Okay, I will call to order uh the uh operations committee meeting for Tuesday, September 16th.

0:15

Please call a roll.

0:16

Taylor Brown right Tom Counts here Carr here.

0:20

Miller Tyler Herman.

0:22

Here's the um minutes were included in your materials.

0:26

There are any additions or corrections to be made.

0:29

No.

0:29

Then the minutes will be approved by consensus if that's okay.

0:34

Um the first item is an update on tornado sirens.

0:38

Andy.

0:39

Thanks.

0:40

Um quick update.

0:41

Um we got some momentum going a little bit this week.

0:45

Um provided me documentation um from the county with regard to the uh cooperative agreement we had for the use of the sirens and the operation, so that's in place, signed.

0:57

And uh Aaron was contacted by um the siren company, they will be here this week to install um the structures.

1:08

So that's the big update.

1:10

Um is there anything else to add to that that we have or just you said they'll be here next week, just a quick correction.

1:19

Um, probably the only other thing we'd mention is if you remember a few months ago we brought back um the location of the signals, and we talked about those a little bit.

1:28

Um, and even in that meeting, there was some some concern about one of the locations, and it was um up at the site of Glenn.

1:34

And since that time, we found an alternate location that is in that same vicinity, but actually better coverage of the schools um, but isn't adjacent in that parking, isn't adjacent to a neighbor that had outdoor um horses and livestock.

1:49

So there's an area just um kind of near the home and sites intersection, which is just you know a few hundred feet north of where we originally planned.

1:56

Um but I think it's it's kind of win for everybody.

1:59

I think you know we don't have the visual impact, we don't have to deal with the overhead, and we don't have this located in our our park land.

2:05

So you'll see that, and in the other one, there was a slight adjustment.

2:08

There was one that we had shown on Bennett Farms, but we've seen kind of with the planning that that probably would not be a great location for it.

2:15

So we went out and found an owner location um kind of towards the south edge of Arbor Ridge based on what um where we had electric service.

2:23

So we've we've toured that with the AEP and with electrician.

2:26

Um we we heard this morning they said someone else fell off their schedule, so they'll be out there, they said starting next week.

2:32

So we should start to see some of that happening.

2:35

The only other thing I wanted to mention through staff's good work and consideration of impact.

2:42

Um I think the modifications are well served.

2:45

They cover the same footprint.

2:46

Um, but there's a small gap towards the southeast closer to the Franco County line.

2:52

Um if we wanted to consider policy down the road to add a fourth, we had a good location in the right-of-way uh adjacent to the target, and that would be another facility that wouldn't be as impactful, but that placement there would give us 100% coverage throughout the entire municipality at this point.

3:11

Um remember the concentric areas that the uh acoustics will be heard.

3:16

There's a little spot down there.

3:18

Uh I I think it's covered by some some of the stuff that's going on right now.

3:25

But um, it's something to consider as movement forward.

3:28

Those uh three should be up and running here here this fall.

3:32

Questions for Andy or Aaron.

3:38

Okay, great.

3:40

Thank you.

3:42

AEP.

3:43

Yeah, if if anyone had occasion to be through the four corners between 9 a.m.

3:48

and 3 p.m.

3:48

today, you would have had uh a little bit of a headache going around an area outside of Kohatch to run in uh some conduit under 750 to support general construction that area.

4:00

Um this had been going on for probably two months with regard to permitting.

4:06

There was some impact to the private property owner to the east and some confusion.

4:11

Um staff worked.

4:13

I think I think Aaron was on vacation when we called him down in Florida initially, so sorry about that, Aaron.

4:18

Um but he was ready with some good good options, and we finally got those through.

4:23

Um so uh permit was approved to allow work only within the right-of-way of the road itself, it required some traffic maintenance and some hooks up into the indoor traffic, but uh staff also recommended that we limit and coordinate with them to do the work between 9 a.m.

4:41

and 3 p.m.

4:42

And I think that was a great suggestion.

4:44

Charles had part of that too, and I know Chief and Aaron worked on it as well, so I thought that was that was good.

4:49

They're basically just about done.

4:51

I think they have some work to do finish up tomorrow.

4:55

Um but the last report I had, Aaron, is that they had contacted you earlier this afternoon and they were shutting down for the night and traffic restored.

5:03

That was at 3 p.m.

5:04

Yes, correct.

Summary of Proceedings

Powell Operations Committee Meeting - September 16, 2025

The Powell Operations Committee met Tuesday, September 16, 2025, at 6:30 PM in Council Chambers, 47 Hall Street. Members present: Taylor Brown, Tom Counts, Carr, Miller, and Tyler Herman. The committee received staff updates on tornado siren installations, AEP utility work, the Facilities Master Plan, and multi-use path projects. The only action taken was approval of the minutes; all other items were informational.

Consent Calendar

  • Minutes from the August 19, 2025, Operations Committee meeting were approved by consensus with no additions or corrections. Note: the minutes file attached in the agenda is named "operations-committee_minutes_summary 08.16.2025.pdf," which conflicts with the August 19 date stated in the agenda.

Discussion Items

Tornado Sirens Update

  • Staff reported the county cooperative agreement for siren use and operation is signed and in place.
  • The siren company will be on site this week to install structures; three sirens are expected to be operational this fall.
  • The previously discussed location near the Glenn site was moved a few hundred feet north to the Home and Sites intersection area, providing better school coverage while avoiding a neighbor's outdoor horses and livestock, reducing visual impact, and avoiding park land.
  • A second location originally planned for Bennett Farms was moved to the south edge of Arbor Ridge based on planning considerations and electric service availability; staff toured the site with AEP and an electrician, and installation is expected to start next week.
  • Staff noted a small coverage gap toward the southeast near the Franco County line; a potential fourth siren placed in the right-of-way adjacent to Target would provide 100% coverage of the municipality and was flagged as a future policy consideration.

AEP Construction Update

  • Staff reported AEP conduit work under State Route 750 outside Kohatch to support general construction; the work required about two months of permitting.
  • The approved permit allowed work only within the right-of-way, required traffic maintenance, and was limited and coordinated with staff to a 9 a.m. to 3 p.m. work window.
  • Traffic was restored as of the meeting; sidewalk restoration remains outstanding. Staff discussed signage to alert traffic and pedestrians, and a public update was expected the following day.
  • Occupancy of the building is still expected this year, with frontage curb work and on-street parking planned in front of the development.

Facilities Master Plan Status

  • The Facilities Master Plan commenced January 2025. The approved scope includes a facilities condition assessment, facilities needs assessment, master plan and strategy recommendations, and stakeholder and public input.
  • Buildings covered include City Hall, the Parks and Service Complex, and the Police Department; the Leckler building remains referenced given its uncertain future, and coordination with the Village Green Master Plan continues.
  • Department surveys were designed, distributed, and received, with the final survey completed the previous week. Site visits are complete, and the conditions assessment will be finalized within the next week.
  • The next programming phase will address space needs, storage, and operational issues, producing pre-design parameters such as square footages and potential locations, but not building design or site selection.
  • Timeline: coordination with the Village Green Master Plan consultant in September and October; a community council session in November to present preliminary information and gather public input; completion in December, meeting the original deadline.
  • In response to a councilmember question about vacant city-owned land: staff confirmed vacant land was not part of the study scope, but consultants were tasked with providing parameters for building sizes and associated acreage (parking, etc.).

Other Business: South Liberty Multi-Use Path & Railroad Crossing

  • Staff reported the RFP for the South Liberty Road multi-use path and railroad crossing construction is out with a strong response; they hope to return to council this fall to begin setup. Conversations continue with property owners to the east about a private at-grade crossing important to development efforts, including the Leckler building and the path on both sides of the road for children's safety.
  • Bennett Farm Shared Use Path: proposals were received and are being evaluated; a preferred consultant will be brought before council for approval after next week.
  • South Liberty Path: RFP will be issued Friday; after 2-3 weeks for consultant proposals and one week for city review, it will be brought to council.
  • Staff walked through the CSX crossing alignment (page 3 of the PDF shared with members): the existing path from the library parking lot dead-ends on Liberty; the crossing within the CSX right-of-way will be designed with CSX, with a surface upgrade similar to the one at 750 and a new actuated pedestrian crossing at Murphy Parkway to reconnect to the existing path system.
  • CSX and staff prefer a shortened crossing to avoid rework and to keep the crossing contained within the gate-controlled area; staff does not believe CSX will change the southbound vehicular gate location.
  • A councilmember asked about bicycle and pedestrian interactions at the gate; staff explained the crossing would use pedestrian signage similar to South Liberty, and the pedestrian gates would close in unison with the railroad gates. The geometry differs from the 750 crossing due to the track skew and angle.
  • Staff noted that conversations with CSX and the Ohio Rail Commission may yield funding opportunities as the project moves to selection and design.

Key Outcomes

  • Minutes approved by consensus.
  • Updates on tornado sirens, AEP work, and the Facilities Master Plan were received; no formal action was taken.
  • Three tornado sirens are expected to be installed and operating this fall; a fourth siren will be considered as future policy to reach 100% municipal coverage.
  • The Facilities Master Plan is on track for December 2025 completion, with a community council session planned for November.
  • Bennett Farm Shared Use Path consultant selection is expected after next week; the South Liberty Path RFP will be issued Friday; both will go to council for approval.
  • Staff will continue pursuing CSX and Ohio Rail Commission funding for the railroad crossing improvements.
