The Ramsey County Regional Railroad Authority met on October 21, 2025, at 10:31 a.m. in Council Chambers, Courthouse Room 300. Commissioners Jebens-Singh, McGuire, McMurtrey, Miller, Xiong, and Chair Ortega were present; Commissioner Moran was excused. County Manager Ling Becker and Assistant County Attorney Scott Schwahn also attended. Chair Ortega asked whether Hertz remains the busiest rental facility in the area; Krueger said she would confirm but noted that the addition of the Borealis train service has been mutually beneficial for Amtrak and Hertz. - Chair Ortega reported taking the Borealis train to Chicago two weeks prior for the Large Urban County Caucus, noting the train was busy and encouraging ridership. Commissioner Xiong reported attending the Metropolitan Council’s Transportation Advisory Board (TAB) meeting, where staff publicly noted that West 7th Street is now on the list of arterial bus rapid transit (BRT) routes under consideration for future selection.
