28:24

All in favor.

28:52

Is there anyone here from ACT?

28:55

You can just identify yourself to as I know possible.

28:59

I can yep.

29:00

Yeah, can you come up to the table and identify yourself, name and title for the record?

29:08

Um Alison Bay, um Department of Architecture and Tourism.

29:11

Uh in former years, the program's been called three nights of lights.

29:15

And I know we've had a partner waterflower that was the fiscal for additional partners.

29:20

This year we're just moving forward with the skate show at the rank, and I think time constraints are the main reason for moving forward in this way to provide the artists um payment in a reasonable time limit their accommodations and riders.

29:37

So I think that mainly the the timeline was the reason for the processing how it moved forward on this way.

29:55

We didn't say it's not a wonderful thing, and it's not exciting.

30:06

We should do an article 20,000 plus um do you have any other items back to the moment director the hand and cannot?

30:21

Uh yes, madam chair.

30:22

Um thank you.

30:23

Um I'll let the flight uh item number 14.

30:26

Um is it a request to board bells performed in 2024 outside of the original conference book, I believe.

30:34

It's a it's a small amount, but um, I don't know if we have anybody from parts to be able to explain how we authorize additional services outside of the original school without a change order, and how do we get to the point where they've got this form without getting paid?

30:52

It says 24, so I don't know if that means fiscal year 24.

30:55

Um, or I don't know.

30:58

You mind us identifying yourself?

31:00

Sorry, let's go to Lendas.

31:01

Um fiscal operations and parts.

31:04

This was something that we came across when we were closing off the National Bob project with uh Rhode Island Infrastructure Bank and in the transition of the previous deputy superintendent, they didn't realize that there was a change order that was put placed with the vendor, and it was just actually that they had done on their side, but wasn't it didn't go through as a change order on our side is kind of a so you guys have like an internal agreement, but you guys aren't able to come here.

31:31

So I wasn't part of that.

31:33

I'm not like the background, but I can check with my meeting more on it.

31:38

Yeah, if we can have more information on that for the next meeting, yeah.

31:41

I'd like to see that.

31:42

Um yeah, that's that's all I have to know.

31:52

Okay, I'd like to entertain a motion to approve items one through 20.

31:56

Well uh one through 29 and section A on a roll call vote.

32:00

Um I don't send six.

32:03

I want our RP for set item six.

32:06

Can we go out with an RFP?

32:07

I don't want to move that specifically.

32:11

What are we gonna uh that would be subject to a vote for the four so uh membership vote obviously if it's asked to go to approve or to reject this uh by make a motion to reject item six seconds for an hour.

32:28

Motion made by Ryan seconded by uh director Dagato.

32:33

Um Madam Clark, would we do a roll call on this?

32:35

We would please this is a motion to reject item number six.

32:42

  • Item 14 – Request for payment for performances in 2024 outside original contract: Alison Bay from the Department of Architecture and Tourism explained that the program (formerly "Three Nights of Lights") was moving forward with a skate show at the rink, and timeline constraints necessitated the approach. Director Richards asked for clarification on how additional services were authorized without a change order. A representative from fiscal operations (Lendas) stated the issue was discovered during closeout of the National Bob project with Rhode Island Infrastructure Bank; the previous deputy superintendent had internally authorized the work without a formal change order. The board requested more information for the next meeting.
  • Item 6 – Motion to reject: A motion to reject item 6 (vegetation control services) was made by Councilwoman Ryan, seconded by Director Delgado. On a roll call vote, the motion failed: 2 ayes, 6 nays, 4 absent. The board then proceeded to vote on approving items 1 through 29.
