Providence Board of Contract and Supply Meeting – November 17, 2025
This meeting of the Providence Board of Contract and Supply opened with Mayor Smiley and Councilman Gonzalves absent. The board opened bids, approved advertisements, reviewed and voted on a series of contract items, and approved the minutes from the previous meeting.
Opening of Bids (Section B)
- Three bids were received for the Ward 9 Gateway Neighborhood Welcome Signage (rebid): LC ($42,000), Anchors Away Together ($20,323.74), and Link Marketing.
- Two bids were received for the Department of Housing and Human Services radon testing service provider (four-year contract).

Discussion Items (Section A Review)
- Item 14 – Request for payment for performances in 2024 outside original contract: Alison Bay from the Department of Architecture and Tourism explained that the program (formerly "Three Nights of Lights") was moving forward with a skate show at the rink, and timeline constraints necessitated the approach. Director Richards asked for clarification on how additional services were authorized without a change order. A representative from fiscal operations (Lendas) stated the issue was discovered during closeout of the National Bob project with Rhode Island Infrastructure Bank; the previous deputy superintendent had internally authorized the work without a formal change order. The board requested more information for the next meeting.
- Item 6 – Motion to reject: A motion to reject item 6 (vegetation control services) was made by Councilwoman Ryan, seconded by Director Delgado. On a roll call vote, the motion failed: 2 ayes, 6 nays, 4 absent. The board then proceeded to vote on approving items 1 through 29.
