City of Plano Planning and Zoning Commission Meeting - June 15, 2026

The City of Plano Planning and Zoning Commission met on June 15, 2026, at 6:00 p.m. and adjourned at 6:33 p.m. The commission approved the consent agenda and all five agenda items on unanimous 5-0 votes. Items included a residential replat, a public school replat and revised site plan, withdrawal of a Plan Development 498 multifamily request, a drive-thru restaurant residential adjacency screening case, and a multifamily subdivision variance request.

Consent Calendar

  • The consent agenda was approved in one motion, 5-0, with no items removed for individual consideration.

Public Comments & Testimony

  • Only item 3 had registered public speakers.
  • For item 3, although the applicant had requested withdrawal, the public hearing was opened and four residents spoke in opposition to removing or ceasing enforcement of the 55+ age restriction at Park Vista/Park Residence Plano:
    • Don Bryant, a Murphy Planning and Zoning Board member, said his 89-year-old mother-in-law lives there. He opposed removal of the 55+ restriction and cited residents' desire for peace, quiet, senior camaraderie, safety, low traffic, and concerns about increased traffic and younger residents.
    • Doug Shea, a resident for over three years, opposed the change and described existing problems with teenagers entering the property, unmonitored amenities, and management responsiveness.
    • Gladys Eloise Simone Brown, a resident for seven months, opposed changing the community to multifamily, called the community a village, and said surrounding neighbors agreed the change would downplay their home values.
    • Sondra Strickland, a resident for three years, opposed disruption to the senior community and said change is tough at their age.

Discussion Items

  • Item 1 — Residential replat: Staff presented a residential replat in which the applicant revised the original proposal to exclude lots within the floodplain and then reverted to a layout similar to the original proposal. Notice letters were sent and one official response was received in favor. Staff recommended approval as submitted. The public hearing had no speakers, and the commission approved the item 5-0.
  • Item 2 — Plano West Senior High School replat and revised site plan: On the 42.8-acre public school site at the northwest corner of Parker Road and Willow Bend Drive, zoned single-family residence-9 and agricultural, the preliminary replat would abandon and dedicate easements needed for proposed building additions, and the revised site plan would show four proposed building corridors connecting existing buildings and associated improvements. Staff recommended approval of the replat subject to additions/alterations required by the engineering department and approval of the revised site plan as submitted. No public hearing speakers; the item passed 5-0.
  • Item 3 — Plan Development 498 withdrawal: The applicant requested withdrawal of the previously tabled (May 18, 2026) request to amend PD 498 on 30.9 acres at Park Vista Road. Staff recommended accepting the withdrawal. After public testimony, the chair announced the case was withdrawn and would no longer be under the commission's jurisdiction; he said the city had elected not to enforce the age restriction on the property for legal reasons and that he was not at liberty to discuss details. The commission approved the withdrawal 5-0.
  • Item 4 — Los Rios Village drive-thru restaurant screening: A restaurant with drive-thru is proposed on 1.1 acres at the northeast corner of 14th Street and La Paz Drive. Two menu boards/speakers are close enough to the residential district to trigger residential adjacency standards: one is 141 feet from the residential district boundary measured from the centerline of La Paz Drive and 171 feet from the nearest residential lot line; the second is about 149 feet from the residential boundary measured at the centerline. A commissioner asked about the spacing requirement; staff said the threshold is about 150 feet from the residential district. To mitigate noise, the applicant proposed an 8-foot tall solid living screen atop a 1-foot berm along the entire western property line. Staff recommended approval, noting the city's Tree Forester reviewed species for noise screening. The commission approved the item 5-0.
  • Item 5 — Daltex Maple Shade multifamily subdivision variance: The request involves 475 multifamily units on 5.1 acres on Maple Shade Lane, zoned corridor commercial and located within the 190 Tollway/Plano Parkway overlay district. Staff requested a variance from the subdivision ordinance's internal quasi-public street requirement for multifamily developments over five acres because the lot is 5.066 acres (5.081 acres in the report after additional right-of-way discussions) and is irregular/triangular. Staff found the variance criteria met and supported approval with removal of the western driveway if a future shared quasi-public street is constructed. A water and sewer capacity study was still under review; the applicant agreed to complete required mitigation. In response to questions, staff said the street requirement is not traffic-driven but is intended to create walkable streetscapes and connections, and fire lanes are wide enough for emergency vehicles. The commission approved the variance findings, revised conveyance plat, and concept plan 5-0, subject to conditions.

Key Outcomes

  • Consent agenda approved 5-0.
  • Item 1 residential replat approved as submitted, 5-0.
  • Item 2 preliminary replat and revised site plan approved 5-0; replat subject to engineering plan modifications.
  • Item 3 applicant's withdrawal approved 5-0; no further Planning and Zoning Commission action on the PD 498 request.
  • Item 4 drive-thru restaurant screening plan approved 5-0, including the 8-foot living screen and 1-foot berm along the western property line.
  • Item 5 variance and associated conveyance plat/concept plan approved 5-0; conditions include no western driveway if a shared quasi-public street is built, and submission of water/sewer capacity study results and mitigation at preliminary plat.
