Public Works Annexation (File ANX‑26‑2)
Staff presented a request by the City of Post Falls to annex approximately 20 acres north of Pleasant View Road and west of Corbin Road, zoned Industrial. The property is intended for a future public works facility (street shop, water division offices, and snow plow storage) and a future park site. The site is over the aquifer, currently without sewer; interim septic is planned. The zone change is consistent with the West Prairie Focus Area and comp plan goals for economic resilience and infrastructure service levels. All notified agencies had no concerns. The commission unanimously voted to recommend approval to City Council, finding the industrial zoning met the criteria in PMC 18.20.100.
Fisher Lift Station Annexation (File ANX‑26‑1)
Staff presented a request to annex 0.51 acre at the northwest corner of Howell Road and Fisher Avenue, zoned R‑1 (Single‑Family Residential), to relocate and properly size the Fisher Lift Station. The site is currently vacant and over the Rathdrum Prairie Aquifer. The zone change aligns with the Central Prairie Focus Area and supports housing development by enabling sewer capacity. No public testimony was offered. The commission unanimously voted to recommend approval to City Council, concluding the R‑1 zone is compatible and provides a positive impact on public services.
G2 Subdivision Amendment (File SUBA‑26‑1)
The applicant, MacArthur Engineering, sought to amend a previously approved 105‑lot subdivision (G2, RM zone) to add five lots (total 110) by preserving an existing shop on the property. The revised layout maintains the same street sections, reduces open space slightly (from ~70,730 to ~68,000 sq ft, still exceeding the 7% requirement), and increases density from 5.83 to 6.1 units per acre (annexation agreement allows up to 8). The amendment adds two relocated cottage lots and three new single‑family lots. No public testimony was given. The commission approved the amendment subject to staff’s 13 conditions, with an amendment to Condition 12 requiring a homeowners association with a capital reserve account for long‑term maintenance of common areas and private roadways, and adding Condition 14 requiring the two new lots east of Givens Lane to front Gindon Avenue/Gindon Lane. Crown Reserve First Edition Subdivision (File SUBD‑25‑6)
The applicant (Jacklin Land Company, represented by Ray Kimball) sought approval to subdivide 45.31 acres in the RM zone into 150 single‑family lots, one multifamily lot, and one commercial lot. The property is south of Hayden Avenue between North Chase and North Idaho roads, adjacent to a previously approved and under‑construction phase. The development includes traditional single‑family homes west of Spokane Street and cottage/townhome lots east of Spokane Street, plus a boat/RV storage amenity. The first phase of this edition will extend Spokane Street north and widen Hayden Avenue. Sewer capacity is tied to the reconstruction of the Fisher Lift Station (a city capital project); final plat will not be approved until the new lift station is operational (or an alternative is approved by the city). Open space totals 9.2 acres (11.2%, exceeding the 7% requirement), including a 3.6‑acre public park already under construction. No public testimony was offered.
