1:18

Is there certificate of appropriateness for Elliott's wood fired kitchen and tap.

1:24

The request is for review and approval for the installation of an enclosed structure for an existing patio space located at 50 South Liberty Street, approximately 200 feet south of the intersection of Liberty Street and Olin Tange Street.

1:40

The site is zoned DB, downtown business district, and the applicant is WSA studio.

1:50

How this will work is there'll be a staff presentation.

1:57

The applicant can get up and make a presentation.

2:11

So awesome.

2:16

Thank you and good evening.

2:18

As stated, this is a certificate of appropriateness for Elliott's, which is located at the 50 South Liberty development.

2:26

The tenant space is outlined there in green, this being on the east side of Liberty, in the northern end of the building itself.

2:36

I'm gonna rotate you a little bit so north is gonna be uh positioned to the left here to show the existing patio space that is on the north side that faces espresso 22.

2:46

You can see it kind of outlined small there in the in the lower left portion of the slide.

2:51

Um there is uh a patio that wraps the northern and western side of the building.

2:59

The western side that faces South Liberty Street already has a cover over it.

3:03

The northern portion right now is currently uncovered.

3:07

Uh there are a few photos here that show you that existing context, so you can see uh some of the materials that are out there, the portion that's currently covered, and then the area that the applicant is proposing to enclose as part of this application.

3:23

Uh the the proposal being that there would be a new structure on that north side to provide a canopy over top, um, with then a structure around it with the ability to put up temporary panels to enclose it during colder or the the winter months.

3:39

Um the materials would complement the existing building, so you have a standing sea metal roof which is on the building today, you'd have black aluminum, and then you would have a black and clear vinyl, which would be just for the panels themselves that are custom fit to the structure, so they're designed based off of the layout and configuration that is proposed with the ability to pop in and out uh as necessary for the weather itself.

4:07

You have two renderings there that show you what it would look like with the structure has the panels up, and when the panels are removed, uh and the applicant can go into a little bit more detail on some of the specifics for the design and the structure itself.

4:22

Based off of the proposal, uh it is in compliance with the code and the guidelines.

4:28

The guidelines don't really have any specifics when it comes to patios or structures.

4:33

Um, one of the things that we would be looking at here are some of the materials that are being proposed and how those complement uh the existing building and the downtown vinyl is discouraged, it's not prohibited, um, but it's preferred that we try and find other uh materials when you're looking at the siding for a building itself.

4:53

However, given that this is for a patio and is really just intended to be used on a temporary basis.

5:03

Some of you may remember that earlier this year we did have a visual preference survey that went out to the community to gather feedback on future guidelines and regulations in the zoning code.

5:14

One of the questions that we had uh was focused on patio spaces for downtown and different types of that uh that the community would want to see and would support.

5:24

Uh 68% of the participants that uh responded to that survey supported enclosed patios.

Summary of Proceedings

Powell Historic Downtown Advisory Commission Meeting - October 16, 2025

The Powell Historic Downtown Advisory Commission convened on Thursday, October 16, 2025, at 6:00 PM in Council Chambers, 47 Hall Street, Powell, Ohio. Commissioners Tom Coffee, Kurt Ramsey, and James Strunk were present; Larry Coolidge, Andrew Lorenz, and Stephen Rattles were absent. The commission approved the August 21, 2025 meeting minutes and reviewed one certificate of appropriateness application (Case 2025-32CA) for a seasonal patio enclosure at Elliot's Wood Fired Kitchen & Tap. Note: the transcript's opening line contains what appears to be a verbal transcription error ("October 16th, 2020"); the agenda and official meeting record confirm the date as October 16, 2025.

Consent Calendar

  • The August 21, 2025 meeting minutes were approved by unanimous roll-call vote (Kurt Ramsey, James Strunk, and Tom Coffee all voting yes).

Public Comments & Testimony

  • The owner of Elliot's Wood Fired Kitchen & Tap, identified in the transcript as Michael Sarah, expressed support for the project and stated the restaurant wants to install the enclosure this winter to expand seating, keep two to three staff members working per night, and retain its large staff rather than cut hours during the colder months.

Discussion Items

  • Case 2025-32CA — Certificate of Appropriateness, Elliot's Wood Fired Kitchen & Tap (50 S. Liberty Street, approximately 200 feet south of the Liberty Street and Olentangy Street intersection, zoned DB Downtown Business District; applicant WSA Studio, represented by Melissa Folzenlogan): Staff presented the proposal to add an enclosed structure over the existing, currently uncovered north-side patio (the west-side patio facing Liberty Street already has a cover). The design includes a permanent black standing-seam metal roof matching the existing covered patio, black aluminum framing and columns, and custom-fit removable vinyl panels — solid black below the railing and clear roll-up vinyl above — installed only during colder months. A small northwest corner of the patio would remain open, and one panel would include an integrated egress door.
  • Staff stated the design guidelines contain no specific patio/structure provisions and that vinyl is discouraged but not prohibited, and cited a community visual preference survey conducted earlier in 2025 in which 68% of participants supported enclosed downtown patios. The architectural advisor met with the applicant and raised no concerns; staff recommended approval.
  • During discussion, commissioners asked about materials, the permanent roof, and panel operability. The applicant explained that the black vinyl lower sections are fixed while the clear vinyl tops can roll up for airflow on mild winter days, and that in summer the entire panels are unbolted and stored off-site, leaving an open patio with permanent columns. The project will include fans, string lights, and a gas heater, to be detailed in the building permit process. A meeting participant identified as Frank Weaver asked whether the panels would resist fading, clouding, and wind gusts; the applicant responded that each panel has an aluminum frame and is bolted to the structure and ground.
  • Commissioners expressed support, describing the project as beneficial to both the community and the applicant and noting the popularity of similar enclosed patios in the area during winter.

Key Outcomes

  • The commission approved Case 2025-32CA, accepting staff's recommendation, by unanimous roll-call vote (3-0): James Strunk yes, Tom Coffee yes, Kurt Ramsey yes.
