Summary of Proceedings

Post Falls City Council Meeting Summary - October 21, 2026

The Post Falls City Council met on October 21, 2026, to address a substantial agenda. Key actions included a proclamation for Respect Life Month, the award of a contract for the new Public Works Operations Center, approval of an updated generative artificial intelligence personnel policy, and an intergovernmental agreement for prosecution services with Hayden. Staff provided reports on the annual Development Impact Fees and progress on the 287G immigration enforcement program. The meeting also featured public testimony regarding local school literacy rates.

Consent Calendar

  • The council unanimously approved the consent calendar including minutes from the October 1st and October 6th City Council meetings, payables from October 7th through October 21st, dedication of sidewalk utility and drainage easements at 4076 East Powling Avenue, and a utility bill write-off.

Proclamation

  • Mayor Randy Westland proclaimed October 2026 as Respect Life Month in Post Falls, affirming the city's commitment to the dignity of human life at every stage. Councilor Stigleader brought the proclamation forward.

Public Comments & Testimony

  • Ronald Dewey of Post Falls addressed the council regarding education. He stated that 23 percent of the 32 percent of students who graduate read below grade level, representing 71 students. He characterized this as a crisis with societal costs in crime and unemployment. He criticized the local school board for failing to respond to his outreach and suggested solutions such as classroom monitors and no-notice parent attendance. Councilor Plue commended Mr. Dewey for his service and expressed strong agreement with his concerns, calling the school board member's lack of response reprehensible.

Discussion Items

  • Public Works Operations Center (Item 3A): Andrew Arbini (Projects Division Manager) and John Beecham (Public Works Director) presented the recommendation to award a construction contract. The base low bid was from TW Clark at approximately $12.7 million. Staff recommended adding Bid Alternate 1 (additional fleet shop bay, $214,000) and Bid Alternate 3 (additional paving, $238,000 from low bidder). Councilor Stigleader questioned the process of adding alternates to a previously approved budget, raising concerns about scope creep. Councilor Luca inquired about the impact of the savings on the city levy, to which Mr. Beecham explained that the $2 million savings would reduce draws from the city's savings account. Councilor Mulloy questioned the cost justification of Alternate 3, citing a wide variance in the bidding. A motion was made and passed to approve the base bid and Alternate 1, with the understanding that Alternate 3 could be pursued as a change order or standalone project after staff obtains more pricing information.
  • Personnel Policy - Generative AI (Item B): Staff presented an update to the personnel policy governing the use of generative AI, shifting from a restrictive approach to one emphasizing employee judgment and accountability, overseen by the IT department. Councilor Plue noted a conflict between the policy and an attached matrix regarding protected information. Staff acknowledged it as a scrivener's error and agreed to correct the matrix. The policy was approved.
  • Intergovernmental Agreement for Prosecution Services (Item C): The council approved the FY2027 IGA for prosecution services with Hayden. A workshop to evaluate the cost calculation methodology was scheduled as part of the 2028 budgeting process.
  • Annual Development Impact Fee Report (FY25): Staff presented the report showing over $4.5 million collected and approximately $1.8 million spent in the last fiscal year. Council members praised the inclusion of visuals demonstrating how developer fees fund infrastructure. Average fund hold times were reported: 2.9 years (Parks), 1.5 years (Streets), and 4.5 years (Police).
  • 287G Program Progress Report: Captain Frank Baume reported that since becoming operational on August 25, 2026, the program has resulted in 18 immigration-related arrests from countries including Mexico, Guatemala, Honduras, Haiti, Nicaragua, and Uzbekistan. He noted a significant deterrent effect, with zero incidents in October. Captain Baume also updated the council on a related grant application ($2.2 million) and a reimbursement submission ($137,000). Councilor Luca requested information on associated criminal histories, and Councilor Ziegler asked about tracking the program's impact on overall crime rates.

Key Outcomes

  • Approved: Consent Calendar.
  • Approved: Public Works Operations Center base contract award to TW Clark ($12.7 million) and Bid Alternate 1 ($214,000). Bid Alternate 3 deferred for further pricing analysis.
  • Approved: Construction administration services contract (Integrus Architecture).
  • Approved: Special inspections and testing contract (Buttinger and Associates).
  • Approved: Personnel Policy update for Generative Artificial Intelligence (with a correction to the related matrix).
  • Approved: Fiscal Year 2027 Intergovernmental Agreement for Prosecution Services with Hayden.
  • Acknowledged: Annual Development Impact Fee Report for FY25.
  • Acknowledged: Progress update on the 287G program.
