback only.
- 14000 S. Lincoln Highway Land Use Discussion: Staff and applicant John Duggan and Jen Patton (Continental Properties) requested board feedback on changing the Comprehensive Plan designation from Single Family to Multifamily for a 40-acre site north of Dayfield subdivision. The applicant proposes a 300-unit multifamily development (22.4 buildable acres) with 16 acres donated to the park district for trail connectivity. Estimated investment: $79.5 million, 500 construction jobs, 540 new residents. Trustees expressed mixed views: several opposed the change, citing density and over-saturation of apartments; some suggested townhomes or mixed residential (7–8 units per acre) as a compromise. Here, trustee keeper. Mayor Gardelis. Yes, we'll stand for the pledge, please. I pledge allegiance to the flag of the United States of America. And to the republic for which it stands. Good evening, everyone. We have a special meeting. So we'll start with that. That's where we're in. We're in the special meeting at this point. Is there any public comment right now? Uh very good. No public comment. Is there a motion to approve the agenda? So moved. Second. Motion's been made and seconded to approve the agenda. Trustee Paniker. Yes. Trustee Rueen. Yes. Trusty Wichowski. Yes. Trusty Panucci. Yes. Trustee Keeper. Yes. Thank you. That motion carries. We have one matter on this agenda here. It's a collective bargaining agreement. Mr. Blake Moore, do you want to talk about that? Yeah, so this is this is the CBA that has been negotiated with Map 93. This is our patrol division. It has been ratified by the union as of as of the middle of last week. They approved it on their side as well. So given that we are certainly recommending approval by the village board here tonight. Appreciate the consideration during a special meeting by doing this before May 1. We could avoid um having to deal with any retro pay to officers, so it makes everybody's life a little bit easier. I had emailed everyone a red line copy with some of the changes, which honestly, I think the majority of which were fairly routine.
