I'd like to call the meeting of the records retention commission.

0:10

Call meeting order.

0:11

Elaine, could you take the roll?

0:13

Thank you.

0:13

Yaz Ashrari.

0:14

Here.

0:15

Samantha Borkers?

0:16

Here.

0:17

Zip Smith is absent.

0:19

And Andrew White.

0:20

Here.

0:22

This is an annual meeting of the commission to review pertinent changes to the records retention schedule is submitted by staff throughout the administrative structure.

0:31

I believe the proposed changes are broken down into 13 different subcategories.

0:36

With that, um the commission will have to review each, consider modifications, and adopt for the clusion into the schedule.

0:46

Alain.

0:47

First, can we do a approval of the minutes?

0:52

December 11th.

0:54

I would like to make a motion to approve the minutes.

0:56

Proposed.

1:00

Aye.

1:01

Those in favor?

1:02

Okay.

1:03

Perfect.

1:04

Thank you.

1:06

All right.

1:06

For the review of the proposed changes, we didn't have a whole lot of changes.

1:12

I can let each individual department talk quickly.

1:15

Most of the changes were just changing the retention period and the method from newspaper or electronic.

1:25

And you can see on the memo, it breaks down each change that was made.

1:31

Jason, I know you had a couple changes related.

1:35

HR.

1:36

Make sure you give your address.

1:40

Thank you, Jason Avey with the human resources department.

1:43

I went over and reviewed the human resources personnel and the civil service section.

1:48

Most of the changes were just updates to retention periods for a few of the sections.

2:07

There was one section under the uh civil service where for uh selection records.

2:12

I did recruit uh pull out the medical uh files and make that a separate section because it does have to be uh separate than uh the personnel records for um uh HIPAA reasons.

2:23

Um if you have any questions, please let me know.

2:30

Thank you.

2:31

Um their changes related to including paper or electronic.

2:38

We've had one um change related to independent contract or acknowledgement.

2:44

It was listed there twice with a record that was prior to September 2013, but had a five-year retention schedule, so we removed that technically that would have been no longer on the schedule after 18.

2:57

So that was removed.

3:00

Um Sam, I don't know if you had any other specifics.

3:03

Nope.

3:04

Just adding that media type to capture some of the older documents that might be on paper.

3:09

Yep.

3:10

Um another for under general, which um affected the general in the public service retention schedule.

3:18

There was the schedule related to bids.

3:21

It was listed as a 10-year retention period, but engineering has their uh retention period as 15 years, which is required was a requirement for the um that Aaron had.

3:34

So we decided to increase it to 15 years so there was no confusion, especially since a lot of these um bids coordinate together.

3:43

So that was the other change, was just increasing that and there were no other changes.

3:50

All right, any questions?

3:55

So we just need a motion to approve as presented.

3:59

So moved.

4:00

Second all those in favor?

4:04

Aye.

4:08

Um, another meeting.

4:15

We are required to meet twice a year, so we'll probably have another meeting sometime towards the end of the year, and if there's any changes, um we'll look at those then.

4:24

It usually takes about five to six minutes to get approval from the state.

Summary of Proceedings

Powell Records Commission Meeting – June 11, 2026

The Powell Records Commission held its annual meeting on Thursday, June 11, 2026, at 3:00 PM in Council Chambers at 47 Hall Street, Powell, Ohio, to review and vote on proposed changes to the city's records retention schedule. Members present: Yaz Ashrari, Samantha Borkers, and Andrew White; Zip Smith was absent. The commission reviewed requested changes across 13 administrative subcategories, unanimously approved the proposed retention schedule updates, and discussed next steps for state approval.

Consent Calendar

  • Approval of Minutes (December 11, 2025): A motion was made, seconded, and passed unanimously (voice vote, all in favor) to approve the minutes of the prior Records Commission meeting.

Discussion Items

  • Review of Proposed Retention Schedule Changes: Staff reported that most changes involved updating retention periods and adding paper or electronic media types to capture older documents. Highlights included:
    • Civil Service & Human Resources (presented by Jason Avey, Human Resources): Retention periods were updated in several sections. Under Civil Service selection records, medical files were pulled out into a separate retention section so they remain distinct from personnel records for HIPAA compliance reasons.
    • General Schedule: An independent contractor acknowledgment entry was removed because it appeared twice and applied to records prior to September 2013 with a five-year retention period; the record would no longer be on the schedule after 2018.
    • General & Public Service (Bids): The bid retention period was increased from 10 years to 15 years to align with Engineering's 15-year retention requirement, avoiding confusion because bids often coordinate across departments.
  • Other Business: The commission noted it is required to meet twice per year, so another meeting is expected toward the end of the year.

Public Comments & Testimony

  • No members of the public were present. The commission noted that public comment was not required for this meeting but opened the floor; no comments were offered, and public comment was closed.

Key Outcomes

  • Motion to approve the proposed retention schedule changes as presented: Moved, seconded, and approved unanimously (voice vote, all in favor).
  • Next Steps: The approved changes will be submitted to the state for approval; the chair noted approval typically takes about five to six minutes (as transcribed). The city will continue using the prior retention schedule until state approval is received.
  • Future Meeting: A second required meeting is anticipated toward the end of 2026.
