This workshop was convened by the Ramsey County Board to discuss the 2026–2030 Transportation Improvement Program (TIP). The meeting was livestreamed and recorded. No votes were taken. County staff presented an overview of the county’s transportation system, funding sources, planned projects, and emerging issues. Commissioners engaged in detailed discussion on project prioritization, multimodal mobility, state funding threats, and community communication.
I need my idea. Okay, I'm gonna call the uh the transportation workshop to order. All right, everyone, we're gonna call the lawyers. Um we've been in a series of amazing workshops today, and I know this one is not gonna be any different. Um this is on the transportation improvement program, courtesy reminder that this board workshop is being recorded and it is live stream on Zoom webinar. So we have people listening in. There will be no votes taken during this workshop. And we're gonna start with an introduction of the uh room of the commissioners and then the people present. So I will start with Mary Joe Maguire, uh County Commissioner, uh, district two. Sorry. Uh Targe Evansing, uh County Commissioner District One. Ralph Ialo Payment, District Five. Hi, John Commissioner District Six. Kelly Miller, Commissioner District Seven. Brian Isaacson, Fellow Works Director. Carrie Collins, Deputy County Manager, Economic Group and Community Investment. Great. Branch social county engineers, Mike Rogers, Deputy Director, public. Cody Leesman, Senior Transportation Planning. John Nazatello, Deputy Director of Public Works Program Delivery. I mean, speaking pain system. Uh for public works. Jennifer, Director of Government Relations. Chris Longly, EGCI finance. Josh I'll sink the economy director. Karen Francois, Deputy Planning Manager at Information and Public Records. We love it. I love doing introductions. Thank you all for being here. It's always amazing to see all the amazing people in this room that are working on these good issues. So thank you for that. And we're getting really good at going around the room. People are just knowing when it's their turn to touch. So I'm really impressed by this. So this is uh it's been a while since our last transportation improvement program workshop. So in that time, there have been a number of significant changes, both in the nature of our major transportation transit projects and in how the funding is applied to the Ramsey County Transportation System. The presentation this presentation will help orient us all on the board to the size of our system and the range of funding sources available to us. We will discuss the plans that guide our transportation investments, show highlights of this past construction season and proposed major projects for next year and through 2030. We will also articulate some new initiatives that are contained in the proposed transportation improvement program and uh discuss current and emerging issues connected to the county transportation program. So with that, I think I'm gonna turn it over to Kerry to our to our deputy county manager Kerry Collins. Thanks so much. Thanks, Madam Chair Commissioners. Um excited to return to you with a kind of more specified transportation improvement program. I'll just preface um presentation before I uh hand it over to uh director Isaacson that you know this represents far more um intentional and strategic approach to strengthening our tax base. And so it kind of uphills nicely with the decisions that are before you with the next budget cycle in terms of how we can really free up um Ramsey County property and do so in a way that delivers uh connectivity to housing, to jobs, um, and to recreation and um you know other opportunities. And so um suffice to say there's a lot of opportunity um in Ramsey County and the interdependencies of our downtown to suburban Ramsey County, I think are finally being realized um as we face the constraint on the budget. So with that said, I'll turn it over to Director Esittson to kind of walk through what the program is. Thank you. Yeah, thank you. Um so I'll start by saying uh thank you for your patience.
