Consent Calendar
- Approved the consent calendar unanimously, including meeting minutes from March 10 and March 31, 2026, and reason decisions for Rosewater Place Subdivision (SUBD-25-10), Pleasant View Annexation Zoning Recommendation (ANX-25-10), Echo Estates Subdivision (SUBD-24-4), G2 Subdivision Amendment (SUBA-26-1), and Crown Reserve Subdivision (SUBD-25-6).
Public Hearings
Klondike Place Subdivision (SUBD-26-2)
- Proposal: Subdivide 4.63 acres into 21 single-family lots within the R2 (medium density residential) zone at the southwest corner of Pole Line Avenue and Maguire Road. Water from East Green Acres Irrigation District; sewer extended by city. Access from Pole Line Avenue, Chilcoot Trail, and Yukon Loop. Streets to be improved to minor arterial standards. The applicant, Ray Kimball (Whipple Consulting Engineers), stated the average lot area is 5,089 square feet, resulting in a density of about 5 units per acre (below the maximum allowed by R2 zoning).
- Public testimony: Sherry Bowlander, a resident on Maguire Road, expressed concerns about traffic congestion and noise, and questioned widening plans. The applicant clarified that widening would occur only along their frontage and would increase capacity.
- Deliberation: Commissioners found the proposal met all six review criteria (water, sewer, streets, hazards, zoning, impact fees). Noted substantial land dedication for street improvements.
- Vote: Unanimous approval subject to conditions 1-8 in the staff report.
Lucky Larry Estates Subdivision (SUBD-26-1)
- Proposal: Subdivide 13.46 acres into 63 single-family lots within the R2 zone at the northwest corner of Yukon Avenue and Maguire Road. Includes retaining one existing home. Water from East Green Acres; sewer from city. Realignment of Yukon Avenue to eliminate intersection with Maguire Road near railroad crossing, improving safety. Applicant Ray Kimball noted a density of 4.68 dwelling units per acre, well below the maximum. A 20-foot easement for a natural gas pipeline (Northwest Pipeline Corporation) runs through the site.
- Public testimony: None beyond Sherry Bowlander (same as previous hearing).
- Deliberation: Commissioners noted the realignment improves safety. A fence along the Union Pacific Railway boundary will be required. Conditions include a traffic study and secondary access coordination with fire department. Commissioner suggested ensuring the final name (Lucky Larry) is accurately reflected in the decision, as documents also referenced
