Summary of Proceedings

Senior Advisory Board Meeting – October 12, 2026

The Senior Advisory Board met on October 12, 2026, at 3:00 PM in the City Hall Council Chambers. The meeting featured a Pierce Transit presentation on Proposition One, a University of Washington Tacoma student project on transportation barriers for older adults, citizen comments requesting a revitalized senior resource fair, and staff updates on summer activities and a new sculpture at the Activity Center.

Consent Calendar

  • Approved the June 8, 2026 draft minutes with a correction (changing "Vice Chair Shipman" to "Chair Shipman").
  • Approved the agenda as presented.

Public Comments & Testimony

  • Virginia King, marketing chair for the Village Co-op senior housing (which opened in July 2024, per a later correction), urged the board to revive a past event at Pierce College in May (previously "Rock Your Retirement") that covered caregiving, finances, and downsizing. She noted that AARP designated Puyallup as an age-friendly community and asked for a new focus on housing and downsizing resources.
  • Liz Knox, a retired principal and fellow resident of the Village Co-op, supported King's request. She said many residents moved from out of state due to Puyallup's age-friendly designation and that the earlier event was not well advertised. She recommended expanding it into a larger informational fair for seniors transitioning to retirement.

Discussion Items

Pierce Transit Presentation – Proposition One (Item 5A)

  • Nicole Warner (Community Development Coordinator) and Nathan Babel presented Pierce Transit’s services and a November 3, 2026 ballot measure, Proposition One. The measure would increase sales tax by three cents per $10 (from the current 0.6% rate), generating an estimated $55–60 million annually to expand services by 47%.
  • Proposed improvements for Puyallup include a 95% increase in transit service, a new Route 491 connecting East Puyallup, more frequent Routes 4, 402, and 409, and later evening service (Route 4 until midnight on weekdays and Saturdays). Free bus and shuttle service would be provided for adults aged 65 and older.
  • Board members asked clarifying questions: estimated revenue ($55–60M), definition of senior (65+), and timeline for free senior service (first phase after tax collection begins in April 2027, exact date TBD). Members were reminded not to advocate for or against the measure as it is on the ballot.

Bridging the Gap – UWT Spring 2026 Practicum (Item 5B)

  • Professor Jody from University of Washington Tacoma presented a student project on transportation barriers for older adults. Spring 2026 nursing students surveyed over 100 PAC attendees.
  • Key finding: 67.1% drive independently to the Activity Center; 11.2% carpool; some use public transit. Many would not attend if parking were reduced.
  • Recommendations: educate about Pierce Transit’s Runner service, develop a carpool buddy system, support the proposed free senior transit, and seek AARP grants.
  • Students will return in Winter and Spring 2027 for further projects; board can propose new topics.

Senior Advisory Board Trifold (Item 6A)

  • Staff distributed a new informational brochure about the board. Members discussed promoting it in retirement communities and improving outreach. The board’s email address (seniorboard@puyallupwa.gov) was noted.

Senior Services Report (Item 7A)

  • Summer 2026 activities included: a 250th Independence Day patriotic party (July 2, ~85–100 attendees), a senior picnic at Clark’s Creek Park (July 29), a VIP concert with Harmony of Rock moved indoors due to smoke (August 5), an inaugural Foothills Trail bike ride, Amazon Fulfillment Center tours, mystery trips, multiple Leavenworth trips (three scheduled due to demand), and an end-of-summer luau.
  • A new sculpture "Single Point" by Kevin Patel (a ballerina) will be installed in the Activity Center lobby.
  • Upcoming events: Holiday Bazaar and annual Christmas party.

Key Outcomes

  • Agenda and minutes approved.
  • No vote on Proposition One (ballot measure).
  • Board members offered to volunteer at upcoming events.
  • Staff will explore improved outreach methods, including use of the Puyallup Alerts text system for key events.
  • Motion to adjourn carried unanimously.
