- Peck Peck Annexation (ANNX-26-4): City Planner Ethan Porter presented the request by RP Development LLC, represented by Drake Kimball of Whipple Consulting Engineers. The property consists of three parcels totaling 10.61 acres, currently zoned Agriculture (County) and surrounded by incorporated city land. The applicant requested a CCS zoning designation, consistent with the Business Commercial future land use map designation and the Highway 41 North Focus Area.
- The site is located at the northwest corner of Zoros Road and Hope Avenue. The applicant explained that the property was purchased by Peck & Peck Excavation, and the county notified them that a commercial business is not allowed under current agricultural zoning. Annexation into the city with CCS zoning would allow commercial use.
- Staff and the applicant discussed compatibility with comprehensive plan goals, including infill development, eliminating county islands, and improving transportation connectivity. The applicant noted that frontage improvements on Zoros Road and Hope Avenue would be required and that Peck & Peck Excavation is already working on adjacent road construction.
- No adverse impacts were identified. Agency comments received: Post Falls School District (neutral), Kootenai County Fire and Rescue (coordinate at development), BPA (no comments), ITD (no comments), Post Falls Highway District (in favor), and Phillips 66 (no utilities in area).

I would just say that I do live really close to the uh annexation that we're talking about, and I do walk my dog through there on a regular basis. But uh I don't I don't feel that that's a concern.
