Okay, I will call to order the um finance committee meeting for Tuesday, June 9th.

0:09

Please call the roll.

0:10

Marcus Banisik is absent.

0:13

Jennifer Benefis here.

0:15

Leave Carlson.

0:16

Here.

0:16

Tom Counts.

0:17

Yeah.

0:18

And Kurt Ramsey.

0:19

Here.

0:21

Sort of a slight uh deviation from the agenda.

0:24

I'm gonna let Sam introduce our new employee.

0:29

Yes, I'd like to introduce Tina Birch.

0:32

She is our new assistant finance director.

0:35

Um she started with us on May 18th, so she's been here a couple weeks already, getting the hang of things, trying to absorb lots of information and terminology, all the fun stuff.

0:47

So we're happy to have her and just wanted to introduce her on the record.

0:52

Glad to have you here.

0:53

Thank you.

0:55

Hope that uh they haven't treated you too since last month.

1:02

Never well, it nice to have full staff.

1:09

That's great.

1:11

Okay, the next item on our agenda is the approval of the minutes.

1:14

They're included in your materials.

1:16

Does anybody have any additions or corrections?

1:18

Okay, hearing none, we'll uh prove the minutes by consensus.

1:22

Um next item is the May financial reports.

1:26

Yeah, I'll kind of do maybe go over half the pages in the packet.

1:30

If there's any specific questions that we don't go over, just let me know.

1:34

But just in the interest of time, we've got lots of good stuff on the agenda tonight.

1:38

We'll kind of go over high-level some summaries for everything.

1:43

Um, so good news as of year to date May, our taxes assessments and related revenue is above our budget target.

1:52

Um, it's at 44.9% of the budget.

1:56

Our targets 41.6.

1:59

Um, so the the May cash collections were related to April tax filings, so that makes sense.

2:07

All the April 15th individual tax filings.

2:11

Um, so we saw those numbers increase from the prior month, and then we also received our annual retainer refund from um Rita as well.

2:22

So that is an agenda item.

2:24

We'll go over kind of this the specifics on that, but um, kind of with our April 15th filings and that retainer refund got us in a good spot compared to our budget.

2:37

Um, we'll go into a little bit more detail in the tax um collections, but even though we're above the budget target, we're still below last year's year-to-date tax collections.

2:50

Um, so that's something to keep in mind as well.

2:52

But we'll see those details later on here in the packet.

2:56

Um, total operating revenue year to date through May was uh about 10 million dollars.

3:03

It was 45.3 percent of the budget, so over that target again as well.

3:09

Um our interest is up five percent year to date compared to last year to date, so that's always good.

3:16

Um then our operating expenditures year to date through May was 5.2 million, and that was 31 and a half percent of the budget.

3:27

So that's good.

3:29

Expenses are under the budget track.

3:32

Um, a lot of that could be timing some of the other um purchases that were budgeted.

3:38

Um capital equipment and transfers are a little bit above the budget target, they're around like 55 percent.

3:47

Um capital equipment.

3:49

I know we had some large purchases come through through kind of the first half of this year.

3:55

Um, specifically in May, we paid just a little over 250,000 for the public services new bucket truck.

4:03

Um, so that was a large capital capital purchase, and then um we had available cash flow to do a little bit higher transfers in May also, so that's why those percentages are a little bit higher over the the budget target as well.

4:21

So through May, um our excess of revenue overall expenditures was six hundred and seventy-seven thousand five hundred and thirty-two dollars.

4:32

Any questions?

4:34

No, in terms of the transfers, what remains?

4:39

I recognize that there's a lot there's a significant amount, but what is it just like into the capital account or yeah, that's a lot of it because that's a very large annual transfer rate.

5:04

And a little bit in the parts and recreation programming.

5:11

All right, I'll go to page two and we'll just do a high-level review of the cash balances here.

5:17

All funds cash balance 52.7 million.

Summary of Proceedings

Powell Finance Committee Meeting - June 9, 2026

The Powell Finance Committee met on Tuesday, June 9, 2026, at 7:32 p.m. in Council Chambers. The meeting covered May financial reports, the 2027 estimated resources budget, and the 2025 RITA refund reconciliation. An executive session was held to discuss property purchase. All members except Marcus Banasik were present.

Consent Calendar

  • Approval of Minutes: The minutes from the May 12, 2026, Finance Committee meeting were approved by consensus.

Discussion Items

  • Monthly Financial Reports – May: Finance Director Samantha Borchers reported year-to-date taxes, assessments, and related revenue at 44.9% of budget (target 41.6%). Total operating revenue was $10 million (45.3% of budget). Operating expenditures were $5.2 million (31.5% of budget). The excess of revenue over expenditures was $677,532. All Funds cash balance was $52.7 million, General Fund cash balance $24.1 million, with an unencumbered balance of $22.5 million. Tax receipts totaled $8.2 million, down 6.2% from the prior year, with declines in individual and net profit collections. The investment portfolio was $41 million, and projected June interest was nearly $240,000. Councilmember Leif Carlson asked about capital spending and freeing up cash; Borchers explained that capital projects are kept within fund balance policy (25-50% of estimated expenditures). Citizen Representative Jennifer Bonifas asked about the difference between the $41 million investment balance and $52 million total fund balance; Borchers clarified that $41 million is in less liquid investments, with $6-8 million in Star Ohio for same-day liquidity.
  • 2027 Estimated Resources (Revenue) Budget: Borchers reviewed the estimated beginning balances, revenues, and transfers for all funds. The General Fund budget includes a 1% increase in income tax and an estimated $648,000 from the new OSU outpatient center, based on $32 million payroll for 290 jobs (600 at full capacity). City Manager Andrew White noted a cost-share ceiling of $500,000, with the city recouping more than 50/50 as staffing increases. Other revenue estimates were based on five-year averages (development fees, local revenue) or current portfolio projections (interest). For Capital Projects Funds, no long-term financing for Bennett Farm is assumed; the budget estimates a full payoff of the $7.975 million debt issuance from last year. No debt issuances for Scioto Street are included. The committee acknowledged support for recommending the budget to City Council.
  • 2025 RITA Refund and Retainer Reconciliation: Borchers presented RITA's reconciliation: 2025 total collections were $17.4 million, cost of collections 1.13% (i.e., $1.13 per $100 collected). The city pays a 3.1% retainer bi-monthly; for 2025, the city received a refund of $343,065. Chairman Tom Counts questioned who benefits from interest on RITA's held funds; Borchers agreed to inquire. City Manager White noted that smaller communities like Powell benefit from RITA's ability to cross-reference federal tax records, which would be lost if the city collected taxes in-house. Jennifer Bonifas asked if RITA provides a list of municipalities by size; Borchers said she would check.

Executive Session

  • The committee moved into executive session at 7:44 p.m. pursuant to Ohio Revised Code Section 121.22(G)(2) to consider the purchase of property for public purposes. Motion by Councilmember Leif Carlson, seconded by Councilmember Kurt Ramsey; passed 4-0. The committee returned to open session at 8:16 p.m. and adjourned.

Key Outcomes

  • The Finance Committee recommended the 2027 Estimated Resources (Revenue) Budget to City Council for approval at the July 21, 2026, meeting.
  • The committee voted unanimously (4-0) to enter executive session for property purchase discussions.
  • No further business was conducted.
