Heavenly Father, we just uh come before you tonight and we thank you for this beautiful city of Pueblo that we live in.

Father, we thank you for all of our city council and Mayor Graham, Lord, for all the work that they do here for this city.

Lord, we ask that uh you would give them guidance, we ask that you would give them wisdom.

Lord, we ask that for the welfare and the betterment of the people of Pueblo, and Lord, we just ask that you would uh bring your presence, Lord, throughout Pueblo, that people would feel your love and your grace and your mercy and your truth.

So this is a proclamation for Domestic Violence Awareness Month, October of 2025.

Whereas Mariposa Center for Safety, as well as community partners recognize October as domestic violence awareness month, and will use this time to illuminate the path to safety.

And whereas, during DVAM, victim advocates, allied professionals, survivors of abuse, their loved ones, and the surrounding community come together to celebrate the survivors and the progress that has been made to end this epidemic, to mourn the lives lost to domestic violence, and to connect with others, working to create change and illuminate the path to safety for the Pueblo community.

And whereas the community and city and county officials are encouraged to wear purple and or a purple ribbon and or use purple lighting to show solidarity with survivors of domestic violence.

And whereas Mariposa Center for Safety works to empower survivors of domestic violence, family abuse, sexual assault, and human traffic trafficking through increasing self sufficiency and self worth.

And whereas Mariposa Center for Safety works to empower survivors of domestic violence, family abuse, sexual assault, and human traffic trafficking through increasing self-sufficiency and self-worth, education, prevention, victim advocacy, and by offering emergency services, provisions, and shelter.

Now, therefore, we, the Board of County Commissioners of the County of Pueblo, Colorado, and the City Council of the City of Pueblo, Colorado, by the authority vested in us to hereby proclaim October 2025 as domestic violence awareness month in the city and county of Pueblo and join Mariposa Center for Safety and Community Partners in their efforts to illuminate the path to safety.

Pueblo City Council Regular Meeting - September 22, 2025

The Pueblo City Council held its regular meeting on September 22, 2025, at 7:00 PM in City Council Chambers. Public Comments & Testimony

Dave DeSenzo criticized political intolerance in the city and expressed concerns about transgender activism and the censure of a council member. He was interrupted by the President for violating anti-discrimination rules. He urged the city to support family formation through loans for young adults.
John Farley presented a vision for reusing industrial scrap and contaminated soil through vitrification and recycling, citing examples from other cities. He provided a handout and called for the city to work with Atlas Steel to remediate the mill site.
Frank Cerilla reported finding needles near the Christopher Columbus statue and asked the city to improve trash collection in that area. He also asked about former Councilman Vincenti's restitution for damage to the statue.
Brett Verna gave a positive report on the recent Balloon Fest, praising the community and the new Waterworks Park. He noted pilots from five states attended.
Elvis Martinez (Zoom) criticized a roofing company for receiving most city contracts and expressed support for giving other companies chances. Discussion Items

M1 – Emergency storm sewer repair (24th & Elizabeth): Budget $237,721.20 plus change order $20,685.55 to Russ Grading. Staff explained the work was pre-bid through Resolution 15934; the firm was the lowest for that scope. Council approved 7-0.
M2 – Emergency asphalt/concrete improvements on Lehigh: Budget $258,685.75 to Russ Grading. The project coordinated with Pueblo Water Board's water main replacement. Emergency designation allowed completion before school started. Council voted 6-1 to approve.
M9 – Emergency storm sewer repair (Kingsroyal Blvd): Budget $21,400 plus change order $6,410.21. Caused by a utility line (Black Hills) bored through a pipe. Staff are exploring cost recovery. Council approved 7-0.
