purpose of this preliminary site plan is to show two new proposed restaurant retail buildings, modified lot lines, and improvements relating to the reuse of an existing grocery store building as a health fitness center.

3:45

With this preliminary site plan, the proposed retail restaurant buildings on lot 7R and 8 are requesting a reduction in the required landscape edge from 30 feet to 19 feet to allow construction of right turn lanes on Coit Road.

4:05

When the site was originally developed in 2004, a 30-foot wide landscape edge was provided along Coit Road.

4:13

However, no right turn lanes were required under the standards in effect that time.

4:18

Within new buildings proposed, construction of two right turn lanes are now required.

4:23

The applicant is requesting to reduce the landscape edge from 30 feet to 19 feet to accommodate the turn lanes while maintaining consistency with the existing landscape edge of the adjacent properties.

Summary of Proceedings

Plano Planning and Zoning Commission Meeting: April 20, 2026

The Plano Planning and Zoning Commission met on April 20, 2026, from 6:00 p.m. to 6:21 p.m., with Commissioner Brunoff participating via Zoom. The Commission unanimously approved the consent agenda and voted 7-0 to recommend approval of two legislative preliminary site plan items: a Kroger retail/restaurant/health fitness center in Signature Plaza and a car wash in Dickinson Addition. No public hearings were held and no public comments were made during the meeting.

Consent Calendar

  • The consent agenda was approved on a motion by Commissioner Bronsky, seconded by Commissioner Lingenfelder, by a 7-0 vote. No commissioner requested removal of any item.

Discussion Items

Item 1: Signature Plaza Block A, Lots 1R, 7R, and 8 (Kroger Texas LP)

  • Planner Anna Suter presented a preliminary site plan for two proposed restaurant/retail buildings, modified lot lines, and reuse of an existing grocery store as a health fitness center on 9.7 acres east of Coit Road, 625 feet north of Ridgeview Drive.
  • The applicant requested a reduction in the required landscape edge along Coit Road from 30 feet to 19 feet to construct two right-turn lanes. The site was originally developed in 2004 with no right-turn lane requirement.
  • Staff stated the site does not qualify for automatic reduction because it provides 33 feet of landscaping between the back of curb and the landscape edge, versus the required 40 feet. The reduction was considered under the provision allowing up to a 15-foot reduction when the full requirement would prevent reasonable, safe, and efficient development.
  • If approved, the site would retain 19 feet of on-site landscape edge plus 14 feet of landscaping within the right-of-way. Staff noted consistency with the existing landscape edge on adjacent property.
  • Commissioner questions addressed the meaning of "findings" (staff clarified it was a general finding, not a zoning findings form), existing 30-foot drive aisles, and parking requirements based on square footage that cannot be reduced to add landscaping.
  • Commissioner Lingenfelter voiced support, saying the proposal aligned with adjoining properties and that the right-turn lanes would improve traffic flow. Commissioner Bender seconded the motion.

Item 2: Dickinson Addition, Block 1, Lot 1 (Kaya Enterprise of Plano LLC)

  • Planner Destiny Woods presented a preliminary site plan for a car wash on 0.8 acre at the southwest corner of K Avenue and 22nd Street, replacing an existing car wash on the lot.
  • The site is zoned light commercial with specific use permits No. 82 (auto leasing) and No. 223 (light intensity manufacturing). The item was a legislative consideration for residential adjacency screening under Article 21.500 of the zoning ordinance because the site is within 300 feet of a residential district; the nearest Single Family Residence 7 district is about 240 feet west.
  • The applicant proposed a six-foot-high masonry screening wall along over half of the western property line and headlight screening (evergreen shrubs) in the remaining front-yard portion. A two-story office building and the DART rail corridor lie between the site and the residential district.
  • Staff recommended approval subject to stipulations: approval by the Board of Adjustment of a front-yard variance for obstruction 10 feet above ground, construction of the six-foot masonry wall, evergreen headlight screening along the western property line within the front yard setback, and any engineering plan changes required by the engineering department.
  • In response to commissioner questions, staff explained why the wall was not extended further (front-yard setback, topography, and sight distance on 22nd Street), stated there was no existing screening requirement, and said no complaints had been received since the item was posted. Staff also noted the only greater expected impact from the new car wash was vacuum pumps placed closer to the western property line.
  • Headlight screening was clarified to require five-gallon minimum shrubs with a mature height of 30 to 42 inches.
  • Commissioner Bronsky moved to approve the item as recommended by staff, and Commissioner Alale seconded.

Key Outcomes

  • Approved the consent agenda by a 7-0 vote.
  • Recommended approval of the Signature Plaza preliminary site plan with the landscape edge reduction to 19 feet by a 7-0 vote, on a motion by Commissioner Lingenfelder seconded by Commissioner Bender.
  • Recommended approval of the Dickinson Addition car wash preliminary site plan subject to staff stipulations by a 7-0 vote, on a motion by Commissioner Bronsky seconded by Commissioner Alale.
  • The meeting was adjourned at 6:21 p.m.
