Public Comments & Testimony
- No members of the public spoke during the "Items from the Audience" segment, and no written comments were noted for the study session items (except for one referenced in discussion).
Discussion Items
- Transportation Master Plan (TMP) Report Approval: Staff presented the final version of the 2025 TMP, noting it includes the Planning Commission's recommendations. The Commission approved the report for transmittal to City Council, with a motion seconded and passed unanimously (no voice notes of opposition). The report will go to Council for a study session in late January and approval in early February.
- Land Use and Zoning Map Amendments - 6900 188th Ave NE: The Commission continued a study session on proposed amendments to change the land use and zoning of Lot 7 from Business Park to Mixed Use to allow housing. Staff reviewed an issues matrix, closing most items. Commissioners discussed potential outcomes, including cleanup of the aquifer, walkability, job types, and precedent. A motion to deny the amendments was made by Commissioner Aparna, seconded, and passed (estimated 5-2, with Chair Weston casting the tie-break or decisive denial vote). The denial means the property retains its current Business Park zoning.
- 2026 Work Program Overview: Staff presented an overview of planned work, including annual docket items (wastewater plan updates, neighborhood connection maps), development regulation updates (three packages for March: business improvement, fences, legislative conformance; sign codes; tree code; home business regulations; design standards with a hearing in 2027), and strategic plans (capital investment strategy, housing and human services strategic plan, neighborhood planning). Commissioners discussed conflict of interest training and the timing of public engagement.
Key Outcomes
- Transportation Master Plan Report: Approved unanimously for Council consideration.
- Land Use and Zoning Map Amendments (6900 188th Ave NE): Denied (commission vote estimated 5-2 against the amendment).
- Next Meeting: The January 28 meeting is cancelled; the next meeting is February 11, 2026, where the Commission will approve its report on the Redmond Flex docket item and continue study sessions on code amendments.
- New Youth Advisor Position: Applications are open for a high school student (living or attending school in Redmond) to serve as a youth advisor starting September 2026.
- Code Amendment Packages: Three first-quarter packages (business improvement, fences, 2025 legislative conformance) will be presented in February for a public hearing.
Meeting Transcript
This is for any topic that's not related to a public hearing. A reminder the verbal comments are on the land use docket item are closed. And we would keep our comments to three minutes. Do we have anyone to speak tonight? I know there was a lot of interest in the land use item. There isn't. Okay. Then we will move on. In that case, we're going to start with concluding our work on the transportation master plan, bringing up Michael Hintz and Francesca Liberty. And they are online here. So let's get them second. Okay, let me ping Francesca here. We'll give it a moment and then if not, we'll come back. Hey, can you guys hear me? Sorry, having some technical difficulties. Yep, we sure can. Okay, great. Um yeah, we're I don't know if Michael's online here, but um we are happy to uh bring forward the transportation master plan. Um as noted in the packet. This is our final version um and has been noted with the planning commission recommendation. Um yeah, we'll kind of bring it forward for the planning commission and then hoping to go to council for a study session here at the end of January, and then um looking for approval on the business meeting at the beginning of February. If um all goes according to plan. So I don't know, Michael, if you have anything to add. No, I do not. That was comprehensive. That's perfect. All right. So with that, I look for a motion to approve the report for city council on the 2025 transportation master plan, specifically the revision published on Tuesday. So moved with the comment that it was fabulously done. Yes, it was. Second. Second. Great. All in favor? I great, and that is approved. All right, good job, everyone. Thank you. Next up is our study session on the 2025-26 annual dockets, specifically the land use and zoning map amendments at 6900, 188th AV Northeast. Going to bring up Glenn Coyle. Uh good evening. Um tonight we're just looking to have uh any further discussion uh regarding the issues matrix, and then if the commission so is ready to move towards a vote and recommendation on that. So let me pull up. Issues matrix. Zoom in as best I can. Um I'm just gonna just go through it. I know there's some open issues, there's a lot of closed issues. I'll just go through it in order. Um the first issue was um was uh requested by Commissioner Copley. We discussed a little bit of this last week um regarding business park land. There was some follow-up discussion regarding the development agreements for this area.
