1:00

I guess I'm the only one.

1:02

Okay.

1:06

Good evening.

1:06

I'm Martin Pickens of 160 Glenn Abbey Court and Bartholomew Run subdivision.

1:14

This has been going on for oh I'd say the last couple years or so.

1:20

We've had traffic blocking our the entrance and exit of our neighborhood of Powell Road and Bartholomew Run, which is in violation of Section 4511.712, the Ohio Revised Code.

1:39

Therefore, I proposed, and I got very good reception from Chief here and from Elaine and uh Charles Duke's about placing a do not block intersection signal to one at Powell Road and Valley Run Drive on the uh north side of Powell Road, just to the east of that intersection, so the westbound traffic will have full view of it.

2:09

And now they assure me that uh, and I'm impressed at the time frame of this, certainly.

2:16

Um response and uh the time frame that they've given have been impressive, and so I wish to give those folks a commendation here and uh hopefully with the cough coming up, we can uh do something to help traffic along Powell Road during those days.

2:39

Uh maybe put a couple lights on flash or put officers at um intersections if necessary to direct traffic um longs that doesn't compromise anybody's safety, of course.

2:54

Um that's all I have, folks.

2:56

Uh thank you for your attention.

2:59

Thank you.

3:00

Charles, did you want to address that?

3:02

Or Chief?

3:04

Sure.

3:09

Thanks, Madam Mayor, Council.

3:11

That's an update.

3:12

Um, this came across my desk yesterday.

3:15

Um we had other tasks going on.

3:18

We had to do some research.

3:19

We found a sign that said do not block the intersection.

3:22

It's not to our standards with the black backey, but we're gonna plant that one.

3:26

But in order to plant that, you have to do a oops ticket, which takes 48 hours, okay, before you can put anything in the ground.

3:33

And with all the fiber going on in the city, they're behind us of backlog.

3:37

So it might be more than 48 hours, but we're on top of it.

3:41

Um we made the accommodation to fill the requests.

3:46

So that's where we're at.

3:47

Charles.

3:48

Thank you, Charles.

3:49

Thank you.

3:51

Anyone else for a public comment?

3:56

Seeing none, I will clean up public comment.

3:59

The next item on the agenda is the approval of minutes.

4:03

You should have had the minutes in your packet.

4:05

Are there any additions or corrections?

4:10

Is there a motion?

4:12

Salute.

4:13

Second.

4:14

Second.

4:15

All those in favor say aye.

4:17

Aye.

Summary of Proceedings

Powell City Council Meeting - May 19, 2026

The Powell City Council held its regular meeting on Tuesday, May 19, 2026 at 7:30 PM in Council Chambers at 47 Hall Street. The meeting covered a designated outdoor refreshment area (DORA) expansion, appointment of a new Tree Board, a supplemental appropriations ordinance, and updates from committees and the city manager. All resolutions and ordinances were adopted unanimously.

Consent Calendar

  • Approval of Minutes: Minutes from the May 6, 2026 City Council meeting were approved without correction.
  • Monthly Reports: Reports from Human Resources, Planning and Zoning, Police, Public Service, Community Engagement, Economic Development, Finance, and Engineering were accepted as part of the consent agenda.

Public Comments & Testimony

  • Martin Pickens (160 Glenn Abbey Court, Bartholomew Run subdivision) spoke about traffic blocking the entrance/exit of his neighborhood at Powell Road and Bartholomew Run, stating it violates Ohio Revised Code Section 4511.712. He proposed placing a “do not block intersection” sign and commended the city’s quick response. Police Chief Charles responded that a sign has been located and will be installed after a required 48-hour OUPS ticket, though a fiber-optic backlog may cause delay.

Resolutions

  • Resolution 2026-26 (DORA Continuation): Economic Development Administrator Andy and Assistant Sean presented the renewal of the Designated Outdoor Refreshment Area. The proposal expands operations from weekends (Friday–Sunday) and selected holidays to daily (Sunday through Sunday, 11:00 AM to midnight). Councilmember Kurt Ramsey asked about businesses open at midnight; Sean responded that it anticipates market changes. No public comment. Motion to adopt passed unanimously.
  • Resolution 2026-27 (Tree Board Appointments): City Manager Charles explained the need to replace the prior Parks and Recreation Board with a dedicated Tree Board per Tree City USA requirements. The resolution appoints Councilmember Lee Carlson, City Manager Melissa Heinman, and service workers Jonathan Davis and Lance Austin. Two citizen members will be appointed later. Councilmember Carr noted applications are still being accepted. Adopted unanimously.

Ordinances: First Reading

  • Ordinance 2026-10 (2026 Supplemental Appropriations): Finance Director Samantha presented a refined capital improvements plan, including reductions and new program funding. A new exhibit A spreadsheet shows cumulative fund balances and the effect of adjustments. The ordinance was declared an emergency. Motion to suspend rules passed unanimously (roll call: Crawford, Herman, Lester, Ramsey, Carlson, Counts — all yes). Motion to adopt also passed unanimously.

Committee Reports

  • Development Committee (Next meeting June 2): Heard from Cash Fest (software company 3+1) about optimizing cash investment income. Last year, the city earned $1.8 million in investment income.
  • Operations Committee (Next meeting June 16): Discussed deer management within city limits, possibly adding a budget line item for 2027. No action taken.
  • Planning & Zoning Commission (Next meeting June 10): Reported that an applicant (Equity) attempted to push a preliminary/final development plan in the city’s gateway. The board rejected it as not matching Powell aesthetics and sent it back to the architect.
  • Finance Committee (Next meeting June 9): No report.
  • Powell Development Corporation (Next meeting May 26): No report.

City Manager’s Report & City Calendar

  • Village Green Master Plan: Fourth open house scheduled for Wednesday, May 27, 2026, 5:30–7:30 PM at City Hall. The city manager clarified this is a planning effort, not a specific development proposal.
  • Bennett Farm Path: City staff may begin early brush removal along the roadway, contingent on council feedback.
  • CSX Crossing: A large pothole on the westbound lane is within CSX right-of-way; replacement project moving forward.
  • Police Activity: Chief reported removal of exploitation activity; ongoing case with a press release expected later. Quarterly report on similar activities will be prepared.
  • Lecure Building Project: Pre-construction meeting held; work begins May 27, with a six-month timeline.
  • Engineering Staff Update: Jamie Fink is leaving to become city engineer of Marysville; position will be filled.
  • Traffic Signal at Village Club Drive: Staff investigating timing issues; a left turn arrow would require Delaware County approval.
  • Signal Preemption: Police cruisers went live with preemption a week ago Monday. All Powell and adjacent Delaware County intersections are active; three ODOT intersections (315/750, Powell/Sawmill, and the access drive) are pending.
  • Memorial Day: Parade at 10:00 AM Monday, ceremony at City Hall, flag placement at Palace Cemetery at 9:00 AM. Councilmembers to line up at 9:45 near the post office.

Other Council Matters

  • July 7, 2026 Meeting Cancellation: Council agreed without objection to cancel the July 7, 2026 meeting.

Executive Session

  • Council voted unanimously to enter executive session under ORC 121.22(G)(1) (personnel for board/commission appointments), (G)(2) (property purchase), (G)(3) (attorney conference on imminent court action), and (G)(8) (confidential economic development information).
