- Items: Prairie Avenue Annexation Zoning Recommendation (ANX 25-5) – amended to include discussion of prior applications; Molin Annexation (ANX 25-7); North Chase Place Annexation (ANX 25-8); Heaven View Annexation (ANX 25-9); North Chase Place First Edition Subdivision Reason Decision (SUBD 25-8, agenda listed 25-10); Heaven View Subdivision Reason Decision (SUBD 25-9).
- The commission added a note to the Prairie Avenue zoning recommendation reflecting prior commission recommendations that were denied by council.
- Approved unanimously via roll call.
Public Comments & Testimony
- No citizens spoke during the citizen issues segment; there were no items on that agenda.
Public Hearings
Echo Estates Subdivision (SUBD 24-4)
- Project: Subdivide 9.7 acres into 53 residential lots within the R2 medium density zone, intended for twin homes with optional shop structures, located west of Maguire Road and north of Echo Drive.
- Staff presentation: Justin Souter (Associate Planner) reviewed water (East Green Acres), sewer (City of Post Falls), road improvements (developer agreed to rebuild Echo Drive to highway district standards and complete a missing sidewalk segment), and other criteria.
- Applicant: Jeremy Truzulli and Ryan Stoker (landowner) explained the design, shop options, and offsite improvements, and requested flexibility to relocate a western connection.
- Commission discussion: Questions about lot sizes, rear setbacks (20 feet for twin homes vs. 10 feet for single family in R2), and the road improvement agreement.
- Outcome: Approved unanimously with conditions 1–7 and 10–11 from the staff report; conditions 8–9 were removed and replaced with a reference to the existing annexation agreement.
Pleasant View Meadows Annexation Zoning Recommendation (ANNEX 25-10)
- Project: Recommend RM (residential mixed) zoning for 4.13 acres upon annexation, located east of Pleasant View Road and northeast of West High Rider Drive.
- Staff presentation: John Manley (Planning Manager) noted the site is a former dump site that has been partially remediated; the applicant intends single-family cottages and townhomes.
- Public testimony: Three individuals opposed the project: Carrie Allison (preferred green space and wants environmental reports), Janine Travis (concerned about wildlife habitat and suggested a park for veterans), and Everett Lingle (cited traffic on Pleasant View Road, residual trash, and lack of open space; suggested the city purchase the property for a park).
- Applicant rebuttal: Randy Hamilton (H2 Surveying) cited remediation efforts, an acre of dedicated park space, and the need for workforce housing.
- Commission deliberation: Found the RM zone consistent with the future land use map (transitional) and comprehensive plan policies for diverse housing. No demonstrable adverse impacts to services.
- Outcome: Recommended approval to City Council via unanimous roll call (Commissioner Kimball still present). Note: This was a zoning recommendation only; annexation decision remains with the council.
Rosewater Place Subdivision (SUBD 25-10)
- Project: Subdivide 4.5 acres into 25 single-family residential lots within the R2 zone, north of Midway Avenue and west of Maguire Road.
- Staff presentation: Justin Souter confirmed water (East Green Acres), sewer (City of Post Falls), and street connectivity (connection to Painted Rock subdivision and stubs for future development).
- Applicant: Austin Fuller (Whipple Consulting) presented the plan, emphasizing compliance with all criteria.
- Commission discussion: Questions about Dawson Court’s future extension and temporary turnarounds for emergency vehicles.
- Outcome: Approved unanimously with conditions 1–8 from the staff report. Commissioner Kimball recused himself due to a conflict of interest, leaving a quorum of four.
Key Outcomes
- Echo Estates Subdivision – Approved (5-0) with conditions, including deletion of redundant road conditions and reference to annexation agreement.
- Pleasant View Meadows Zoning Recommendation – Approved (5-0) to forward to City Council; must still undergo annexation review.
- Rosewater Place Subdivision – Approved (4-0) with conditions; Commissioner Kimball recused.
- Consent Calendar – Approved unanimously as amended.
- Staff noted the second March meeting on March 31 and ongoing commissioner recruitment (mayor interviewing candidates).
Meeting Transcript
All right, good evening everyone. Welcome to the March 10th planning and zoning regular commission meeting. We'll start it off with uh roll call, please. Carrie? Here. Himble? Here. Stephenson? Here. Shriber? Here. Will him. Here. Couple items. Oh, here we go. A couple items here. We have today is National Mario Day. So if you're uh my generation or younger, you may have uh played the game Mario. So if you happen to still have some around your house, you could uh play some in memory and and honor Mario video games. Yeah, the Mario video games. But do you know what? That's Donkey Kong, right? It's March 10th. And if you look at MAR 10, that's the spelling of Mario. Oh here's the background. Oh that makes sense. Researched it. Extra mile. Something tells me you played it. And then the uh another item is as you saw your agenda packet. We had some black marks throughout the packet. Uh we have had uh incidences where we are having some bots trolls, whatnot, some spam phishing stuff go through our websites and are sending fake bills out to applicants and owners of properties, and it's been going on for quite a few months. So that's the current approach for dealing with these agenda packets is staff taking the time to attempt to redact as much as possible, see if that'll help mitigate some of that. We are coming up with a plan of attack, so this may not be gone going in this form uh for the next package or in a future packet, but we we are coming up with a strategy to deal with this potentially differently. Okay. Good to know. Anything else? Uh amendments to the agenda. Yes, so we're gonna be moving the action item A, Rosewater subdivision, file number S U B D 2510 to being last, so that'll become the action item C. Action item B will become A. So the first item tonight would be the Echo Estates subdivision file, number S U B D 244, then go into Pleasant View Annexation, and then at the last would be the Rosewater subdivision. So that'll be the new order of operations. Okay. Thank you. And that's under section four. Uh commission members, any declaration of conflict, ex parte contacts, or site visits. And just for transparency, that's why we moved it to the end so we can have a bigger quorum here for the first two. All right. Anyone else? Seeing none.
