50:43So this is numbers seven.
50:49So there are four bids for number seven.
50:53And this is from Intel and Intelligent Instruments.
50:57Um and it's referencing that it's in a non-compliant bid, and the um figures are in pounds.
51:44All right, this is municipal parking enforcement management number eight.
51:48So there are 10 bids for this one.
51:51It's park loyalty inc and it's a unit price bid.
51:57And Madam Clerk, we have um an item to add to section B.
52:04Yes, um, I do um I have forwarded to all the board members a bid protest in regards to a bid that was opened up uh to um the last board meeting.
52:24Um I would ask for a motion to enter this bid protest into the record.
52:29So moved motion made by director Delgado, secondary treasurer husband, all in favor.
52:35All opposed, the ayes have it.
52:38So what is before the board is a big protest.
52:42Um I'll give a brief summary of what occurred on Friday October 17th.
52:51A bid was brought in by access and care recovery home.
52:57The bidder had never been in the building before.
52:59They entered through the Washington Street side.
53:02So PVD 311 on the door.
53:05The bid did state that it has to go to room 11.
53:08They went in the door, they inquired if it was room 311, and they were misinformed that it was room 311.
53:16They did take in the envelope, they stamped their stamped as received.
53:21Um then the bid was delivered to our department on Tuesday, October 21st, one day after the bid opening.
53:30Um the bidder did come in.
53:33I discussed the situation and explained that it wasn't received in our department at the appropriate time.
53:40This is now before the board to decide whether the FATS would fit in with allowing this bid to be opened or not.
53:48And I would take that by a motion, should you so choose.
53:52I'd like to move that we take this bid, please.

55:57Um, what are the multiple sites that we're looking at for this?

56:57Um, you know, they are all kind of interrelated here.
57:00Um Chris, if you um if you can just give us a rundown on kind of how these interact with each other.
57:06I know a couple of these have specifically items two and four have uh two recommended awardees.
57:13How do they interact with each other there?
57:16So number two, um, these are vendors that it's actually in our queue um that basically tell us they're willing to come and do snow plowing during snow events for the city.
57:28So that's two of those.
57:30Um and then three and four uh three is for um sand.
57:35It's like a sand salt mixture that's used to pre-treat roads when it's gonna be icy and four is salt, just straight salt, same thing.
57:44Um treating during icy conditions.
57:48And um, I remember in the past, I feel like we had a discussion about like the environmentally more friendly salt, or maybe one that kind of interacts with the roads better.
57:58Are any of these of that oak?
58:02I guess I think it's the same.
58:04I think it's the same salt that uh we've always used.
58:08We have recent done some research into some other methods like Brian.
58:12Um it's a completely different kind of method that's used that has a um starlight cost that we haven't agreed to take on at this point.
58:23So we're gonna what we've used in the past.
58:26Okay, um, I guess item 14 is is related to that as well.
58:30This is the lease agreement for the sodium chloride storage there.
58:33I remember this coming through a few times.
58:35Um you guys got no bids, right?
58:37So you guys are entering a contract with Prop Court for this.
58:41Um how were the rates there and just the the figure and all agreed upon that was it negotiated?
58:49Did you guys start with them previously?
58:50Are you just continuing that?
58:53Um, it wasn't really we haven't used that previously.
58:57Um previously the city had a piece of uh property on which we stored our materials salt and sand.
59:04Um frankly for free.
59:07Um it was a couple of it was just one row over now to pay mission.
59:14If you will that they weren't using that parcel and would allow us to store our materials there uh in this past spring, they decided that they needed to have leaves uh and take our salt in sand with us because they have a future use for that parcel that they wanted, and so you need to find a new home for our salt and sand.
59:34And so we throw that out to our P because we said we got no bids.
59:38Um we did have a conversation with someone at Prop Four.
59:41It's it's very convenient is right next to where we are.
59:45It's uh in terms of location or something.
59:47Residential area that's in that it's in a it's in a very good location for us.
59:51Um it has what we need in terms of access to that lot.
59:55Um, and then formally it's our understanding that the price that's quoted per square foot is is fair market.
1:00:04And after that six month period, what do you guys do if there's any edcess and we move salt that's still there remaining?
1:00:13Um we're gonna have to have a long-term software plan before this we needed to put something short term in place, obviously because of winter season, but we'll have to have the long-term one.

1:00:34Um and then uh item number A five.
1:00:37Uh this is uh Department of ACT.
1:00:40Sort of bridge closure for the province independence day for $13,000.
1:00:45Um, it seems like a pretty high rate for a bridge closure.

1:00:59I guess we we can negotiate that at all with the state, I believe.

1:01:08If we did arrive at it, it wouldn't have tripled.
1:01:11Um so this is almost triple the amount than it was last year's problems right now.
1:01:16What was the estimation of that?
1:01:21So they we have no ability to since it's the annual event, they just said uh there's gonna triple this.
1:01:28Obviously, we've been working with them to try to get those to give us these estimates the other time.
1:01:32Yeah, which for two years now they refuse to do that.
1:01:35So once again, we're receiving these bills after the fact, which is why he's at a $13,000 vote.
1:01:41So we are difficult working on priority on disclosure.
1:01:45That's required to produce any point park.
1:01:48Yeah, that's a little ridiculous to triple it like that.
1:01:50Has there been any consideration of maybe relocating or this is our signature of fireworks at the city of Providence?
1:01:58Um, so there has been no consideration to move uh that fireworks display.
1:02:02We have investigated moving this to display this year or the past, but that would require us to purchase between six eight shells eight in shells, which because they're only American made would be triple the price.
1:02:17All right, we're just gonna rate these prices up on the city.
1:02:22I don't know Red Hat's operations, but this is like related to services provided.
1:02:27Yeah, is there any public safety aspects of it too?
1:02:29Might be related to their actual costs based on whatever the circumstance for the event.
1:02:35Yes, it's it still seemed like a jumped up triple like alarming.
1:02:40Um we don't have any ability to negotiate that so thanks, sir.
1:02:49So this was ball field and who's uh acting street part th that you'll end this in the LDL.
1:02:56Um, and it depends on the spencing, some treaties, some fall wall netting, and various repairs and whatnot going on over there.
1:03:07That's four parts for what 3460?
1:03:10Is that like a lump sum or is that uh certain allocations depending on C D BG and set through some circle back in that?
1:03:19And I and um I should then the department for the hundred percent MBE rate there as well.
