0:42

The planning and zoning commission is an advisory board to city council with zoning map amendments, preliminary and final development plans and platting of property under consideration.

0:53

In such cases, City Council will receive recommendations from the Commission.

0:57

In other cases, the Commission has the decision making responsibility.

1:02

If there is anybody in the audience who has something that they wish to speak on that is not on the agenda, please come forward.

1:08

And if so, read your address and your name.

1:13

Seeing none, we move to approval minutes.

1:16

If I can get a motion to approve the minutes if we don't have any amendments.

1:21

I'll motion to bring it.

1:23

Can I get a second?

1:25

Everyone in favor of approving the minutes, say aye.

1:29

Anyone not in favor?

1:31

There we go.

1:32

All right, items for review.

1:34

Um do you want me to bring up should I bring up the uh zone first, zoning first?

1:39

To see if we want to postpone that or we can just do that.

1:44

We'll keep it in order then.

1:45

Um first item is Mount Carmel case 2026, 13 AFDP at 10330, Salmo Parkway.

1:55

It is an amendment to the final development plan.

1:58

Um it's a request for review for revised site plan with engineering with enhanced wayfinding for the medical facility on the west side of Solmo Parkway, north of the intersection on Northampton Drive.

2:10

Who wants to who wants to go with us here?

2:13

I will go with it.

2:13

Thank you so much for the uh introduction.

2:17

Um looked excited, that's why I didn't know uh the Mount Carmel staff and their uh sign contractor contacted us uh a few months ago to um work on enhanced wayfinding as we have stated in that introduction.

2:36

And um this is one of those uniquely zoned sites that has uh retained township zoning, even though it was annexed into the city of Powell.

2:46

So the allowance is for the Planning and Zoning Commission to be the final decider on this particular application as opposed to having a um recommendation to city council.

2:57

So we are asking for a decision as part of um this review of this case tonight.

3:03

And they have staff here as well, so if you have any specific questions, um should they able to help with that as well.

3:10

So uh real quick, the um Carmel site was annexed as part of um the Wedgewood commercial plant district from uh Liberty Township, which includes also the target and that newer development that is under construction right now, as well as those out parcels, and as you can see on the northern portion of the site, there is um additional space for development.

3:34

Mount Carmel owns that entire parcel.

3:37

We have as part of the um publication of the agenda and our notices that we sent out to adjacent property owners.

3:45

I've gotten uh quite a few phone calls from uh those residents to the West concerned about additional development, no longer concerned once they realize it was excuse me, just about signs.

4:00

And then a little bit more um zoomed in here, you can see that there are um two entrances for this particular parcel, and as you can imagine, with medical uses, you have a lot of people coming in and out, using different ways to get into the facility and um having to find the correct entrance.

4:21

Um there's an urgent care component here as well, so you might have um potential patients that are a little under distress, so having enhanced wayfinding is uh quite important for these types of facilities.

4:36

So with that, the applicant is proposing to add um signs to their canopies.

4:40

There are three, and currently only the urgent care is identified as um one of the areas, which is canopy two.

4:49

And um the building is obviously also quite set back from uh Salmall Parkway as well as from Hampton Drive, so having additional tenants within that space, identifying where um patients need to go is um important here.

5:07

Within the um sign packet that was provided, there are details for all the heights and um sizes of those signs and the signs for the canopy one and the canopy three is one single sign on each of those canopies, and then um for the canopy two it includes urgent care with another sign um available for a tenant.

5:34

There are three current ground signs that I've identified with those stars there.

5:40

Um technically does not require review by the planning and zoning commission because sign face changes can be approved administratively, but the applicant has included them in the packet, so I wanted to um highlight those as well.

5:51

So the green one at the corner of Salmall and Northampton is the large identification sign, and then those um two other ones, the blue and the orange are the smaller signs for their particular um entrance drives.

Summary of Proceedings

Powell Planning & Zoning Commission Meeting - June 10, 2026

The Powell Planning & Zoning Commission met on Wednesday, June 10, 2026, at 6:30 PM in the Council Chambers at 47 Hall Street, Powell, Ohio. The commission approved an amended final development plan (revised sign plan) for the Mount Carmel medical facility at 10330 Sawmill Parkway (Case 2026-13AFDP) and voted to table the comprehensive update of the City of Powell Zoning Code (Case 2025-12ADM) pending a future special session. Members present: Sean Simpson, Sideram Kapaka, Blackford, Sean Greer, and Greg Spiers. Members absent: David Lester and Servine.

Minutes Approval

  • A motion to approve the May 13, 2026 meeting minutes passed by unanimous voice vote with no amendments.

Public Comments & Testimony

  • No members of the public spoke during the hearing of visitors for items not on the agenda.
  • No public comment was offered on the Mount Carmel sign plan application. The applicant's representative was present but declined to make a statement.

Discussion Items

Mount Carmel Sign Plan - Case 2026-13AFDP

  • Staff (Claudia) presented the request by Mount Carmel Health Systems, represented by PlanIt Studios, to add enhanced wayfinding signs to three canopies at the medical facility. The site is zoned PC, Planned Commercial District (Wedgewood Commerce Center, Mount Carmel Health, Liberty Township) and retains Liberty Township zoning even though it was annexed into Powell, so the commission has final decision authority on the application.
  • Staff reported receiving calls from residents west of the site concerned about additional development at the property; residents' concerns dissipated once they learned the item addressed only signs.
  • Currently only the urgent care tenant at canopy two is identified. The proposal adds a single sign to canopy one and canopy three, and a sign for urgent care plus a second tenant sign at canopy two.
  • Three existing ground signs (a large identification sign at Sawmill Parkway and North Hampton Drive and two smaller entrance signs) are included in the packet; only the sign faces would change. Staff noted such face changes could be approved administratively and do not require commission review.
  • Staff determined that all Liberty Township Code modification criteria were met and recommended approval.
  • In response to commissioner questions, the new canopy signs would not be lit, and the existing ground signs have ground lighting.

Zoning Code Update - Case 2025-12ADM

  • Reviewing the comprehensive update of the Powell Zoning Code (Chapter 11 of the Codified Ordinances), staff presented two options: discuss and make a recommendation that evening, or postpone and convene a special meeting later in June or July.
  • Staff recommended postponement so that a full planning commission could review the code, noting that the next regular meeting (July 8, 2026) would likely be cancelled due to travel and holiday conflicts, and no other applications were pending.
  • Staff planned to send an email the following day to confirm dates and room availability and to poll members to ensure a quorum for the special session.

Key Outcomes

  • Motion to approve Case 2026-13AFDP (Mount Carmel sign plan) was seconded and carried on a roll-call vote.
  • Motion to table Case 2025-12ADM (zoning code update) was seconded and carried 5-0 by roll call, with Blackford, Simpson, Kapaka, Greer, and Spiers voting yes.
  • Staff will schedule a special meeting for a full-commission review of the zoning code update and will circulate scheduling options.

Following the two agenda items, the meeting was adjourned.
