Are we live, Chip?

0:15

Yeah, didn't you hear me?

0:17

We were chatting over it, so sorry about that.

0:20

Hi, everyone.

0:20

Good afternoon.

0:21

I'm calling to order the committee of the whole for Tuesday, December 2nd.

0:25

Council members in attendance include Councilmember Noeva Kamina, Council President Kritzer, Councilmember Anderson, and Councilmember Forsyth is online.

0:34

We have three items on our agenda today, and the first two are from public works.

0:39

So the first item is approval of the final contract with Technical Systems Incorporated, an accept contract for the control systems and telemetry upgrades, phase two and three pro phase three project.

0:53

Introducing the item tonight is going to be Steve Gibbs.

0:56

Welcome, Steve.

0:58

Good afternoon, Council.

0:59

Steve Gibbs with Capital Construction.

1:02

This is to accept the contract for uh and final contract amount with uh technical systems in otherwise known as TSI for about 3.272 uh million.

1:15

Um this contract uh is slightly over budget but was uh well under slightly over contract but well within budget um um given back about 870,000 to the utility.

1:27

Um this upgrade uh upgraded the telemetry SCADA systems for um basically most of the water system sites so there's 12 different sites for the city uh flow um flow stations uh a couple of um well I think four tanks and three wells and um basically upgraded to our new new system and improving um basically communication to and from uh the command center to out and to these uh remote sites uh did have a change order on this one to um also include a sewer lift station was the the final remaining lift station and now that it was lift station 18 and now that sewer lift stations are all complete with the updated SCADA as well and then we did have another uh change order to include some uh connect the uh intrusion alarms at those sites into the SCADA system there so um we're looking for consent um uh at the January 6th business meeting uh happy to answer any questions thank you Mr.

2:28

Gibbs are there questions on this item from the council councilmember noeva comina thank you chair uh mr gibbs thanks for bringing this forward um no question just a comment um that I get uh pretty happy and excited when I hear about uh doing things that are just going to take us forward and being forward thinking to where we're not waiting for things to be broken so I'm excited to have this be on consent any other comments or questions on this item okay well uh are there any objections to this item going to consent on January 6th 2026 seeing no objections it looks like we'll have this one back in the new year thank you so much Mr.

3:12

Gibbs then thank you item number two on our agenda tonight is also from public works the item is to approve the consultant agreement with DKS associates for the citywide safe speed study and audit project introducing the item is Paul Cho.

3:29

Welcome good afternoon uh Paul Cho traffic engineering manager and we're happy to uh bring forward a um contract uh with DKS DKS associates uh to do a safe speed audit for the city of Redmond so we're going to be taking a look at um the speeds uh the actual speeds and then also um doing an analysis on uh the preferred speeds uh taking into account um the classification of roadway the land use and then other factors such as uh proximity to uh community um uh buildings or uh you know libraries um community centers schools um and then uh dk s will uh help us put the framework together um for um setting uh appropriate speed limits and then also uh proposing uh some projects to help us um modify the roadways uh to encourage those speeds and i have here uh with me is uh is bell diz and uh she'll be the project manager um and uh you can kind of give a little bit more detail on some of the contract and finances thank you um i'm isabel dias traffic engineer uh with public works and uh decided is to approve the consultant agreement with the k s consultants in the amount of 15200 200 200 dollars for the development of the cy safe speed study and audit um in addition to what Paul already mentioned uh we are as our communities are growing we are so is the need uh for to provide safe speeds for everyone inside the city of Redmond and these study is key to

5:13

Um in addition to what Paul already mentioned, uh we are as the our communities are growing, we are so is the need uh for to provide safe speeds for everyone inside the city of Redmond.

5:27

And these study is key to uh provide that framework for setting different speed limits in the city.

5:34

It will be evaluating these areas where speeding is more um susceptible to occur in city streets, and then implement a frame or set a framework for setting different speed limits, though we're lowering the speed limits and providing recommendations on on those areas where we would be uh changing the speeds.

5:56

Um we are also seeking for the item to be on the consent agenda for the January 6th meeting.

6:04

And yeah, I think that would be we will be happy to take any questions if you have any.

6:10

Well, thank you so much.

6:11

Really appreciate that.

6:12

I see the first question goes to Council Vice President Forsyth.

6:16

Thank you.

6:17

Um curious when reading through the contract, they I appreciated that it's gonna be studying bike traffic as well.

6:24

I was interested in knowing what time of year this is gonna occur and about how long, and sorry if I missed that in the contract.

6:33

Yes, we have um outline and one year like 12 month uh contract with them.

6:39

Uh we expect to be done if everything goes as planned uh by the end of next year.

6:48

So the the study will occur for 12 months, or will this when I'm still not quite clear.

6:55

So uh maybe I can help.

6:56

Um so there are preferred times of the year to do the um speed studies.

7:02

Um so a lot of times it's somewhere in the uh spring or fall time frame uh where school is in session and kind of every not 10% of the population is on vacation.

7:16

Right.

7:17

Fair.

7:18

Thank you.

7:18

Appreciate that.

7:19

And it'll be a couple of at least a couple of weeks or maybe months long.

7:24

Um yeah, it's it'll depend on the exact corridors that that um we're gonna be studying, but we don't anticipate the data gathering to be more than a month.

7:35

Okay, thank you.

7:38

Uh Council President Kritzer.

7:42

I have a couple questions.

7:43

One, um, first of all, excited about this.

7:46

So thank you so much for the work on it.

7:48

Um one question I had is that I noticed in the grant award letter it notes uh 200,000, but on our memo it notes 152,000 for the contract.

7:59

Can you explain that that discrepancy there?

8:02

Yes, so the grass sorry, uh so the grant does cover um in uh a little bit in addition to the 152 that would the 152, it's only for the uh consultant contract.

8:16

So the grant covers more to that, so that would account into staff time review time and work uh from city staff.

8:25

Great.

8:25

And then um, so when we're actually track doing the speed study tracking where we're actually gathering the data, what is that gonna look like for the public?

8:33

Are there gonna be um different cameras set up around on the roadways just so in case we get questions from the public of seeing a lot of cameras around?

8:41

Yes, we will get more details um on how the because it will be done by a subconsultant um uh specializing traffic counts.

8:51

Um, we will get more details into what type of types of devices they will they would use to get that information.

8:59

Um it would depend on the on the subconsultant.

9:04

It could be uh traffic uh the tubes, it could be they could set up cameras too for traffic counts, uh, but we will definitely inform uh the public uh when the time comes if if it goes more than just the tubes.

9:19

Yeah, uh we already do um annual traffic counts and that just kind of happens already.

9:25

Um so we don't anticipate it being too much more than that.

Summary of Proceedings

Redmond Planning & Public Works Committee of the Whole Summary - December 2, 2025

The Committee of the Whole – Planning and Public Works met on December 2, 2025, at 4:30 PM, under presiding officer Melissa Stuart. Councilmembers present included Noeva Kamina, Vanessa Kritzer, Jeralee Anderson, and Jessica Forsythe (online). The meeting covered two public works consent items and a study session on a major development proposal.

Consent Calendar

  • Final Contract with Technical Systems Inc. (TSI) for Control Systems and Telemetry Upgrades, Phases 2 & 3: The committee approved sending the item to consent on January 6, 2026. The contract amount is $3.272 million, slightly over the contract estimate but well within the overall budget, resulting in $870,000 returned to the utility. The project upgraded SCADA systems at 12 city water sites (tanks, wells, flow stations) and included a change order to incorporate sewer lift station 18 and intrusion alarms into the system. Councilmember Noeva Kamina expressed support, noting the forward-thinking nature of the upgrade.
  • Consultant Agreement with DKS Associates for the Citywide Safe Speed Study and Audit: The committee approved sending the item to consent on January 6, 2026. The contract amount is $152,200, funded by a $200,000 grant (the balance covers staff time). The study will evaluate actual and preferred speeds based on roadway classification, land use, and proximity to community facilities. Data collection will occur over about one month, likely in spring or fall 2026, using methods such as pneumatic tubes and possibly cameras for intersection counts. Councilmembers asked about public notification and coordination with planning, police, and the transportation master plan. Staff confirmed stakeholder meetings and alignment with prior Safe Streets for All work.

Discussion Items

  • Overlake Commons Master Planned Development, Development Agreement, and Site Plan Entitlement (Quasi‑Judicial): This item was presented for preliminary feedback ahead of a study session on January 27, 2026, and a public hearing on February 17, 2026. The proposal by Capstone Development would redevelop the current Overlake Terrace Senior and Assisted Living Facility site (2956 152nd Avenue NE) with an 8‑ to 9‑story multifamily residential building containing up to 830 units. The project would be vested under 2024 zoning code standards. Councilmembers raised questions about:
    • Preservation of significant trees on the site (Councilmember Forsythe)
    • Administrative design flexibility for solid waste, parking, and ground‑level uses (Council President Kritzer)
    • Parking ratios and alignment with Redmond 2050 goals, especially given proximity to the Overlake Village Light Rail Station (Councilmember Anderson)
    • Public benefits, including affordable housing and decarbonization incentives (Council President Kritzer)
    • Displacement of existing senior housing (Councilmember Anderson)
    • Additional questions will be submitted by email before January 7, 2026.

Key Outcomes

  • Consent agenda referral: Both public works items (TSI contract and DKS speed study) were approved for placement on the consent agenda at the January 6, 2026, business meeting, with no objections.
  • Study session scheduled: The Overlake Commons project will be discussed at a study session on January 27, 2026, followed by a public hearing and potential council decision on February 17, 2026. Due to the quasi‑judicial nature, councilmembers were reminded about the Appearance of Fairness Doctrine and disclosure obligations.
