The Civil Service Commission met on Monday, July 21, 2025 at 9:00 AM in the City Hall Council Chambers. Vice-Chair Ed Knutson chaired the meeting in the absence of Chair Dan Smith. Commissioners present: Ed Knutson, Brian Spracklen, Jim Kelly, and Scott Case. Staff present: Senior Human Resources Generalist Shelley Werner and Administrative Clerk Erin Priddy. The meeting was called to order, a quorum was established, and the agenda and minutes from June 16, 2025 were approved unanimously.

Discussion Items
- Blended Entry Level Corrections Officer Eligibility List: SHRG Werner reported that entry-level correction officer interviews were held on July 1, 2025. Of 20 invited applicants, 9 scheduled interviews; 4 passed, 3 did not pass, and 2 missed the interview. The successful candidates, joined in score order to the blended eligibility list, are: Marco Muniz, Chelsea Wallace, Tyrese Smart (carryover from prior list), Derek Johnson, and Trevor Foster. The ranking combines written test scores, oral board results, and veteran’s preference. Commissioners requested and received clarification on candidate performance and list composition. A motion to approve the list was made by Commissioner Spracklen, seconded by Commissioner Case, and passed 4-0.
- Blended Entry Level Police Officer Eligibility List: SHRG Werner reported that entry-level police oral boards were held on July 8, 2025. Of 13 invited applicants, 5 scheduled interviews, all of whom passed. The ranked blended list includes: Adrian Castillo, Freddie Escobedo, Jared Cortell, Clay Raymond, Rebecca Tagaloa, Guillermo Diaz Galvez, and Luke Lash. The top five are new candidates; placement is based on written test scores, oral interview, and veteran’s preference. Commissioners inquired about current vacancies—SHRG Werner noted three vacancies, with recent sergeant promotions and no new lateral applicants, likely increasing focus on entry-level hires. A motion to approve the list was made by Commissioner Spracklen, seconded by Commissioner Case, and passed 4-0.

Well, for approval minutes, uh saying aye. Aye. I have the new business. Um do we want to do first? Go ahead and do the uh blended entry level. Good morning, commissioners. Uh we held entry correction interviews on July 1st. We invited 20 applicants to interview and nine scheduled interviews of that group. Four passed, three failed, and two did not make the interview. And we do have the attached blended entry corrections list attached to the uh meeting agenda. And does Katie usually read through the names on the list? Yes. So for the entry level corrections, the new blended list would be in the order of Marco Muniz, Chelsea Wallace, Tyrese Smart, Derek Johnson, and Trevor Foster. Any discussion? Um I apologize if this is uh a stupid question, but can you outline who uh of those names, you know, which ones did what? Including uh the ones that didn't show up just for the matter of record. I'm sorry, you're asking for the detail on those on the list or yeah. So for the ones on the list, Tyree Smart was on the blended list from last month. So the four new names are in the order of one, two, and four, and five, and they're standing on the list as a combination of their written test, their oral board, and any applicable veterans preference.
