And Tim Wilson is absent.

0:28

All right.

0:30

So this is a continuation of our retreat from immediately following the last uh board meeting that we had.

0:38

So kind of a recap uh was included summary of what we did last time, and then this builds upon that, um, helps us outline you know, for the uh the upcoming year, and uh just you know, we've got more structure this year.

0:57

I think six months here uh are different than when we were six months ago, so I think everybody's got kind of more familiarity, knowledge, and uh uh it's good today to see you know some activity that you know will um help with kind of the financial future with stuff, and that I think starts kind of the snowball rolling with other things.

1:16

So um great progress over the past you know half a year.

1:19

Um, and then as we look forward to the uh the next you know six months, twelve months, et cetera.

1:24

Um we've got the uh the retreat schedule here.

1:28

I don't know whether we want to pull that up.

1:34

Um so session one, we covered a bunch, and then um session two, we're in the recap, and then uh we've got the downtown committee goals as the kind of the next uh agenda item.

1:48

Um I were talking earlier, and I he had an idea of something we we hadn't done yet.

1:56

I was looking at I had a chance to review everything.

1:58

I think the goals that everybody came up with are excellent.

2:00

Um, but we don't have a vision or mission statement for which they would derive.

2:04

And as I looked at the specific goals and then the broad nature of them, I think it's pretty clear that it would be fairly simple to capture that under an umbrella in terms of how we look at our metrics and capture that.

2:18

I thought we might want to spend we don't necessarily have to figure that out today, but I was wordsmithing a couple of doozies um before I got here, and I thought that might be helpful for us as a board to think about that those goals would fall from the missionary vision.

2:34

Okay.

2:37

So we want to do that now, or you want to I would say do it now and then go into the other steps should come from that.

2:49

Um is this what you wanted any?

2:55

Sorry, this is this what you're talking about, this document.

3:00

No, I think um Sean had the other document that showed uh the the different groups goals that came together.

3:06

Yeah, yes.

3:16

Farther down.

3:18

There you go.

3:20

Well, that's that's the downtown merchants ones, and then it's kind of structured throughout here, right?

3:24

Yeah, the previous was the recap from last meeting with those overarching goals that came out of that.

3:30

What's the um uh visitation convention committee specific and uh on the vision side of what we were thinking about?

3:41

I wanted to be careful with council's perspective in terms of what we're doing, and really what it boils down to is kind of what Phil, you brought the issue up about are we gonna reach a plateau?

3:52

And the goal of council working with the PDC is to create a perpetual stream of revenue that allows for continuous enhancement of quality of life services without having to raise taxes.

4:05

That's we we can say that any way we want.

4:08

Beneath that, under the mission notes when you start thinking of specific outcomes and targeted patronage audiences and whatnot, and that's where I think we should spend some time in our goals.

4:19

Because the one thing I didn't notice uh is strategic annexation.

4:23

I I think we have to be considerate of that.

4:26

The one limitation that I think the city has is the lack of developable land.

4:30

Yet we're surrounded by it.

4:32

And so, how are we working that into the patrons that we serve?

4:37

That was the other thing I was thinking about.

4:39

But Sam, you had that other page that I think talked about outcomes and well, I guess those are the goals, but um that's just uh kind of a placeholder I want to put on the table is that we exist to help council raise service standards without raising taxes, and that means so many different things to all the different levels of committee structures we have in there, but I think that should be talked about as a foundational principle.

5:00

And that means so many different things to all the different levels of committee structures we have in there, but I think that should be talked about as a foundational principle.

5:08

And I saw a lot of it when I was looking through the stuff that you guys came up with.

5:14

Yeah, this was this was the five things that I mentioned that I just still down if you like look at what our objectives if you took all the goals and like these are you know kind of the themes that they or buffets if you will that would kind of fall into.

5:29

Um I agree that a mission statement or a you know, like that, you know, to drive.

5:34

I mean so what's what's uh I'm curious the wordsmithing the the doozies that you um I just wrote down this is not very good you're willing to roll that dice sorry and no no you you know me I just came up with to create a growing center of employment in the city of Powell needed to support enhance quality of life for its residents.

6:04

Now that's just a placeholder that can be tweaked a lot of different ways, but in my mind our patronage first and foremost should be the constituent that lives here and votes here.

6:18

We've got a lot of transient businesses here that I think are a secondary clause uh of consideration, and then beyond that there's the communal goals of the region, and I think Liberty Township residents play a role in this discussion, and I think that they can bear benefit through our coordinated work together.

6:34

So I was thinking those three buckets.

Powell Development Corporation Planning Retreat - September 22, 2026

The Powell Development Corporation (PDC) held its second planning retreat session on September 22, 2026, from 1:00 PM in Council Chambers. The retreat focused on refining committee goals, establishing a foundational mission and vision, and outlining strategies for downtown revitalization, business retention, entrepreneurship, and real estate development. Key discussions centered on aligning PDC activities with city council's objective to enhance quality of life without raising taxes, structuring the downtown committee under a Heritage Ohio model, and fostering collaboration with the Chamber of Commerce, Delaware County, and educational institutions like Ohio Wesleyan University.

Consent Calendar

  • No consent calendar items were presented.

Public Comments & Testimony

  • No public comments or testimony were provided.

Discussion Items

  • Mission and Vision Statement: The board discussed the need for a formal mission and vision statement to guide PDC goals. A draft vision was proposed: "To create a growing center of employment in the city of Powell needed to support and enhance quality of life for its residents." Members emphasized aligning with city council's goal of raising service standards without raising taxes. A small group (Steve, Megan, and others) was suggested to refine the statement for the next meeting.
  • Downtown Committee Goals: Sean Keller (absent, but via prior input) outlined a proposed structure modeled on Heritage Ohio's Main Street program. The committee would have subcommittees for events, property owners, and marketing/communication, with a part-time or full-time executive director hired under PDC. Goals included improving structure, connectivity (to businesses and residents), and advocacy. Members stressed the need for a cohesive downtown identity and wayfinding.
  • Business Retention and Expansion (BRE) Committee Goals: The Chamber of Commerce is the current BRE partner. Discussion focused on clarifying roles: the Chamber should handle daily business support and visits, while PDC handles projects requiring resources. A formal agreement with the Chamber was suggested to outline responsibilities, including ensuring the Chamber serves all businesses, not just members. Collaboration with Delaware County Finance Authority and One Columbus was noted.
  • Entrepreneurialism Committee Goals: The entrepreneurial center at Ohio Wesleyan University (OWU) is the key resource. The committee plans to offer mastermind groups, workshops, and cohorts targeting gap-year students, career reinvention, technology transfer, and AI literacy. A desire for a one-pager summarizing resources was expressed. The need to coordinate with the Chamber on programming for small businesses versus growth-stage companies was emphasized.
  • Real Estate Committee Goals: The committee (chair absent) focuses on identifying development opportunities, tactical site assembly, and financial structures for real estate investment. Discussion expanded to strategic annexation of contiguous land outside city limits, potentially through JEDs or partnerships with townships and the county. A map of vacant/underutilized properties (both inside and outside the city) was proposed. Long-term aspirations included creating a business park or port authority collaboration.
  • Collaboration with Chamber and Other Entities: Repeated emphasis on holding a combined meeting with the Chamber board to align goals, avoid duplication, and cross-promote programs. The PDC sees its role as a central hub connecting resources.

Key Outcomes

  • The board agreed to form a small group (Steve, Megan, and others) to draft a mission/vision statement for review at the next regular meeting.
  • No formal votes were taken on committee goals, but consensus was reached to move forward with the downtown structure modeled on Heritage Ohio, pending finalization of staffing and budget.
  • A combined session with the Chamber of Commerce board was endorsed to clarify roles on business retention and entrepreneurship programming.
  • The real estate committee will work on creating an inventory map of development opportunities, including potential annexation sites.
  • The retreat concluded with a motion to adjourn, which was approved unanimously (roll call: Megan Canaban present, Steve Flarity present, Heather Carr present, Philip Whitakirk present; others absent).
