1:09

Alright, come on.

1:12

Hi, how's everyone doing tonight?

1:14

It's great to see you.

1:16

Is there a five chance?

1:18

Yes, Lane has it.

1:20

Thank you.

1:24

So it's been a while since our last update to council, so we wanted to come and just provide you an update on where we are with phase two so far.

1:33

So just as a quick reminder, phase two was focused on project visioning.

1:38

So we took resident and focus group feedback and started to really compile this information into something that was complementary to the size and scale of the site, the market analysis that we took from phase one, and then also any of the uh infrastructure assessments that we had completed.

2:00

So we're working with our team to create some concept plans to help visualize these options and better understand some um proximity and configuration on the actual site itself with these concepts.

2:15

Um these plans are going to include findings from the traffic, utility, and the market assessment.

2:22

So making sure that these are all encompassing of the information that we took from phase one.

2:30

Some specifics, this was a 12-month engagement.

2:33

We should be wrapping up in September or October of this year.

2:37

It's focused on land planning and infrastructure assessment along with uh really the infrastructure modeling, along with a focus on community engagement as always to discuss some specific community engagement that we've done so far.

2:56

Um in October, we had a public workshop where we requested uh participant feedback.

3:03

We broke uh participants up into small groups and requested that they go to whatever table or topic that concerned them the most.

3:12

So we had um topics like parking, traffic, um development, and green space that and we allowed the public to share their concerns and provide we provided some potential solutions that our team had been considering throughout the process and allowed them to give us feedback on what their thoughts were with this.

3:32

So uh really trying to get a full well-rounded idea and letting them kind of begin to see some of the solutions that we're working through so that they know we're not just including six-story high rises.

3:45

We're still planning on including some green space, but really trying to get them to warm up some to some of the potential solutions that we might consider.

3:52

Um we also hosted a staff focus group session where we started going through some of these visualization efforts with the team and requested their subject matter expertise in all of these.

4:05

So uh working with um public utilities, we worked with the police, we worked with Parks and Rec to request their feedback and continuing to take that information into planning through these concepts.

4:19

We have a series of open house sessions that are planned for April into May.

4:25

And so with this, we heard from city staff that there was concern about participation in in-person events, and so to kind of combat this, we are planning on doing three different workshop sessions uh through various times of the day.

4:41

So we'll do something in the morning, something in the afternoon, something in the evening, and these will be in various locations throughout the city to try to really maximize participation with the public.

4:53

Um, and you know, once we have these, we'll reevaluate if there is a need for any online engagement as well.

5:00

But we're starting off with this.

5:02

And with these sessions, we're starting to show some concept plans and very um just brief information on where we are today.

5:13

So the goal is to show two options that our team has been working on really diligently with city staff in the hopes of creating a final plan, taking this information and feedback that we receive during these sessions to something that's more final that we can present and work through with the city.

5:34

As far as next steps, we're working through the open house sessions.

5:38

We will have the specific dates soon.

5:41

We are working through internally with our team, but then also with the various locations on when these will be held.

5:47

So once we have some more information on these, we should be finalized within the next week or two.

5:52

We'll have uh flyers and advertisements online for um people to check out and schedule in their calendar.

6:01

Uh so we will have these coming up soon, but really the and for the rest of the engagement, at least for right now, we're focused on refining these various plans, making sure that um the utility information is included, traffic modeling is updated, we'll be focusing on finalizing the ingress and egress points onto the site, um, and really working on collaboration with the surrounding property owners in particular as well.

6:31

So here to just really provide you an update on where we are so far, but I'm happy to answer any questions.

6:37

I know it's been a while since we've talked to everybody, so I'm happy to so I had attended the October open house, and uh the attendance was light and uh may I say that some of the they were certain people that sort of came with an agenda, you know.

6:59

Um that's probably true of a lot of that, but it just seemed like I I was concerned because it was so light, and then you know, that maybe it wouldn't be representative.

7:09

That isn't really my question, that was more of a comment.

7:11

My question to you is based on your experience does it take plans, visual pictures for people to get engaged, or you know, how do you feel about the amount of engagement that we've had in this particular situation compared to what you've seen elsewhere?

7:30

I think with uh where we are right now in some of the next steps, I think that people will become really engaged once they know that they're going to be seeing something visual that they can kind of picture themselves in.

7:43

Um up until now, it's really been requesting feedback, and they're at this point now, they're getting something or getting an opportunity to react to something.

7:52

So we think that that will increase the interest um and increase participation.

7:57

But like I mentioned, if we find that these are not well attended sessions, we still have time within phase two to really pivot to receive more feedback.

8:06

Obviously, what staff needs to present to you is something that has been vetted and worked on with the public.

Discussion Items

  • Village Green Master Plan Update: Sophia Lanza from Pizzuti Solutions presented an update on Phase 2 of the Village Green Master Plan. The 12-month engagement is expected to conclude in September or October 2026. Phase 2 focuses on project visioning, land planning, and infrastructure assessment. Community engagement included a public workshop in October 2025 where participants provided feedback on parking, traffic, development, and green space. Three open house sessions are planned for April into May 2026 at various times and locations to maximize participation. Two concept plans will be presented for feedback. Collaboration with adjacent property owners (Dan McClure, Jim Faliaris, and Dr. Old) is ongoing. City Manager noted that internal discussions on financial strategies and resource allocation have begun, acknowledging that resources will become scarce with competing projects.
  • Resolution 2026-21 – Tax Incentive Review Council (TIRC) Recommendations: City Manager Andy presented the resolution accepting the TIRC’s recommendations on the status of the 2025 Community Reinvestment Area, Enterprise Zone, and Tax Increment Financing (TIF) programs. The TIRC, composed of city, school, and county officials, reviewed three TIF districts (downtown, Solomon Commercial, and seldom scene) and abatement programs. The TIRC unanimously recommended accepting all incentive programs and continuing them into the future. Council adopted the resolution.
  • Ordinance 2026-05 – Supplemental Appropriations: City Manager Andy presented the ordinance modifying appropriations for calendar year 2026 and declaring an emergency. The largest adjustment was a $102,000 general fund transfer to the capital fund based on municipal income tax collections, required by the city’s 25% threshold policy. Other adjustments included $56,000 for facility cameras and funds for street maintenance design fees. The ordinance was adopted after suspending the rules.
  • Committee Reports:
    • Development Committee: No report.
    • Finance Committee: Met last week; discussed the appropriation and began forecasting revenue, particularly considering the impact of OSU’s upcoming activities.
    • Operations Committee: Met that evening; discussed new requirements from the organization that grants Tree City status and will consider ordinance revisions.
    • Planning & Zoning Commission: Report given as part of the City Manager’s report.
  • City Manager’s Report:
    • Delaware County Foundation Partnership: Andy reported on a meeting with Mr. Baker of the Delaware County Foundation. The city is exploring a partnership to establish a fund to attract donations for projects such as the Veterans Memorial, Cemetery Fund, and Historical Society. The foundation would manage investments and offer a donor drop-down menu. Advantages include separating the city from direct donations and leveraging seed money. Council discussed fees (approximately 2% of assets or a flat fee) and the possibility of creating a separate 501(c)(3) in the future. The next step is to formalize the partnership.
    • Corner of Grace and 750 Park: Construction has begun on a neighborhood park at that intersection. Boulders and stormwater fencing are in place. The park will feature downlighting and uplighting and is expected to be complete by the end of April 2026, ready for Memorial Day.
    • Carriage Farms Intersection: Staff met with Delaware County Engineers regarding the intersection at Liberty Road. An existing design for a roundabout has been shared. The city, county, and township would partner on a grant-funded project similar to the Presidential and Sawmill Road roundabout. Further updates will be provided.
    • Home and Stitts Road: Staff is working with the county engineer on a right-of-way permit application for full design improvements.
  • Other Council Matters:
    • Council member recognized three Ohio airmen lost in an aircraft wreck in Iraq: Seth Koval, Curtis Engst, and Tyler Simmons, who worked at Rickenbacker. Their service and sacrifice were acknowledged.
    • Council member noted attendance at the district advisory commission to appoint a board of health member; four resumes have been reviewed.

Key Outcomes

  • Consent agenda approved unanimously.
  • Resolution 2026-21 adopted unanimously.
  • Ordinance 2026-05 adopted unanimously after suspending the rules (roll call: all ayes).
  • Motion to enter executive session approved under Ohio Revised Code Sections 121.22(G)(2) (property purchase), (G)(3) (conference with attorney concerning imminent court action), and (G)(8) (confidential economic development information). Roll call: all ayes.
