You can prepare all that colour covering the stuff first and five.

0:25

How do we look too?

0:42

Oh, maybe if you uh the old person's phone 56 and be in the case as well.

1:07

I will not do that and do not put the stick and level in the quick.

1:28

But I would be too a little 50 about the constitution and white people and people are later too.

1:53

Because it's not the best thing that you think we can do is cool.

2:26

And 1854, the model came up and done.

2:32

So they had a cook to be a little all called the back of the window or more.

3:00

And by five or whatever, look at the conversation, it's just really quick too.

3:12

Well, I can do that to you, but come out in the two.

3:16

But in the case, it's probably that bad to have to still you can go to the picture and the spend everything from the bad reading.

3:46

And then we can I hope that as you make the things to do.

3:54

And then I can work to a line that you remember.

4:03

And there we could.

5:07

I don't have time.

5:31

And then to get us started tomorrow.

5:35

We have two went for 30 years, one for 35 years.

6:14

Talk about uh loyalty to companies a lot these days.

6:19

Uh unfortunately often lack the 45 years with one ADC, uh one PCP is a big deal, so now we want to tell me to have uh with the two on August 24th to 1980 and it went to the water distribution public and stuff from water distribution to the steel department since the future and multiple compiling and march 24 to 2003 the transfer from the school department to the TPD and the control position.

6:53

In uh that same year of completing a caddy level one and accordingly level two of the National Association of uh in the control table.

7:02

Okay, nice in the control association coming, um, is not incorporated to be a uh call officer to the case.

7:10

So uh quick story uh that I have well I I often tell people that that the man's turn in asking me is the most hidden man that works for the people.

7:20

Um it's kind of because it's not done.

7:23

It's the key.

7:24

I see that is a very difficult job that we often do every day.

7:28

You don't call nearly 24 hours a day to five days a year.

7:32

He's been time and he's available, we will find the power of the property and which is back on houses to make any any type of kidding or living pool, he'll do everything he can to try to rectify for the citizens of people.

7:47

And to tell you why this time is so important, I often tell a story about uh it was only ten years ago I was told that they should call it unfortunately we had a homicide in the morning, and in the early afternoon we erected a gentleman for I think it's an eye for picking his body and that's what we can find a line here.

8:09

I told the officer that maybe last because both of these folks are gonna go on Facebook about the same time, and if you want that people's job is more thankful than the handside investigation and under one to kind of in the case in more than the hands.

8:25

People are very passionate about the animals and still thinking and keep talking about what he does to make sure that animals are protected in the ways that he's allowed to be by law and by the state.

8:38

We appreciate all the great work that you do for us to all the hard work that you do for us and for being with us if you're more than 20 years and more than 45 too because we have five new offices to stay in something that we can and uh before I decided I'm about the cannon of the board and very clearly come up and you offer.

9:37

Well, good evening everybody, and uh I'm saying I'm uh very channel and the training of time for the commission too.

9:46

And as you can see, these are news and family case, have already joined that police department, and so we'll do that I wouldn't come.

10:02

You take it very two with PC.

10:05

Um, what happens when someone applies to be a PC police officer is when you have a test team, and so when you get past the test, you get an unbear and two commissioners, and then we establish knowledgeability.

10:21

And once uh two THL is a vacant team is the party, then we normally get the authorization from the authorized and replace that to the city.

10:32

So in this case, uh we had five opportunities.

10:36

So we really great things for these five people.

10:39

So we used to say uh a couple of them uh have been very patient in the process over time from the previous place to now this was, and so that's you know, it's always a good thing, right?

10:52

Uh, if you don't get put the first time come back, you know, you're gonna learn from that police process, and that's a really good mission for the easy with that uh the main team would be with us next week.

11:04

So what happens then is once we get that authorization, uh every one of these candidates had the past five steps.

11:11

They had to have a background investigation that was completed by the PC police department, checking all the weapons to credit history, they traffic is going to even make it.

11:22

Um tax food we come into a paragraph, if those two things are good, then we sent for a psychological exam, a people examined, and then a drug test, and then a full medical work.

11:35

So if all five of those things are good, then they're offered uh in point.

11:42

All five obviously staying here, so all five of them were being other.

11:49

But uh I asked Chief Copper when he walked into me, I said, Oh, if the police police department always throwing in uh five police officers at one time, he said, maybe one.

11:58

And you know, so uh if it's not a weapon, we're we're happy with the time we recorded, and uh so we're happy that yeah, very good.

12:06

So a little bit about each one of these favorites.

12:09

So first is Morgan Perry.

12:11

Uh Morgan is a graduate of control of the high school.

12:15

Uh he went uh to John Wood and took courses in law enforcement, and then uh last year he uh met the ultimate education goal that a bachelor's degree from Western Yamaha University and Central Basketball Enforcement State.

12:31

Joseph Cooper, Jacob is uh uh 2021 graduate of Unity High School.

12:38

Uh he worked at IB and most recently was at ATP, so I'm sure he's we found a lot of people at the staff.

12:46

Thank you.

12:48

Next is the Banco Buddhist.

12:50

The Banco is from Montreal State.

12:52

Uh the Bonti is got a football scholarship to play football at Illinois Power.

12:57

Summary of Proceedings

Quincy City Council Meeting - August 25, 2025

The Quincy City Council met on Monday, August 25, 2025, at 7:00 PM in Council Chambers. The meeting included a presentation and swearing-in of five new police officers, a proclamation for National Recovery Awareness Month, public comment on neglected properties, discussion of a business district tax incentive, and approval of a construction bid for fire station doors.

Presentations & Proclamations

  • Police Officer Swearing-In: Chief Copper introduced five new officers: Morgan Perry (graduate of Quincy High School, John Wood College, and Western Illinois University), Jacob Cooper (Unity High School graduate, formerly at ADM and ATS), DeAndre Bonti (from Montreal, football scholarship at Illinois Power, degree in criminal justice, later coursework in fire science and law enforcement), and Aiden Talkbury (2022 graduate of MEP High School, most recently worked for Quincy Pepsi, also served in the Army National Guard since 2022). All five completed background checks, psychological and physical exams, drug tests, and medical exams. They will attend 16 weeks of training at the Police Training Institute in Champaign or SAT by community field. The council thanked them for their service.
  • Proclamation: The mayor proclaimed September as National Recovery Awareness Month in Quincy, noting that over 100,000 people in the nation and over three million in Illinois have experienced substance use disorder. The proclamation emphasized that recovery is possible and urged elimination of stigma. The council unanimously approved the proclamation.

Public Comments & Testimony

  • A resident spoke about neglected properties in the community, particularly one property on [address unclear] that has gone without maintenance and unpaid taxes for too long. The speaker urged the city to act more aggressively on code enforcement and asked citizens to report problems rather than assume others will handle them. The speaker criticized the council for not doing enough and called for stronger leadership to clean up the city.

Discussion Items

  • Fire Station Door Replacement Resolution: The council discussed a resolution to approve a bid from Laboratory Construction in the amount of $99,800 for replacement of four doors at the fire station. The project is funded by $60,000 from insurance proceeds and $39,800 from other city funds. The Public Works Committee recommended approval. The council voted to approve the bid. (Vote tally not specified in transcript, but motion carried.)
  • Business District Tax Incentive Proposal: The council discussed a proposed business district that would impose an additional 1% sales tax on businesses locating on two specific parcels (dimensions 54 ft and 4 ft? unclear). The tax would be collected by the city; the first $20,000 raised would reimburse the city for its costs. The developer could receive up to $1 million from the additional tax revenue, with a two-year window starting when the first business opens and up to ten years to earn the full amount. One council member expressed opposition, arguing it would take business from existing local businesses and that the city should first support the businesses already here. Another council member clarified that the tax only applies to new businesses on that property and that the city retains the ability to cancel the agreement. The council did not take a final vote during this discussion; the transcript indicates further deliberation may be needed. No motion was made or seconded in the transcript.

Key Outcomes

  • Unanimously adopted proclamation for National Recovery Awareness Month.
  • Sworn in five new police officers (to begin training immediately).
  • Approved $99,800 bid from Laboratory Construction for fire station door replacement.
  • Business district proposal was discussed but no vote was taken; the item appears to be carried over or requires additional negotiation.

New Business & Other Items

  • The council noted that the next regular meeting will be on September 7, 2025 (not the usual Monday due to Labor Day).
  • A brief mention of a digital speed sign and engineering department plans was made, but no action was taken.
