- Item 1 – Digital Square Engineering Process: The board discussed the recommendation of T.D. & Bond (the third lowest bidder) for the digital square engineering project. Jessica (Planning Department) explained the technical evaluation process: the firm scored 79 on technical evaluation but 20 on the interview, noting that interviews allow better understanding of firm capabilities. A missing MBE document was not a disqualifying factor because it is a goal, not a requirement. No objections were raised.
- Items 3 and 31 – Street Sweeping Services: Item 31 authorized payment of up to $64,000 to Able Industrial Sweeping for outstanding invoices from July 13 to August 7, 2025, for services performed after the contract had expired. Director Delgado clarified that the contract had expired but services continued under past practice. The payment was referred to finance. Item 3 recommended awarding a new street sweeping contract to Able Industrial Sweeping (the second lowest bidder) because the lowest bidder (Green View) had older machinery and lacked city street experience. Director Delgado moved to refer Item 3 to the City Council for review; the motion failed on a roll call vote (2 ayes, 7 noes). A bid protest regarding Item 3 was entered into the record.

This will be an open enrollment and this will be beginning to open on September 22nd, 2025. Do we have anybody here from planning could speak towards that? Hey, Jess, how's it going? Um just a quick question on like the evaluation and technical evaluations that you guys had. No problem. Um, just if you can give us a rundown on the evaluation, I seen in the um the paperwork that there is a criteria um here that was a technical evaluation for um the bidders. And can you just run us through like how you guys scored this and how you guys arrived at the third lowest bidder here? Can you ask before you start?
