Quincy City Council Meeting - June 2, 2025
The Quincy City Council met on June 2, 2025, to discuss several items including a special permit for a development, appointments to city commissions, a presentation on the Bring Events to Quincy (BEDMP) program, and the creation of a strategic housing task force and a sports commission. Property tax increases and community events were also addressed.
Public Comments & Testimony
- The first speaker expressed opposition to a proposed development, arguing it would change the character of the neighborhood and that property taxes are already too high. He claimed his property taxes increased 400% over time and criticized the state's tax burden.
- A second speaker supported the development, highlighting the potential for tax revenue and infrastructure improvements. He argued that opponents are not seeing the big picture.
- A later speaker (likely an alderman) discussed property tax frustration, noting his own bill increased 10%. He explained that the city portion is only about 15% of the total bill, and that within the city portion, the increase was primarily due to police/fire pensions and the library. He commended the council for using other funds to keep the increase minimal.
Consent Calendar
- The council removed an item from the consent calendar for discussion (specifics unclear).
- Approved a resolution for a single-family residential development at 1400 Central Street, overriding the planning commission's recommendation. The motion passed 8–5.
- Approved a subdivision of property (location unclear).
- Approved appointments: to the Bed and T Commission (both male and female representatives?); to the Battlefield Commission (Bill Person); to the board (Dr. Tim Jacobs, effective May 1).
- Approved a low quote of $14,089.95 from Bolton Inc. of Foley, Alabama for an unspecified purpose.
- Approved other routine items.
Presentations and Reports
Bring Events to Quincy (BEDMP) Program
- Staff presented an overview of the BEDMP program, which provides grants to bring new events or expand existing events in Quincy.
- Since inception, $100,000 was allocated each year (FY21–23, FY24–25), with a total of $428,000 awarded to 35 events (average $12,250 per event).
- 28 events completed post-event surveys, showing 70,200 attendees and 6,913 hotel room nights.
- Using conservative economic impact calculations ($10 per attendee, $240 per hotel room night), the total impact was $2.36 million, yielding a return of $6.04 per dollar of grant funding.
- The committee limited grants to two per event; a new Legacy Event Program (LEP) was created for high-impact events that no longer qualify. LEP has $100,000 allocated for FY25.
- The presentation also noted that two events returned unused grant funds.
Strategic Housing Task Force
- A strategic task force on housing was proposed to address the community's housing needs identified in a United Way needs assessment.
- The task force will create a strategic plan to determine what type of housing is needed, where, how to finance, and who will build.
- Chaired by Lenin, Brad, Karen, and Paul Havernail.
Sports Commission
- A sports commission was proposed to foster events and bring visitors to Quincy.
- The commission would inventory existing facilities and events, identify needs, and explore financing options.
- Reference was made to the St. Louis Sports Commission as a model.
New Business
- First reading of an ordinance for a variation from zoning regulations for an accessory building (details not provided).
Key Outcomes
- The council voted 8–5 to approve the single-family residential development at 1400 Central Street (overriding planning commission recommendation).
- Appointments to the Bed and T Commission, Battlefield Commission, and Dr. Tim Jacobs confirmed.
- Low quote of $14,089.95 approved.
- The presentation on BEDMP was received; reauthorization of spending will be voted on later.

- A first reading of an ordinance was held.
Meeting Transcript
Before we get started, I'd just like to make a couple of announcements. First of all, we just finished a big weekend. I'd like to extend congratulations and thanks to everyone involved with System for Freedom. I think by our quads it was a fabulous event. And everybody had a good time and hopefully a lot of those guys and girls will be back again in future years. It was also the library's big new pick-up this weekend. And I think they had about 1500 people on Saturday morning down at the library with account of food and we could use so um could be a good summer. And it was also the um response for the back fine science academy, which involved I don't know how many young people, but again the parent in this community just met a teacher's formation. So it was a big weekend. Um coming into the weekend of course we had the closure of the handle birds, so toffic was unusually heavy. I'd like to thank the Prince of Police Department and particularly Todd Collie and Deb and Millie, uh, with a few officers to help get the oversized loads onto the birds and across the river, and then uh after weeks and weeks of us talking with Mobat and I bot and trying to get signals up and getting things going, uh, we finally made a connection and I got made a call to the company with these over size loads and agreed, but they were going to be back in somewhere else. So it took a lot of effort from a lot of different departments in the city. Uh, but we at least got that piece captured and take repair. And I haven't heard of any major short ones yet today, so not that we would uh things keep going well. Uh and with that, um I will call it some order, and we will have uh two and meet us in pair or self-defection, we'll cover the same thing. So the task of people in the students and keep them in the code. Given the responsibility that we have order and security. We can for the leadership tonight on others who got on a dead level. Nothing of this one, but all the discussion and intercision made would be for the benefit of our community and the welfare of our later. We know we'd plan to do that until we play with confidence that we have. And then there's a name. This meeting will now come to order. I think. Adding? So we find it. It's 12% and 3 and 7. Well. And we'll see the proof will have been 0.77. Minute discussion? How does it further Right? Well, the national stocking or discussion? Are there some paper R? I pass nine. Okay. Well remember to public panel. And we have 10 speakers. I'd like to remind you that we'd like you to speak the name. Um we'll be one of the top three minutes, but both here in the order that you stand up. Our first picture note will be 12 rows. I do not think I have better than the body. I'm here to build expect my opposition to expect it to make to the first time. Also perspective, and this time we wanted to take away. And I believe this area is going to be a special with teaching standard on the resolution for development. Therefore, uh a line of many minority is not the only request, but in the code, the nine spectrum based on the party making special cannot require for the follower that you're trying to do. And then we'll just be four years to the pattern. uh based on me is uh too far and uh can you put that type of 55 every 53 in the and uh yeah if you come down 25 if you come down to the two that being that further than everybody's thinking down the world if you look at the right four and uh just completely and the people is now three and little paths and something so i don't know today is that the outside of the student and the in the table is something but now to do you think under some cover and by things that time and cover panels and start and the taking to the upper paper rather than key parents that are based about the one zone to stop the only for an article is just in two one part of the only for a month and also the still part of the part of the title but it's a really and I think that's about two parts but the two passing power only one has to take a paper. But the distant happening was the street part of the needle test of time and not two parts and also the other three more than bad is an accounting I started point and testing. Over the past appearance that I think I was a clean 5000 hours in fact in some time that we see it can because people can production and I'm not gonna I think I don't just buy the starting to buy this pattern. So I can do that and I have to say that I won't take and look and yeah I can do that. This telephone is down on the 250 and 10 northwest for the homes within the 23.
