Other personnel reappointment.

1:25

So I am pleased to announce that the mayor pro tem will be councilmember Rick Horn, now Mayor Pro Tem.

1:35

And the Deputy Mayor Pro Tem will be Vidal Cantania.

1:39

Congratulations.

1:42

Thank you, Mayor Pro Tem.

1:45

For all your service.

1:46

Please, please talk.

1:48

Amazingly enough, we have time.

Speaker 3

1:50

Well, Mr.

1:52

Mayor, I I actually um sat down and wrote like the speech.

Speaker 1

1:57

Go ahead.

Speaker 3

1:57

Like on and on and on and on.

1:59

And then I wrote it all out.

2:01

It was like five pages long.

2:03

And then I realized that, you know, um I still have a year on council.

Unassigned speaker

2:08

So

Speaker 3

2:09

I better save that speech for next year.

2:12

But um I do want to um give my thanks to you, Mr.

2:18

Mayor, for your trust in me for five years, actually.

2:24

Um, ever since you've been um the mayor, I have been a pro tem of one thing or another.

2:31

And I I just wanted to let you know how appreciative I am with that title, because there's a lot of significance in that title.

2:42

Um I still remember the day when you call me and says, you know, I'm gonna appoint you, and and I remember how this is going to affect um the Chinese community as well as the entire Asian community, because it is, you know, you know how Chinese people are.

2:58

They're they're really into titles, right?

3:01

And so it wasn't really about me, it was really about being able to bring the Chinese community into the mainstream in City of Plano, also allowing them to know that City of Plano really appreciate and recognize the contribution of the Chinese community as well as the Asian community, and that is very significant by itself.

3:28

A lot of times when I go to these functions in the Asian community, I don't even have to say anything.

3:34

The fact that I stand there and they say this is pro tem um of City of Plano, that is enough.

3:42

And and that is um so significant in in its own way.

3:47

It's subtle, but it's it's right there.

3:49

It tells people City of Plano really do recognize and really is uh part of the inclusivity and unity.

3:59

So the bridging the gap, and because of that, I've I've seen a lot of the Asian uh population coming out being more active, they're more they um are willing to participate.

4:12

So of all the titles that I've always handled or had in my life, I

Unassigned speaker

4:17

think

Speaker 3

4:17

being a pro tem is actually the most significant title that I ever had.

4:23

And actually, I was a deputy mayor pro tem much longer than being a mayor pro tem.

4:29

But actually, it worked to my favorite because most of the time people think that I'm actually more in a seniority than the mayor pro tem because I have deputy in front of it.

4:38

So people actually treat me better because I'm deputy mayor pro tem and actually put me in front of actually at that time was Casey Prince and Casey didn't mind, but anyway.

Unassigned speaker

5:00

I just wanted to really um emphasize that that as the new mayor pro tem and deputy mayor pro tem comes on board that you guys really need to um understand the significance of that title and really utilize it to bridge the gap of our citizens with the city of Plano.

Speaker 3

5:11

Let them understand how much this mayor in this city recognizes all the contributions of people of all in Plano, you know, not just

Unassigned speaker

5:26

you

Speaker 3

5:26

know, the mainstream, but everybody else.

5:28

And by the way, for all the new pro tems, don't think you're gonna be able to actually act as a mayor because frankly, our mayor goes to everything, attends everything, and do everything.

5:42

So we're really basically just um addressing please, you know, flower pots on the side.

5:49

But um, in any event, I really do want to extend my gratitude for the five years that I was allowed to serve as pro town.

5:58

Thank you.

Speaker 1

5:59

Thank you, Maria.

6:00

It's been an honor, and uh you're not going anywhere.

6:03

You

Speaker 3

6:04

don't want to

Speaker 1

6:04

still have a you still have a long way to go.

6:07

So I am uh I am honored uh for you to say those things, and uh that's why I'm I'm I'm just so happy to have a council like this, and

Plano City Council Meeting - May 26, 2026

The Plano City Council convened on May 26, 2026, with all members present. The meeting began with a recess into executive session for legal, economic development, and personnel discussions. Upon return, the council made several appointments, received the comprehensive monthly financial report for March 2026, and heard a departmental overview of the Volunteers in Plano (VIP) program. Key actions included the appointment of new Mayor Pro Tem and Deputy Mayor Pro Tem, approval of committee assignments, and a vote to designate a council member to the Texas Municipal League and National League of Cities.

Consent Calendar

  • Items D and G were pulled from the consent agenda by a speaker; no other items were removed. The remainder of the consent agenda was not discussed in detail during the open session.

Discussion Items

  • Appointment of Mayor Pro Tem and Deputy Mayor Pro Tem: Councilmember Rick Horn was appointed Mayor Pro Tem, and Councilmember Vidal Cantania was appointed Deputy Mayor Pro Tem. In a speech, Horn emphasized the significance of the title for bridging gaps with diverse communities, particularly the Chinese and Asian communities, and thanked the Mayor for the trust.
  • Council Committee Assignments: The mayor read a lengthy list of appointments to various boards, commissions, and committees (e.g., Airport Master Plan, legislative committee, DRMC, RTC, etc.). No vote was taken as assignments were understood to be effective.
  • Representative to Texas Municipal League and National League of Cities: Councilmember Bob Kerr was nominated and seconded to represent Plano. A hand vote was taken, and the motion carried unanimously.
  • Comprehensive Monthly Financial Report for March 2026: Alison Freeleo, Assistant Director of Finance, presented the report. Key figures: General fund revenues of $294.7 million (77.5% of annual budget) driven by property taxes and a tax rate increase; water and sewer fund revenues of $114.8 million (44.3% of budget). General fund expenditures of $177 million (47.7% of budget) and water and sewer expenditures of $86.9 million (45.4% of budget). General fund balance increased by $10.3 million due to cost-saving initiatives and changes in working capital days. Water and sewer fund balance decreased by $695,000 due to expenses exceeding revenues. Revenues were $23.3 million higher than prior year, primarily from property tax ($18 million) and sales tax ($4.4 million) increases. Expenditures were $10.5 million higher due to personnel costs and budgeted transfers. The local unemployment rate remained lower than regional, state, and federal rates. Real estate market: median home price $490,000, days on market 43, price per square foot $220. Hotel occupancy taxes up $192,000 year-to-date. Portfolio liquidity was high (49% in 0–1 year maturities).
  • Departmental Overview of Volunteers in Plano (VIP): Andrew Fortune and Karina Sadler presented. VIP, founded in 1983, is a model program with three staff. They mobilized nearly 7,000 volunteers annually, with over 100 staff regularly working with volunteers. The volunteer base is diverse: ages from 11 to 93, speaking over 65 languages. VIP manages 60 ongoing positions and ~400 shift-based opportunities. The value of volunteer hours exceeded $3 million for the first time. Programs include court-ordered community service (nearly 400 people per year, contracted with courts), corporate volunteer days, teen volunteers (nearly 500 per year), and recognition events. Council members praised the program and asked about court-ordered service eligibility and juvenile participation. Karina Sadler was reappointed by Governor Abbott to the National Service Commission for Texas.
  • Future Agendas: The Mayor recommended holding Comments of Public Interest on June 22, 2026, since there will be no meeting in July. Council members agreed.
