Providence City Council Regular Meeting

The Providence City Council met on Thursday, February 19, 2026, at 7:00 PM with 14 members initially present (later 15). The meeting opened with roll call, an invocation led by Majority Leader Pedro Espinal, and the Pledge of Allegiance. Items 26–28 – International Women’s Day Resolution

• Councilwoman Davidson and Councilman Sanchez spoke in support. The council recognized March 8, 2026 as International Women’s Day and announced a celebration on March 13, 2026. The resolution passed unanimously on a voice vote (15 ayes).

Items 29–30 – RIPTA Bus Stop Maintenance

• Majority Leader Espinal introduced a resolution urging RIPTA to improve bus stop maintenance, especially after snow. Councilwoman Anderbois added a request for the state to fully fund RIPTA. Item 31 – Lead Service Line Replacement Ordinance (Amendment and First Passage)

Items 32–34 – Zoning and Design Standards (First Passage)

• Councilwoman Ryan (sponsor) explained that Item 34 establishes design standards for residential and neighborhood commercial areas, implementing the comprehensive plan. Supporters noted the standards improve design quality without increasing costs or delays. The three items passed their first reading unanimously (15 ayes).

Item 35 – Crook Point Bridge Authority Resolution

• The resolution urges the General Assembly to create a quasi-municipal authority to manage the historic Crook Point Bridge. Debate focused on liability and cost. Councilwoman Ryan and Vice Chair Peterson clarified that the resolution merely supports creating an authority; it does not transfer ownership or create city liability. Councilman Taylor initially opposed but changed his vote after clarification. The resolution passed on a voice vote with 14 ayes and 1 nay.

Item 36 passed its first reading on a roll call vote (15 ayes).

Item 37 – Resolution Supporting REBA (Rhode Island Empowerment Business Alliance)

• Councilwoman Graves and others praised REBA and its founder Lisa Wranglin for supporting small businesses and minority entrepreneurs. The resolution passed on a roll call vote with 14 ayes and 1 abstention.

Item 38 was referred back to the Board of Contract and Supply (15 ayes).

Item 39 – Appointment of Ryan Holt to Zoning Board of Review

• Several members spoke in favor of Ryan Holt, citing his legal expertise and community involvement. The appointment was received and approved unanimously (15 ayes).

Item 40 passed on a voice vote (15 ayes).
