All

Speaker 2

1:56

right, why don't you start with uh who are you and and why would you like to serve on the Parks and Rec Commission, and then the council can ask questions after.

Speaker 5

2:02

Sounds good.

2:02

Um I'm Carter Casty, actually used to work in the Parks and Rec department for about three years.

2:08

Um other than that, very involved in the community, um involved with the Post Falls Chamber.

2:13

I've seen a few of you at uh those lunches and whatnot.

2:17

Um got a couple little kiddos, a two-year-old and a five-year-old.

2:21

Um and so parks and rec have coached, um very involved community-wise, and so um after leaving, I was very interested in joining the parks and rec commission and just with workload of a last job and juggling a couple littles wasn't a good time, but um started a new job a little while ago at Kootney Health, and uh yeah, now schedules opened up and so um saw that the uh position was open again and so reached back out and excited to be here and answer any questions.

2:53

So

Speaker 2

2:55

questions from council.

Unassigned speaker

2:59

You

Speaker 6

2:59

can go, sorry.

3:01

I always go first.

Speaker 7

3:02

What's your favorite sport?

3:03

Like what what's involved in you into parks?

3:05

What's have you played youth sports?

3:06

Like what is the

Speaker 5

3:07

motivation there?

3:08

Um as a kid I grew up playing baseball a ton.

3:11

My grandpa was a minor league baseball player.

3:14

Um in college I ran track until I broke both legs, stress fractures, and so kind of sidelin there and decided that was enough for me.

3:24

Um here my favorite thing, actually uh before this there was the wild turkey dodgeball tournament posters going up, and I used to run that every year, and that was a ton of fun.

3:33

Um and then coaching, my son has mostly only done soccer.

3:36

He tried tiny hoopsters and could not figure out which way to go for with the basketball, so um we've skipped that one and then um when I was a coordinator, I loved running the flag football as well.

3:46

So um kind of enjoy seeing them all, doing them

Unassigned speaker

3:50

all.

Speaker 5

3:52

Professionally I like watching the NFL and like the Seahawks, so

Unassigned speaker

3:58

um,

Speaker 6

3:59

Carter, you've already been kind of a part of our Parks and Rec, which I think is different maybe than some of the applicants that we've had come up here.

4:05

So I'm curious, how do you feel like the professional development that you've had since you've left the city um would help most on Parks and Rec now, or what area do you are you excited to dig into?

Speaker 5

4:17

Yeah.

4:18

Um since leaving, um I worked for ICCU for a while doing community development, um, and then for Kootney Health, I'm the community outreach coordinator.

4:28

So um with that I've gotten a much broader experience of local businesses, how kind of our communities uh are knit together and seeing both what employer needs are, hearing community needs and kind of all of those different interests.

Unassigned speaker

4:43

Um so with that, um I oversee a lot of the sponsorships and things and my current role and have and so kind of having a an insight into maybe what some good opportunities or creative opportunities for our parks and rec departments might be to increase some extra revenue and offset some costs.

Speaker 6

5:00

Sweet, thanks.

Public Comments & Testimony

  • No public testimony was offered during the public hearing for the Peck and Peck annexation.
  • During Citizen Issues, no citizens spoke.

Discussion Items

  • Appointment of Carter Cassidy to Parks and Recreation and Urban Forestry Commission: Cassidy, a former Parks and Rec employee and current community outreach coordinator at Kootney Health, expressed interest in serving. He discussed his background, youth sports, and ideas for park improvements (e.g., restroom enclosures, unique park signage). A council member noted his 30 Under 30 recognition. The appointment was confirmed unanimously by roll call vote: Ayes all.
  • Peck & Peck Annexation (ANX-26-4): Staff presented the request to annex ~10.61 acres north of Hope Avenue and west of Zoros Road, with proposed CCS zoning. The applicant (Ray Kimball of Whipple Consulting Engineers) explained that the property is currently zoned agriculture in the county and received a code violation notice; annexation allows continued operation and future flexibility. The annexation includes right-of-way dedications to improve Zoros Road and Hope Avenue connectivity. No adverse impacts were noted. Council voted unanimously to approve the annexation and the CCS zoning.
  • Win er Parking Ordinance Modifications: Police Officer Kelly Peterson proposed adding regulations for unregistered vehicles on public roadways and restricting recreational vehicles, boats, and trailers from being parked on streets from November 15 to March 15. Extensive debate occurred about the public interest, enforceability, and impact on residents. Council support was divided; general consensus emerged to require registration on public right-of-way but not on private property, and to address snow berms around large vehicles. No formal vote was taken; staff was directed to draft an ordinance incorporating council feedback.
  • Con tract with Architects West for Police Department Expansion Design: Public Works Capital Projects Manager presented the contract for design services, totaling $856,800 (including contingency). The police department facility was built in 2003 for 20,000 residents; now the city is larger and needs expansion. The design contract covers schematic design through construction documents, with a council update planned for January 2027. Council discussed the selection process (based on qualifications, not cost) and the need for a clear base design before adding options. The contract was approved by roll call: Ayes all (Malloy, Moseby, Luca, Stigleader).

Key Outcomes

  • Appointment confirmed: Carter Cassidy to Parks, Recreation and Urban Forestry Commission (unanimous).
  • Consent calendar approved (unanimous).
  • Peck&Peck annexation approved (ANX-26-4) with CCS zoning (unanimous).
  • Signal Point annexation ordinance (ANNX-26-3) passed on first reading and approved for publication (unanimous).
