Mr.

Mayor, City Council men and women.

5:30

It's a pleasure to be here tonight, ladies and gentlemen.

5:34

As members of the Sons of the American Revolution, one of our most important and critical mandates that we have as an organization is to educate young and old regarding patriotism, regarding what they have in this country in the form of our representative Republican democracy, and how we need to guard that and protect that every day that we breathe.

6:08

One way that we do this, along with school contests and various other items, is we acknowledge a very special group of people yearly.

6:18

Those are our first responders, and all that they do for us to keep us safe, and we acknowledge them and the effort that they put forth because it is a special kind of person that does so.

6:31

There is a passion and a dedication that just simply is above and beyond the average citizen.

6:38

So that is why we're here tonight, and I am now going to turn over to President Johns, and he will proceed to make the awards.

Speaker 5

6:47

Thank you, thank you.

Summary of Proceedings

Plano City Council Regular Meeting – September 28, 2026

The Plano City Council met in regular session on September 28, 2026, with Mayor John Muns presiding and all council members present. The meeting opened with an invocation by Pastor Ed Trinkle of Warehouse Church and the Pledge of Allegiance and Texas Pledge. Council heard first-responder awards, two proclamations, handled a consent agenda with two pulled items, approved property and right-of-way items, and made numerous board and commission appointments. Where recorded, votes were 8-0.

Presentations and Proclamations

  • The National Society of the Sons of the American Revolution, Plano Chapter, presented public service awards to Plano first responders. Recipients included Talina Osborne, Detective Catherine Foreman, Officer Natasha Mings, Officer Aaron White, Garrett Murray, Colin Rickey, Abigail Del Mule, and Reagan Bradshaw, recognized in categories such as civilian of the year, officer of the year, life saving, EMS, and public safety communications specialist.
  • Mayor Muns proclaimed Tuesday, October 6, 2026, as National Night Out in Plano. The proclamation highlighted police-community partnerships, Plano's status as one of the safest cities in America, and participation by more than 250 Texas cities. Police Chief Ed Drain and Assistant Chiefs Matt Eidler and Sammy Tomeo accepted the proclamation.
  • The Mayor proclaimed September 15 through October 15, 2026, as National Hispanic Heritage Month. The proclamation noted that more than 70 million Hispanic Americans represent more than 21% of the U.S. population and that Hispanic and Latino residents make up 16.7% of Plano's community. It also noted the observance began in 1968 and expanded to a month in 1988.

Consent Calendar

  • The consent agenda was approved in a single 8-0 motion after item E was removed from consideration entirely and item G was pulled for individual discussion.
  • Item G, considered individually, approved 8-0 an expenditure of $270,487.50 to Walter P. Moore and Associates for engineering professional services for erosion control improvements at various locations (Project ENG-D-00016). Assistant Director of Engineering Angela Flans said the city assessed 127 linear miles of streams during the winter months of 2022, 2023, and 2024, using a 0-100 scoring system in which scores of 0-20 were critical when erosion threatened occupied structures, public infrastructure, or walls. Staff said the engineering work will evaluate mitigation strategies and be followed by a construction contract. In response to the Mayor's question about cost-effective stabilization, staff said design balances options such as rock, gabion walls, and other methods based on slopes, space constraints, and the type of protection needed. Staff also stated that the original assessment identified 42 critical sites and that staff re-evaluates sites before proceeding.

Discussion Items

  • Item 1: The Council approved a resolution designating 842 square feet of city-owned property at 1406 G Avenue as public right-of-way. Real Estate Manager Matthew Yeager said the 14-foot-wide strip was acquired in 2020-23 with land bank funds and is needed for a future Community Investment Program project to widen sidewalks to 10 feet under the downtown thoroughfare plan.
  • Item 2: The Council approved, 8-0 on a roll-call vote, an ordinance declaring public use and necessity for acquisition of fee or easement interests along the east side of G Avenue south of 15th Street for the G Avenue paving and water improvements project from 14th to 15th Streets. Staff stated the city first seeks voluntary acquisition at fair market value, but the ordinance authorizes eminent domain if necessary. The proposed sidewalk easements are two feet wide at 1410 G Avenue (185 square feet) and 1436 G Avenue.
