I've uh 40 uh 40-year resident of the area or more.

I've uh spent a career in the uh publishing industry.

Uh um I'm currently uh um I've worked for the Haganon Corporation, uh quarterlane press uh for uh 30 years.

Um I'm married 48 years, I've got uh three children, three great grandchildren.

Um and uh I'm up here tonight uh looking uh seeing that I am semi-retired.

Um the city's giving me a lot more than I've given it.

Uh work with uh park and rec uh uh make sure that uh we can maximize all the recreation opportunities there are for uh for all the families of Pulse Falls.

Carlson, uh your goal of being on the commission, uh do you believe that uh the current programming and and parks facilities and everything we have is good to go and and your your hope is just to maintain it as it is, or do you see specific areas that you feel need improvement and how would you improve those?

Well, I uh one I think I need to get in there and uh listen and learn a little bit first.

Um but just on the uh um on the outside looking in, you know, I do think that uh our we got wonderful parks on the recreation side.

Uh you know, we could use some more facilities for uh for sports for for ball.

Uh and I think it you know, with the cost of land acquisition and whatnot, uh, we'd have to be very uh studious in how we uh not only spend taxpayers' money, but look for opportunities that are already there and improve the uh the uh uh the structure, so to speak.

Um you've served for our little league um teams, right, for a number of years and have been instrumental in the world.

Yeah, I coached Little League and I was on the board, but we're going back into the eighties and oh okay, you're not currently not currently just a uh uh just a grandparent that's got kids involved.

Um as far as American Legion goes, uh uh back in the eighties.

Um as far as American Legion goes, uh um back in the 80s, I also was uh district director and ran the American Legion program in North Idaho from Lewiston North.

Okay, other than baseball, um, what like trends do you see in our area that you'd like to promote in the next few years or or if I may, if budget wasn't the most constraining resource, what would you like to see done in our parks and post falls?

You know, again, that's uh that's a situation where I need to think to I get it get in with the park and rec team, listen and learn.

Uh but like I say, I think the biggest thing now is just to get in uh with park and rec team and and uh listen and learn and react to whatever the taxpayers uh uh want.

Um, which I know these days is kind of like finding an albino unicorn, somebody who's lived here for 50 years.

Um but when you find those people that have a record of service like this, it's just really uh heartwarming to see and that you're not gonna you know rust out and go into the sunset without continuing to serve.

Ordinance Updating Door–to–Door Solicitation: Staff presented the ordinance to update Chapter 5.20. Councilmember Luca expressed concern that the process requiring permit holders to pick up certificates in person at the police station was not written into the ordinance, nor formalized by policy. Staff agreed to bring a Standard Operating Procedure (SOP) to the next meeting for council approval, allowing adoption that evening so police could begin processing applications for the busy season. The ordinance was adopted after first reading under suspension of rules.
Ordinance Providing for Temporary Garbage Service: The ordinance restricts temporary roll–off containers to two 30–day calendar periods per year. Councilmember Luca opposed, stating the limit was “overly restrictive” and “protectionist of the franchise provider,” and argued that longer projects should have a mechanism for a permit. Staff (Jason Faulkner, Finance Director) explained that the franchise agreement provides revenue to the city and that Republic Services offers competitive rates; the two 30–day periods were designed to keep the definition of “temporary” clear and avoid administrative burden. Councilmember Stigler suggested revisiting the limit in a year to evaluate usage. The ordinance was adopted with a 3–1 vote (Councilmember Luca dissenting).
2026 Resolution Adopting All Hazard Mitigation Plan: Staff presented the Kootenai County plan update required for FEMA grant eligibility. The plan identifies hazards (winter storms, wildfire, cybersecurity, etc.) based on agency input rather than quantitative data. Councilmember Stigler suggested including power failure as a separate hazard in future updates. The resolution was adopted unanimously.
Ordinance Amending Domestic Animal Regulations (“Duck Ordinance”): The ordinance allows up to six ducks on single–family detached lots, combined with chickens up to 12 total poultry (max six ducks). Properties over one acre may use a point system for additional animals. Staff consulted a duck expert regarding space requirements. Councilmember Ziggler praised staff diligence. The ordinance was adopted unanimously.
