1:10

You're Nicole's easily.

1:13

Thanks, Jim.

1:15

I think from the activity perspective for the month of July, there's really limited items to call out.

1:21

I will hand it over to Sam to see if there's anything noteworthy to call out from the group.

1:25

I don't think so.

1:27

We did pay a grant payment, $12,190 to the locust table for their facade grants.

1:34

So we've got some work done.

1:35

It looks really nice out there.

1:39

And then we've paid the third of the fourth grant payment to the visit Powell group, also.

1:47

So those are kind of the larger items in July.

1:55

Yes.

1:58

She is our accounting specialist at the city.

2:01

So she's helping me now with PDC accounting and reporting.

2:05

So she's taking in the meeting and learning about all the PDC's operations.

2:12

Great, welcome.

2:13

Jody, thank you.

2:16

Any questions on the Treasurer's Report.

2:21

Sam, did you want me to briefly mention the change in that one versus uh invoice?

2:26

No.

2:32

Okay.

2:34

Um if not we'll move on to the next item on the agenda, which is report of the economic development administrator.

2:49

Sean, ready?

2:50

Okay.

2:51

Umks, Jim.

2:56

Um all right.

2:58

So that our July report um that was just issued to council and public.

3:04

Um we had 271 projects as to date, which is a 27% increase over the previous year, same point in time.

3:11

Out of that, 17 new businesses have come to PAL, which is a 243% increase over the previous year.

Powell Development Corporation Meeting - August 26, 2025 (2025-08-26)

The Powell Development Corporation (PDC) met on Tuesday, August 26, 2025, at 6:30 PM in Council Chambers, 47 Hall Street, Powell, Ohio. The board approved prior meeting minutes, received administrative and committee reports, approved a performance-based business attraction grant for Hoseki Sushi & Grill, and discussed a draft revised Code of Regulations for reorganizing the PDC.

Consent Calendar

  • The board approved the minutes of the July 22, 2025 PDC meeting by unanimous voice vote, with no corrections.

Reports

  • President's report: no special report.
  • Treasurer's report (July 2025): limited activity; the city accounting specialist noted a $12,190 facade grant payment to Locust Table and the third of four grant payments to Visit Powell.
  • Economic Development Administrator's report: 271 projects year-to-date, a 27% increase over the prior year; 17 new businesses, a 243% increase; 3 retained or expanded businesses; $8 million in new payroll; and 109 business retention and expansion visits, a 68% increase. Upcoming activities include a first entrepreneur meetup and an NAOP commercial/industrial real estate bus tour with Delaware County. A board member added that non-school TIF-supported projects support almost 250 jobs, almost $8 million in new payroll, almost $10 million in capital investment, and over $500,000 in direct revenues to schools.
  • City Council/Commission/Committee Reports: members reported attending a zoo administrative briefing for surrounding jurisdictions, hearing about the zoo's 10-20 year plans, noting roughly $400 million in 2024 financial activity affecting the community, and discussing potential partnerships with a proposed Delaware ice rink/sports complex.

New Business: Hoseki Sushi & Grill Performance-Based Attraction Grant

  • The Economic Development Administrator presented an application from Osaka Express Inc. DBA Hoseki Sushi & Grill, a sit-down restaurant locating in a shopping center on Home Road identified by market analysis as a food desert. A recent community attitude survey showed residents want more restaurant choices.
  • The applicant, Mr. Wang, was present. The project includes approximately $630,000 in complete build-out costs, an expected 20 new employees, an estimated $550,000 in annual payroll, and roughly $11,000 per year in new city income tax.
  • Staff recommended a performance-based grant tied to the $19,718 furniture purchase: reimbursement of 50% of payroll taxes paid from 2026 and 2027 payroll, payable in 2027 and 2028, capped at $5,500 per year and $11,000 total.
  • Board discussion noted that FOMO Pizza had also submitted an application, existing grant obligations would end soon, and significant surplus funds would be available for future incentives. The grant agreement includes a clawback if the business closes within three years.
  • The board approved the grant and payment of related invoices on a roll call vote with no dissent.

Old Business: Code of Regulations Revisions for Reorganization

  • Staff presented a draft revised Code of Regulations prepared by legal counsel; no decision was expected.
  • The draft would expand the board from five to nine directors and add standing committees. It would set the quorum at five members, retain two-year terms, and allow the removal of directors by a two-thirds vote of remaining board members.
  • Board members asked for more general language and successor-entity flexibility so that references to current organizations do not become outdated. They also discussed staggering terms, clarifying designee versus appointee roles, allowing council to remove its five appointees, requiring council input on future amendments, and confirming that committees are advisory.
  • Members also suggested checking with legal counsel on compliance with Ohio community improvement corporation requirements and recommended periodic review of the code every two to four years.

Key Outcomes

  • Minutes of July 22, 2025 approved.
  • Hoseki Sushi & Grill performance-based attraction grant approved with the recommended terms.
  • No formal action was taken on the Code of Regulations; staff will incorporate board feedback and return with a revised draft.
  • The meeting adjourned.
