20:33

Director Delgado, do you have any items you'd like to review?

20:36

Uh yes, madam chair.

20:37

Thank you.

20:38

Um for item number one.

20:40

We have the recommendation of I think DJ and Bond, the third lowest bidder here for the uh the digital square uh engineering process.

20:49

Do we have anybody here from planning could speak towards that?

20:51

Hey, Jess, how's it going?

20:53

Um just a quick question on like the evaluation and technical evaluations that you guys had.

20:59

No problem.

21:00

Um, just if you can give us a rundown on the evaluation, I seen in the um the paperwork that there is a criteria um here that was a technical evaluation for um the bidders.

21:13

And can you just run us through like how you guys scored this and how you guys arrived at the third lowest bidder here?

21:18

Can you ask before you start?

21:19

Can you just identify yourself for the I'm just landing director session projects for the planning department?

21:24

Um, so within the RFP, we have laid out our um selection criteria that is available to anyone who's bidding on the project or looking at it.

21:34

Um really what we look for heavily in our um evaluation through these projects is the project approach and understanding.

21:43

Umce we get through that technical evaluation, um we made through you know the project schedule breakdown, how the teams plan on uh approaching the project and whether we feel like they have a good understanding of what we're looking for.

21:58

We'll score them based on that, and then um as stated in the evaluation, there's if a firm has met the technical score, they'll come in for interviews, and then based on the interviews, depending on you know how they're reacting to questions that were given, um, and making sure that y'all don't have working, but then really understand what we're looking for to the process.

22:21

So that's the main um way that we evaluate these, and then of course also comes into consideration as well.

22:28

And so um, you know, based on reading through the proposals, the interviews that we did and making sure that everybody had all the forms really were uh making sure that they were responding to everything that's how we got to tie a bond as our preferred.

22:45

And what was the threshold for your the scoring?

22:53

Okay, so that eliminated two vendors on the bottom, beta and and Ray Dunits LA.

22:59

So that left you with T Day.

City of Providence Board of Contract and Supply Meeting – August 25, 2025

The Board of Contract and Supply met on August 25, 2025, with nine members present and three absent. The meeting included election of a chairperson, approval of a walk-on advertisement, discussion of two procurement items, a bid protest, and approval of minutes.

Roll Call and Chair Election

  • Present: Courtney Hawkins, Kyle Delgado, Sarah Silveria, Elaine Richards, Joseph Depina, Patricia Coinface, Shamari Husband, John Arzumanian, Dante Bellini. Absent: Councilman Gonzalez, Councilwoman Anthony, Tyrell Stevens.
  • Motion to elect Courtney Hawkins as chairperson passed unanimously.

Advertisements

  • Walk-on advertisement from the City Solicitor's Office for appraisal services for defensive litigation (expiring December 31, 2026, with two one-year renewal options; open enrollment begins September 22, 2025) was approved.

Discussion Items

  • Item 1 – Digital Square Engineering Process: The board discussed the recommendation of T.D. & Bond (the third lowest bidder) for the digital square engineering project. Jessica (Planning Department) explained the technical evaluation process: the firm scored 79 on technical evaluation but 20 on the interview, noting that interviews allow better understanding of firm capabilities. A missing MBE document was not a disqualifying factor because it is a goal, not a requirement. No objections were raised.
  • Items 3 and 31 – Street Sweeping Services: Item 31 authorized payment of up to $64,000 to Able Industrial Sweeping for outstanding invoices from July 13 to August 7, 2025, for services performed after the contract had expired. Director Delgado clarified that the contract had expired but services continued under past practice. The payment was referred to finance. Item 3 recommended awarding a new street sweeping contract to Able Industrial Sweeping (the second lowest bidder) because the lowest bidder (Green View) had older machinery and lacked city street experience. Director Delgado moved to refer Item 3 to the City Council for review; the motion failed on a roll call vote (2 ayes, 7 noes). A bid protest regarding Item 3 was entered into the record.

Key Outcomes

  • Approval of Items 1–35 (Section A): Passed on a roll call vote (8 ayes, 1 nay, 3 absent), with Items 29 and 31 requiring council approval.
  • Minutes Approval: The minutes from the August 12, 2025, meeting were approved.
  • Adjournment: Motion carried.
