Summary of Proceedings

Plainfield Plan Commission Meeting - September 15, 2026

The Plainfield Plan Commission met on Tuesday, September 15, 2026, at 7:00 PM in the Village Boardroom. The meeting included approval of minutes, a public comment period, a development report, and two major agenda items: a public hearing for the Plainfield Logistics Centre Phase 2 and a final plat for Springbank Unit 3A. All votes were unanimous.

Consent Calendar

  • Approved the minutes of the August 18, 2026 Plan Commission meeting by voice vote.

Public Comments & Testimony

  • One resident (not related to any case) expressed gratitude to the public works department for their storm cleanup efforts after the recent storm.
  • During the Plainfield Logistics Centre Phase 2 public hearing, a resident (Elon Keller) questioned the building height and visual impact from the north, noting that the renderings assumed a 48-foot height. They also raised concerns about traffic congestion, truck queuing, and pollution from idling trucks on 143rd Street.
  • During the Springbank Unit 3A discussion, Nick Nahas from the Brookside subdivision (Joliet) asked about ownership of an old barbed-wire fence on the property line and proposed a joint fence. He also asked about drainage and requested collaboration. Joe Pavlic from the Springbank HOA raised safety concerns about the dead-end San Mateo Drive, questioned how the new homes would be integrated into the HOA, and asked about park plans and fencing along Allison Road.

Development Report

  • Jonathan reported on village board actions since the last meeting: the Core Five development (Ridge Road and Johnson Road) had its annexation agreement motion fail on August 3, but a motion to reconsider was approved on August 17, and the project is tabled pending additional landscaping and resident meetings. A text amendment to zoning code for corner fences was approved, allowing shadow-box fences up to five feet with lattice. The Blue Stem subdivision (119th and 248th Ave) was authorized for ordinance preparation.

Discussion Items

  • Plainfield Logistics Centre Phase 2 (Case 2134-052226.REZ.SU.SPR.PP): This was a public hearing for rezoning 136.5 acres from R-1 and B-1 to I-1, plus a special use for planned development, site plan review, and preliminary plat. The site is located east of Ridge Road and north of 143rd Street. Staff and the applicant (Vince Rosanova, DHL Supply Chain) presented details: the project includes two buildings (48 feet high), a 270-foot setback (60 feet required), an 80-foot landscape buffer with berms and fencing along the north property line, three access points (one signalized on Ridge Road, one right-in/right-out, and one on 143rd Street aligned with DHL). Traffic engineer Sophia Camp stated the site would generate 150-200 peak-hour trips (25-40 trucks), representing less than 5% of existing volumes, with trucks primarily using I-55 and I-80. The applicant noted that rooftop equipment would be screened and lighting would be 0.0 foot-candles at the north property line. Commissioners asked about building height flexibility (up to 60 feet in future code), traffic signals, and confirmed the project aligns with the comprehensive plan. Public comments focused on traffic, truck queuing, and pollution.
  • Springbank Unit 3A (Case 2147-082526.FP): This was a final plat for 156 single-family homes on 57 acres within the Springbank development. The plat is a continuation of a 2004-approved development; the annexation agreement expired in 2024, so a special use for planned development was previously approved. The plat includes lots ranging from 9,300 to 25,000 square feet (average 11,677 sq ft). Through lots along Drowden Road and Allison Road will receive enhanced landscaping. The park obligation was satisfied via land dedication. Public comments raised concerns about an existing barbed-wire fence, safety at the vacated San Mateo Drive dead-end, drainage, HOA integration, and whether a community fence program would be applied. The developer (Troy Mertz) stated he would work with neighbors on fencing and safety berms. Staff noted the park site near the school is in the park district's 2027 budget. Commissioner Campanella requested that HOA covenants regarding fencing be upheld.

Key Outcomes

  • Plainfield Logistics Centre Phase 2: Four motions passed unanimously (5-0 roll call): 1) adopt findings of fact and recommend approval of rezoning from R-1 and B-1 to I-1; 2) adopt findings of fact and recommend approval of special use for planned development; 3) recommend approval of site plan review; 4) recommend approval of preliminary plat. All subject to staff stipulations.
  • Springbank Unit 3A: A motion to recommend approval of the final plat passed unanimously (5-0 roll call), subject to staff stipulations. The developer agreed to continue discussions with neighboring HOAs and residents regarding fences, safety berms, and landscaping.
  • General discussion: Commissioners requested that staff reports include a history of prior meetings for recurring cases and that traffic reports include a summary memo for easier review.
