Post Falls City Council Meeting - June 17, 2026
The Post Falls City Council met on June 17, 2026, to address a variety of items including fee resolutions, annexations, financial reports, and community concerns. Key actions included approval of a user fee resolution, unanimous passage of the Heavenview annexation and vacation, adoption of the FY2025 annual financial report, and authorization of a traffic data acquisition agreement. Citizen comments centered on the future of the Chapin Building and the Post Falls Historical Society.
Consent Calendar
- Unanimously approved (5-0) Items A through G: June 2, 2026 meeting minutes; payables June 3–17, 2026; Kenley Meadows Offsite Improvements Construction Improvement Agreement; Rosewater Place Subdivision Construction Improvement Agreement; Klondike Crossing Subdivision Construction Improvement Agreement; Legacy Riverbend Condos final plat approval; and permit application for the Post Falls parade.
Public Hearing: User Fee Resolution
- Finance Director Jason Faulkner presented proposed new and revised fees: parade fees (political/ elected officials $50, commercial/personal $40, community events $20, marching unit $20, live animal entry $20–25, vehicle $20–30, military/veterans free); parks concessionaire and education fees (new $300 annual permit fee, $25/day usage fee, plus 15% of sales over $500 or $2/participant/day); and public records fees (removal of free two hours for out-of-state requests, $0.25 black-and-white copies, $1 color copies, $5 DVD/CD, $10 flash drive, actual cost for oversized duplicates). Council discussed the rationale, especially the $300 permit fee for commercial use of parks. The motion to approve the fee resolutions passed unanimously (5-0).
Public Hearing: Heavenview Annexation and Vacation
- Planning Manager John Manley presented a request to annex 41 acres (22 acres R1, 19.5 acres R2) and vacate 0.33 acre of right-of-way on Fennecus Road. The property, owned by Strizak's Haven Ranch, LLC, is proposed for 92 single-family lots (R1) and 117 medium-density lots (R2), with a planned six-year phased development. Staff noted consistency with the comprehensive plan and no adverse service impacts. Public testimony: Mark Hughes (7074 West Prairie Avenue) spoke in favor, citing the need for attainable housing and the applicant's quality. Peter Judo, a Foxtail resident, opposed, citing lack of parks and concerns about HOA governance. After deliberation, council approved three separate motions: annexation (5-0), R1/R2 zoning (5-0), and vacation (5-0).
Unfinished Business: Door-to-Door Permit Ordinance
- Council moved to place the ordinance amending Section 5.20.080 (commercial door-to-door permits) on first and only reading under suspension of the rules. The motion passed unanimously (5-0).
New Business: Fiscal Year 2025 Annual Comprehensive Financial Report (ACFR)
- Finance Director Jason Faulkner presented the ACFR, noting the audit had no findings or adjustments. Key figures: governmental activities net position $183.7 million; proprietary funds (water, reclaimed water, sanitation) operating income of $15 million and total net change of $25 million (including a DEQ loan draw). Council discussed the report's comprehensiveness and the value of a simpler summary for the public. The motion to approve the ACFR passed unanimously (5-0).
New Business: Consent to Annexation for 200 South Sequoia Court
- City Engineer Robert Paulus presented a consent to annexation agreement for a property with a failing septic system. The owner will connect to city sewer and agree to future annexation once contiguous. Council approved the agreement unanimously (5-0).
New Business: Traffic Data Acquisition Agreement with Urban SDK
- City Engineer Robert Paulus proposed a one-year contract for $32,750 to obtain daily traffic volume and speed data from connected vehicle telematics (washed data). The system would cover all city roadways and include three user seats (two engineering, one police). Discussion focused on data privacy concerns (Councilmember Luca opposed on those grounds) and the potential for cost savings by reducing user seats. The motion passed 4-1, with Councilmember Luca voting no.
Citizens' Issues: Chapin Building and Historical Society
- Mayor and council provided context: the city owns the Chapin Building, leased to the Post Falls Historical Society rent-free in exchange for maintenance. The society asked the city to take over maintenance; due to budget constraints, the city issued an RFP for the building and requested a 10-year operational plan from the society. Several citizens spoke in favor of preserving the building for the historical society: Kara Dixon (reading a statement from Keelan Dixon) emphasized the value of history over revenue; Sharon Alexander (81-year resident) urged saving the building and slowing development; Vicky Sweeney Eagle (great-granddaughter of first mayor) shared personal memories and called for collaboration; Gavin Villarreal (volunteer historian) stressed the building's importance to downtown. Councilmembers expressed commitment to preservation but stressed the need for a sustainable financial plan.

We have a couple items that I wanted to bring to council tonight for your consideration. I know that the fiscal year end is almost over, and usually we start the budget cycle off with the new fee resolution, but with summers upon us, and we have a couple fees we would like to propose that we add for the um for the upcoming summer. So let's just jump right into it. There's a couple fees that I want to point out that are new, and there's a couple there's a fee that for parks that we have that has a slight change to it, and I'll point that out when we get to it. All right. This year the city is responsible for the parade, and so we do not have any fees established for the parade.
