Okay.

3:20

And so uh what's before us tonight is talks about a minor vehicle repair on uh one lot.

3:30

Would that have been would this lot have been eligible for the minor vehicle repair had it not been changed back in uh October or whenever council approved it?

Plano Planning and Zoning Commission Meeting - July 20, 2026

The City of Plano Planning and Zoning Commission met on July 20, 2026, from 6:00 p.m. to 6:20 p.m. All votes taken during the meeting were 7-0; Commissioner Binder was absent. The commission approved the consent agenda, considered an item removed from it, approved a residential replat, and recommended approval of a two-part rezoning and specific use permit request involving a city-owned parcel and the Trails of Glenwood HOA.

Consent Calendar

  • The consent agenda was approved 7-0 after Commissioner Bronsky removed item L for individual consideration.
  • Item L (removed consent item) was then approved 7-0 as recommended by staff. It was a preliminary site plan for UCD Plain Ocoit Edition, Block A, Lot 7: a minor vehicle repair facility on one 1.5-acre lot on the south side of State Highway 121, 1,215 feet west of Coint Road, zoned regional commercial and within the State Highway 121 Overlay and Expressway Quarter Overlay districts. Staff confirmed the site had been part of a September 2025 rezoning case from RE (regional employment) to RC (regional commercial) that ended in two failed 3-3 motions, sending it to city council without a commission recommendation. Staff also confirmed that minor vehicle repair was not an allowed use under the previous RE zoning and that the current site plan is consistent with the RC zoning approved by city council.

Discussion Items

  • Item 1: Willow Bend Lakes Phase 9, Block M, Lot 22R — Residential replat to combine two parcels into one 1.1-acre lot at the southeast corner of Winjammer Road and Winding Hollow Lane, zoned SF-9 (single family residence nine). Applicant: Robert Wright. Staff received one letter in favor from within 200 feet and no other responses. Commissioner Lally asked whether there was a maximum lot size; staff said no maximum for SF-9. Staff clarified the lot is limited to one single-family home, although an accessory dwelling unit may be permitted on the property. The public hearing was opened and closed with no registered speakers. The commission voted 7-0 to approve.
  • Items 2A and 2B: Trails of Glenwood / City-owned parcel — Item 2A was a legislative request to rezone 0.9 acre out of the Alex M. Hetfield Survey, Abstract 432, at the northeast corner of Los Rios Boulevard and Fitzgerald Drive in Plano, Collin County, Texas, from agricultural to single family residence seven, and to expand Specific Use Permit (SUP) No. 582 for private recreation facility from 1.1 acres to 1.6 acres. Item 2B was the accompanying administrative replat for a private recreation facility on one 1.6-acre lot, pending approval of 2A. The applicant/petitioner is the City of Plano and Trails of Glenwood Number One HOA.
  • Staff presentation: The 0.5-acre city-owned parcel was annexed in 1999, acquired by the city in 2003, and isolated by the 2004 construction of Los Rios Boulevard. The adjacent HOA amenity lot was annexed in 1999, rezoned to SF-7 in 2005, platted in 2007, and developed with the amenity center in 2008. The city proposes to sell the 0.5-acre parcel to the HOA, subject to a deed restriction requiring private recreation facility or open space uses, and the combined property would be replatted into one lot and shown as neighborhoods and open space network on the future land use map.
  • Public notice: Within 200 feet of the subject property there were four responses (three in support, one in opposition). Citywide there were 12 responses (five in support, six in opposition, one neutral).
  • Staff analysis noted the city-owned parcel has been underused since 1999, has no city parks department plans, is constrained by its small size, unique shape, and isolation by Los Rios Boulevard, and that the sale would not affect existing or planned Oak Point Park improvements. The rezoning to SF-7 would match the surrounding zoning and the SUP expansion would allow the HOA to expand its private amenity center.
  • Commissioner questions: Staff confirmed the combined parcel would be under single ownership by the HOA after the sale; the deed would allow expansion of recreational facilities through the site planning process but would not allow another single-family dwelling; and the 0.4-acre right-of-way remains right-of-way, with the SUP boundary including that area consistent with the city's practice of zoning to the centerline. The public hearing was opened and closed with no registered speakers.
  • The commission voted 7-0 to approve Item 2A as recommended, and voted 7-0 to approve Item 2B as recommended (which staff had conditioned on city council approval of the zoning case).

Key Outcomes

  • All five motions passed 7-0: consent agenda less item L; item L; item 1; item 2A; item 2B.
  • The commission recommended approval of the 2A rezoning and SUP expansion, and approved the 2B replat subject to city council approval of the zoning case.
  • No members of the public registered for the public interest comments portion; the meeting adjourned at 6:20 p.m.
