Um we first go as an organization, uh things need in a community for um educational opportunity for the covenant family, um, but also for the community as a whole.

Um all the things are going to go up and be part of this community and maybe well, but in some of those um private content, I always be open.

Um and so something like this from the community, that's pretty evident to me as a parent.

Um by the time you get the kids into the car, and while one three hours away for both of them, nobody's having a big hand, and it's 240.

And so um we said, why not here?

Why why doesn't this exist and why hasn't like this happened here?

Uh put it over on Facebook and I don't think people typically um two people work for it, um, but the rest work and that is enough to use um to kind of get the ones that a little bit more about story what comes out of the world um going from uh museum that I made it into uh this might be people into um doing a colour and a cut and um opening some temporary systems throughout the community and we have applicable business at the Prince Public Library, uh the um at the country council.

We were supposed to do that for a week.

Uh after a couple of days of being sold out, all the everyday we went up doing up a present the first year, and then the second year and we welcome the specs and following the most of the water.

I have one last on the note that didn't mean to move down to the internet, and like I said, we supposed to be different products, um, but sometimes it could happen as well, but two things left while um but we applied a few people back to building um some of the community that that wasn't going to be in the media or overnight project if you're ever doing bad news, but that is uh a live in double file.

Um we've seen a similar slide that public look won't be done.

Um but with that in mind we knew that we can't be interrupt building was done, just as well as things, um and so um here you can see we open up our space on the square, um, one fifteen more schools, um we have the opening and someone first of last year.

Um decides when there would be pretty much a man here.

Um 50,000 visitors uh fight in the last two years, um certainly 20,000 additionally when we open the people in the plan around the team.

And we can have 300 member family, and most people visit one to me and visit me, some different months from visit components, not enough, and that we saw a lot of different people and other people and data comment is also known as our students coming back over the code.

And so as of November we have had few months from 46.

Um you can see kind of what happens within the museum again.

Um is very different than the new word museum, and that is something you know, that parts of that and there's definitely a place for that, but I'm using it very much in time and trades because we come on the cloud, these are not in some um next time, you know, the speaker code in that we definitely everybody's welcome to play.

Even if we have some um just something for the auditor, and you've noticed that um I come in the audience at the museum, so I can speak that right now is a number to cover other people and uh school phase that are from our office.

Um and so we have uh format go out into Pen Cine reading um and support terminals that I was doing um within, providing them with books and resources about how important it is to be cut by the digital problems and it's really the early years of code for the book and and so that's that's a problem that we've really invested in and have a big team working.

Um that we have a student meeting that is been a community.

Um to work on that from that nothing.

Um but we're also looking really hard to read our formula and values.

Um to date will be all over to me, but doesn't include it and have nine value investment into the project and for that thing apart for this phase of construction.

The Quincy City Council met on December 15, 2025, at 7:00 PM in Council Chambers.   • Approval of a $32,550 quote to Richards Electric Motor Company for replacement of the control panel and relocation of equipment at the Ellington Road Lift Station.
  • Approval of a $29,974 quote to Brinkman Plumbing for replacement of gate valves, fittings, and pressure reducing valve at the Waste Water Treatment Plant.
  • Approval of an amendment to the contract with Crawford, Murphy, and Tilly for an additional $5,000 for DBE program services at Quincy Regional Airport (total $15,300).
  • Approval of an amendment to the grant agreement with the FAA and IDOT for a Terminal Feasibility Study with a cost increase of $75.

Public Comments & Testimony

  • A speaker (identified as a city commission member) noted the long-standing relationship between the city and the commission since 1988 and expressed appreciation for the cooperation and donations.
  • Joe, an 18-year-old resident, expressed concerns about ongoing issues in the community and urged the council to take action, stating that "things are not okay" and that more needs to be done.

Ordinances

  • Adoption of Tax Levy Ordinances: The council adopted three ordinances:

    1. An ordinance levying taxes for the Historic Quincy Business District Special Service Area for fiscal year 2025-2026.
    2. An ordinance levying taxes for the City of Quincy for fiscal year 2025-2026.
    3. An ordinance providing for the abatement of the tax heretofore levied for tax year 2025. All three were approved unanimously.
  • First Presentation of Ordinance Amending Chapter 32 (Public Comment and Public Hearing Requirements): The council introduced an ordinance to clarify and update public comment rules, including a requirement to sign up prior to the meeting and a five-minute speaking limit (with an additional five minutes for public hearings). The ordinance will be considered for final approval at the next meeting.

Mayor's Comments

Mayor made several announcements:

  • Thanked participants in the Wreaths Across America ceremony at local cemeteries, especially the USA Willows for Eight Club and Quincy Service Club.
  • Reminded about the last annual meeting on Wednesday, December 17, at the Oakland Ranger Center.
  • Noted that police officers will be sworn in on December 29.
  • Extended holiday wishes and provided a list of restaurants open on Christmas Day.
  • Recognized a wreath from Russia Cash America in remembrance.
  • Celebrated a birthday of a council member (Alderman Reef?).
