31:58Just from my understanding, I also stand on school building committee.
32:02Um technical proposal submissions as opposed to like unit or bid pricing.
32:08Can we explain what those are and then what's the process for evaluating those and like apples to apple evaluations on the rules?
32:16So qualifications are qualified in hand in the situation.
32:23So in their initial bid, there's no pricing in those bids, is just a submission of the entity of the company and then S frame both.
32:31Okay, you just add for quality cases.
32:33We look at like their portfolio, prior work, or things like that.
32:36There will be an evaluation committee that probably people who work for the council and our uh meeting will be invited to participate in the evaluation.

33:50All those in favor, please say aye.
33:52I'd now like to entertain a motion to continue item number one.
33:59Motion made by Director Delgado, second by controller Bellini.
34:02All those in favor, please say aye.
34:04Okay, thank you all.
34:05Members of the board, are there any items on today's agenda that you would like to discuss in section A?
34:15I know this is not being paid for by the city.
34:18Seems like it's a grant, but we opened toye.
34:24Um, can you just explain what number 21 is?
34:28Yeah, this week you have things a thing's a little bit bigger.
34:31I'm sorry, can you come up to the table and state your name and title for the reference?
34:40Uh the sustainability item on the list today is for top of a supplier for Providence Union to get electricity, which is our community choice aggregation program.
34:51Uh, it's an electricity supply program or provided that province residents can take advantage of and businesses.
35:00And Providence and six other municipalities all participate in the same kind of aggregation program under their same under a different name in each town, different brand in each town.
35:12But every so often we have to go back up a bid for a supplier to make sure that you know we want to continue on with the same flyer.
35:20Maybe there's a better option on the market.
35:23And so we're in we're about halfway through to three bits of the way through all our five-year contract term with the current supplier.
35:31And that supplier uh starting in the purchases of electricity that they're going to be making for the residents and customers of Province will start to impact terms beyond their their contract.
35:47So even though it's a couple years out, we need to um award a supplier now so that they can start buying electricity for us in 2020.
35:57Um the reason that we don't uh manage this RRP through the sustainability department is because we are one of seven towns that are doing this with the programs in good energy that manages the procurement process for us uh and all the other towns.
36:14So they do a competitive process.
36:16Uh they got two bidders, um they analyze the you know uh bids and provide a kind of an executive summary of them back to all the towns who they gathered on the uh onto a uh virtual meetings uh and all the towns agree that our existing supplier next to our energy remains the best option.
36:35Um so now at this point we're uh each town goes to their own kind of through their own kind of procurement uh and agreement uh process, which is what we're doing now.
36:45So uh we're requesting British to enter into an agreement with next era or continue our agreement with next era for the next five-year rate term to the project.
36:56Uh you mentioned an impact.
36:57Do you just speak to like what the benefit of reference of the problem presents are?
37:02So the the purpose of the program is uh to provide an alternative and competitive supply program to what the utility offers.
37:11So if you aren't in our program, you're kind of defaulted into Rhode Island Energies uh program.
37:17Uh so we try to provide a lower rate.
37:19We've been able to do that for the first uh five or six rate terms um compared to the utilities electricity rate, uh so slightly cheaper for our residents typically, but we're also adding in a little bit more renewable energy into our supply, um, which is helping us transition to a cleaner great back within otherwise.
37:38Okay, I just thought it was fascinated.
37:44Any other questions?
37:46All right, excellent.
37:48Um, so hearing no additional questions, I'd like to entertain a motion to continue item number one and approve items number two through 22 in section A on a roll call vote.
38:00Uh motion made by Director Delgado, second by Chief De Pina.
38:03All those in favor, please say aye.
38:06Madam Clerk, will you please call the roll?
38:14Councilman Gunselves is absent.
38:16Councilwoman Ryan is absent.
38:23Patricia Queen Faye.
38:24Uh Shimari Huspin is absent.
38:31Tyrell Stevens, please absent.

38:41I'd now like to entertain a motion to move to section D, approval of minutes.

38:49All those in favor, please say aye.

38:58Motion made by Chief Depina, second by Deputy Commissioner Richards.
39:01All those in favor, please say aye.

39:09Motion made by Deputy Commissioner Richards, second by controller Bellini.
39:12All those in favor, please say aye.
