Overview
The City Council meeting on October 20, 2025, began with presentations from the Firefighter and Police Pension Fund actuarial valuations and a civilian letter of appreciation for Kyle Stewart. The council then moved through the consent agenda, discussed a resolution to transfer property to the Two Rivers Land Bank Authority, approved a major street resurfacing bid, and gave first and second readings to ordinances on mobile home parks and a budget amendment for new fire apparatus. Mayor’s comments highlighted community events.
Presentations
- Pension Fund Actuarial Valuations – City Comptroller Sheri Ray presented the Lauterbach & Amen report covering both the Firefighter and Police Pension Funds as of May 1, 2025. Key points: the funds remain about 50% funded with a $15 million gap between the two; future contribution increases are expected to slow as the funds mature.

Discussion Items
- Resolution 10a (Intergovernmental Agreement with Two Rivers Land Bank) – Council members questioned the maintenance costs and purpose of transferring the property. The property was originally acquired through a neighborhood stabilization program with the goal of providing affordable, well‑maintained housing. Council members expressed concern that maintaining the property costs the city money and that the land bank might not keep rents at below‑market rates. The project sponsor explained that the land bank can manage the property, seek buyers who qualify for reduced‑rate programs, and keep the property available for affordable housing. After discussion, the resolution passed.
- Resolution 11a (2025/2026 Resurfacing & Alley Improvements Bid) – The council approved a bid of $1,346,042.00 from Diamond Construction for resurfacing 12 alleys and 7 streets throughout the city. No opposition was noted.
- Ordinance 12a (Mobile Home Park Regulations) – Second presentation of an ordinance amending Title XI, Chapter 119 of the Municipal Code to hold park owners responsible for maintenance. The ordinance was adopted.
- Ordinance 12b (Budget Amendment for Fire Apparatus) – First presentation of an ordinance to increase the General Fund‑Fire Department budget for the purchase of new fire apparatus. No vote was taken at this meeting.

And it's not me and the only happening and then thinking about in terms of like 17 I think that's gonna be two but as counting rations and something more mature the increases can be slow down a little bit. I think if we think 15 years 1790 gonna be about um 29 and we we see points of those percent increases around the 27% of the 151% and we see points and I think we're gonna follow down to that before uh listening to me and do not speak I'll actually thank you.
