Providence Board of Contract and Supply Meeting - November 3, 2025

The Providence Board of Contract and Supply met on Monday, November 3, 2025, at approximately 3:00 PM. The meeting included the opening of bids, a bid protest, review of contract recommendations, and approval of multiple agenda items. Nine members were present, three absent. Discussion Items

• Bid Protest (Access and Care Recovery Home): The Deputy City Solicitor explained that on October 17, 2025, a bidder mistakenly delivered the bid to the wrong office (PVD 311) and it was not received by the purchasing department until October 21, one day after the bid opening. The board voted to accept the late bid, adding a fourth bid to Item 3 (Treatment and Recovery Supports Infrastructure Enhancement Grants 2.0) for $214,825.
• Department of Parks – Item A1 (Masonry Repairs): A $364,000 contract with World Ridon Masonry for multiple park sites was discussed. Questions about specific sites were deferred.
• Department of Public Works – Items A2–A4 (Snow Plowing, Sand, Salt): Director Delgado inquired about environmentally friendly alternatives. The DPW representative stated the city has not adopted brine due to higher costs and is continuing with the same salt mixture.
• Item A5 – Bridge Closure for Providence Independence Day Fireworks: The $13,000 cost to close a bridge tripled from the prior year, attributed to RIDOT’s increased fees. The city has no ability to negotiate and has not relocated the display due to prohibitive costs for fireworks shells.
• Item 14 – Salt Storage Lease: The city received no bids for storage and entered a six-month lease with Prop Four at $0.30 per square foot (approximately $38,000 total). The previous free storage site was reclaimed by the owner. A long-term solution is pending.
