Most of the I have a procedure after Institute for the topic top Avengers one of the top community colleges in the US.

1:14

And it is also the only community powers in the UNR selected for the world by the top waiting today.

1:30

And for the committee to happen, all levels are combating to secure information living with that now.

1:37

We can at least have a lot of money to universities, including French university.

1:42

But that's actually done with in the state of specific and then be named the Austin class winner, which comes with a one million dollar class.

1:53

So that's what downward to the administration start instead because they went to fall for the students who take it as a way.

2:30

So we appreciate it so much for the last students.

2:33

And I want to take this opportunity with all these donations in front of us for uh the feed drive to let them know that it's also benefiting the field space, and we thought the field space can find out about the process of students.

2:46

May have been uh uh working for some drives and the store and raising family.

2:52

So the donations are being paid for me.

2:54

All these folks, thank you so much.

2:56

It means uh students say that some of them thank you.

3:07

And that's we have an announcement and having it.

3:20

Thank you, members of the city council.

3:22

This would provide a good reminder to everybody.

3:25

Uh if you've ever heard me speak about traffic case and say that we have more property burning injuries and death traffic classes than we do, and yet it kind of actively combined.

3:37

So it's important that we focus our efforts on traffic safety here and speed, uh, if you want ultimate speeding as we can think, trying to remind our students that we'll be out of the hour of season, focus on four primary cloud defense screen, it's like a driving treatment violations.

4:01

Uh and uh treatment, it's a good uh uh element.

4:11

We've got 60 uh specific hours that we're thinking how they try to slow people down, uh a lot of our enforcement is all speed and the slightly done.

4:20

So please go down as we're moving through to see the things we do and how it is usually special when it's not supply and the words.

4:29

Again, it's all about safety and keep everybody safe.

4:32

Well, the other announcement I think is important uh for television understanding is we'd be getting out of complaints about e-bike bicycles, but most recently east to I say east, I want to be clear.

4:45

I'm telling you, the students with the two things and stand on it and you sit down the street, right?

4:50

Um by state well, you have to be in use of a ride east to our public way, so anything off of private property.

5:00

We do benefit in the driveway all day long if you go on to the sidewalk while then e screw you have to be 18 years of eight.

5:07

The lot of complaints about east beaters on firewatch.

5:10

So the May and I have gotten better it was legal we were working on ordinance to rectify that state law allows us to make these people or they would from riding on the sidewalk to keep operation state so we take a look at that.

5:24

But we call SAFTA east easy occurred to run them down and everybody sidewalk and then we'd make sure that he was aware that the not supposed to be on the sidewalks with the East Ebox just pay bicycles only on the street probably next we street is also only on the street.

5:43

So again if you keep everybody's choice the interest to me to make those double enlargement and uh everybody's face people and presentation of and the desktop and as the service file.

6:06

And I think we cut off another business good evening everybody giving me okay if I speak for me.

6:29

Make it easier everyone and uh more AB directors for the district uh is to speak and discuss service area also known as the FSO I think talking about nice and beautiful and I know some of you are familiar with it I've I've met with the PP to kind of explain how it works, why we're doing it.

6:52

Um if you have a question to I left I could have put my email questions have a bit of a business questions or comments are concerned um thing about the other just to meet them.

7:10

Oh next time we still have a clip of the back again uh the SSL is now a new concept for complete one main street across the nation I think so why do you use the new state maybe for downtown space?

7:36

I think it's a service is done in place in 2005 um has been around sending funding back to this and I was thinking after the same fact um maybe uh not before we started about the same back push one of the city the city's control used to see the district and the city budget for operational funds for us but this is what happened since 2005.

7:59

So that's around that was going back so we kind of leaned off of the city budget but that so this is a property custom effect only can we say buildings located within the district fundaries never uh no word outside our boundaries exponentially impactful a lot I think that my boundaries is far larger actually um I think I don't know uh it's sort of not like a different color but it is only two back that makes us the nose mainstream sort of illinois about yeah some back.

8:37

So we do have a very small surface area then the work but it was a clear open that's not used anywhere it can have two benefits if it could be that the safe provides small but it could fund these things for all the area which is identified boundaries.

8:59

So I think we have decided to write but specifically our boundaries just like two business button.

9:08

It is predictable over funding people around with the space special set um may or may not know this but the event space that we said I would be about we specifically raised it could have been map and I think so this does not completely um you know this is a complete thing.

9:33

Did you support or the supposed to um applying the ready uh yeah it might use additional private investment because it's clear.

10:00

budget we actually find or is supposed to put a couple for it um we apply the level uh actually yeah it would use a discount covering that's what's the clear now especially and this is the first ability to operate your land um you're not very people back about it uh closing that is to turn it into blood uh support down consistently instead of the wheel so the question about no approach to funding to the respect and that uh had some other men asked about that um but the benefits otherwise and pretty well uh but just because the second way to actually define the striping thing it's pretty remarkable so now let's say that it's probably so small businesses um let me business sound that's the point recruitment who is in quality of life improved very so you have voting on improved time because there will be two readings starting that member if you have this ordinance no you are going on our crap that level and that we have to work with any week or two for myself.

11:04

With that level and what this is useful is applicable something.

11:08

So we start in yeah if you have things can it probably so happen for me when I organization and then have a little bit of something that's um so I know just a quick overview um telling questions now feel free to ask if there's any questions make it later thinking that we can just want to make up any how many people are where that the bus would buy you that what we do.

12:02

And so we volunteer now put down all the street times and burnings.

12:12

And our time in this now the best does that um I think we're also going to be talking about the downtown plan case and instead of us putting up $2500 a year from the city that may be something that the district is going to pick up and we're talking about that they want to do it.

12:31

I think it makes sense we just haven't got that cancel yet so why not can't we do towards that part that's the downtown commercial business owners that what's happening and so um they're the only ones who are paying property tax is and I think that's important to understand because a lot of our citizens don't realize that they can define bad tech ball but it's not if you own property a place for property downtown we're not paying the tech.

13:06

And we're also getting budget I guess we could say because of the services that now the districts providing that we will no longer have people I think that's important that we're doing okay if uh other platform now for time prepared the card and Bitcoin I think it's just um it could not be moved in the building for people to take it the time is more people there's not this and doesn't have a question is what do you do in finding basically that the wise is um that was none of the two people saying it's um something in the hoppy business

15:08

What would be lucky people to sleep in actually in the hook?

15:17

Who would be there?

15:23

And it's uh something in the hopping business.

15:29

Uh we should do that.

15:33

So they do it today again.

15:38

I wasn't really nothing.

15:39

I think it's supposed to be the next couple days that work the partner as a big thing.

15:53

I didn't have anything.

15:58

But think about that.

16:01

Um people in the cross and uh people maybe can put up the organization.

16:41

Um I memories and giving uh five and time.

17:08

Um after you go.

17:48

I think we understand me to always look to you and uh this could be a little, but I'd never do a bad and then we can stop the page, but he will be after the music we will find nothing by doing it's gonna be people to be there aligned and those who uh then look in lucky television and those who listen on the way I have to do the design of the people doing that and we'll do this to be a black one to be called because we know you are blocking for if we have to do it now.

19:09

I don't know, I've got a full cut and uh thing, uh things apparently and then just happen all in favor I can tell us, thank you very much.

Summary of Proceedings

Quincy City Council Meeting – November 17, 2025

The Quincy City Council met on Monday, November 17, 2025, at 7:00 PM in Council Chambers. The meeting included presentations, approval of consent agenda items, reports, and multiple ordinance readings. Mayor and staff made announcements regarding public communication policies and a successful employee food drive.

Presentations

  • Extra Mile Certificate Presentation: A certificate was presented to a recipient (details not fully clear from transcript).
  • Special Service Area (SSA) Presentation: The director of Main Street Quincy discussed the proposed SSA, a property-tax-based funding district for downtown businesses. The SSA would provide predictable funding for services such as street cleaning, events, and beautification, and could leverage additional private investment. The district boundaries include only commercial properties downtown; residential properties are not taxed. The city previously contributed $2,500 annually for downtown maintenance, which the SSA may assume.

Consent Calendar

The Council approved the consent agenda, which included the following items (all approved unanimously):

  • Appointments to the Human Rights Commission: Jebora Brock, Alan Hickman, and Trent Lyons appointed; Orville Jones appointed Commissioner Emeritus.
  • At-Large Appointment to the Plan Commission: Maggie Strong replaces Jim Citro.
  • Parade Request: Salvation Army “Angel Tree Parade” on December 13, 2025, starting at 11:30 a.m., escorted by Quincy Police and Tri Township Fire Department.
  • Traffic Commission Recommendations:
    • Denial of mid-block crosswalk on Vermont Street between 4th and 5th Streets (Ward 7).
    • Granting of streetlight installation on Maple Street between 4th and 5th Streets (Ward 1); Ameren to be notified.
    • Denial of “Yield” signs at 17th and Cedar Streets (Ward 1).
    • Denial of additional streetlight on Locust Street between 4th and 5th Streets (Ward 1).
  • Police Department Ammunition Purchase: Approval to purchase 30,000 rounds of 9mm and 22,000 rounds of 5.56mm ammunition from Ray O’Herron, Danville, IL, for $15,842.00 for critical training.
  • Truth in Taxation Resolutions: Two resolutions (general and SSA) were approved.
  • Wastewater Polymer Purchase: 9,200 lbs. of polymer from Hawkins, Inc. for $20,775 for wastewater treatment.
  • Drinking Water Chemical Purchase: 20 tons of ammonium sulfate at $1,081/ton from Brenntag Mid-South for drinking water treatment.
  • Hydraulic Breaker Purchase: From Luby Equipment for $15,500 for water/sewer infrastructure repair.

Public Comments & Testimony

One member of the public spoke, but the topic and identity were not clearly captured in the transcript.

Discussion Items

  • Ordinance 16a: Amendment to create a 30-minute parking zone on north 18th Street from Oak St. to alley (Ward 2). Approved.
  • Ordinance 16b: Second presentation of a lease with American Tower Corporation for a cell tower at 2018 Jennifer Lane (Ward 3). Approved.
  • Ordinance 16c: First presentation of a special use permit for a planned development (landscaping business at 2126 S. 12th St, Ward 6). Approved.
  • Ordinance 16d: First presentation of a special use permit for a planned development (senior living facility at 101 N. 48th St, Ward 3). Approved.
  • Ordinance 16e: First presentation of an ordinance amending the 2025-2026 fiscal year budget for a Fire Grant Fund increase. Approved.

The Council also discussed the Truth in Taxation resolution, noting that the county had suggested a possible 1.6% increase, but the city did not feel comfortable with that specific figure. The resolution was approved.

Key Outcomes

  • All consent calendar items were approved unanimously.
  • All resolutions (ammunition, truth in taxation, polymer, ammonium sulfate, hydraulic breaker) were approved.
  • All ordinances (16a through 16e) were approved on first or second reading as noted.
  • The SSA presentation was informational; further action will follow two readings of an ordinance.

Mayor's Announcements

  • Effective immediately, the city will discontinue public commenting on Facebook live streams due to inappropriate and unprofessional comments. Communication will be directed to in-person or phone channels. An upcoming code enforcement posting system will provide another reliable information source.
  • Mayor announced results of an employee food drive: over 10,000 items were collected. Top teams included PetPlus, various city departments, and others. The total protein donations were particularly valuable for the food pantry.
  • Recognition of Jim Citro’s service on the Plan Commission, replaced by Maggie Strong.
  • Upcoming working meeting on Facebook? (transcript unclear).

Note: The transcript was partially garbled; some specifics (e.g., exact vote tallies, some speakers) were inferred from agenda and clear portions of transcript.
