The Finance, Administration, and Communications Committee of the Whole of the Redmond City Council met on Tuesday, June 9, 2026, at 4:30 PM. All council members were present. Consent Calendar
- Reappointments to Community Facilities District (CFD) 2016-01 Board of Supervisors: Recommended for consent on June 16th, with the addition of Jordan Rash to replace outgoing Microsoft representative Mike Ben. Council Vice President Nuevacamina praised Ben’s collaborative service. No objections raised.
- Enterprise Content Management (ECM) Consulting Services: Request to approve a $64,750 fixed-fee contract with SoftResources to support an RFP for ECM software. The process is expected to take about 5.5 months, with a software decision by end of 2026 and implementation in 2027. Moved to consent.

- Redmond Historical Society Lease Agreement: Two-year lease for Adair House in Anderson Park (approximately 800 square feet) at an annual rent with a fixed 4% annual escalator plus utilities. The society must vacate its previous space by June 30, 2026, due to Lake Washington School District reclaiming the Old Redmond Schoolhouse. Councilmembers expressed support and appreciation. - Budget Process Update: Finance Director Kelly Cochrane summarized feedback on the Long-Range Financial Strategy and Fiscal Policies. Key areas of focus include refining the community investment rate metric, developing decision-making criteria, and incorporating risk assessment. A revised draft and presentation will be provided for the July 14th FAC packet, with a study session planned for July 28th.
- Budget Process Ground Rules: Committee Chair Kritzer introduced proposed ground rules for the 2027-2028 budget process, including meeting length (maximum three hours), Thursday night special meetings starting at 6:00 PM (October 22, 29, and November 5), and guidelines for council deliberation and decision-making. Council President Stuart emphasized these as team agreements. Adoption date confirmed as November 10, 2026, with a possible additional meeting on November 5th.
- REDI Program Update: Zach Hoovener reported that a contingent offer for the REDI Program Administrator position had been accepted, with a tentative start date of July 1, 2026. The hiring process involved 61 applicants, 14 meeting criteria, and a community panel. Mandatory all-staff REDI training launched in May; 177 employees (25%) have signed up, with full completion by end of year. Pride events were noted, and upcoming Coffee with a Cop on June 13th was announced. Councilmembers expressed support and requested future updates tied to KPIs.

I'm calling this meeting to order. This is a the Tuesday, June 9th, 2026 meeting of the Finance Administration and Communications Committee of the Whole of the Redmond City Council commencing at 4 30 p.m. All council members are in attendance. And on our agenda, we have uh six items. The first item on the agenda is approval of the reappointments to the community facilities district 201601 Board of Supervisors. I'll also note that there's an additional piece that uh will be highlighted as well by our finance director Kelly Cochran of some changes to the CFD and Council received an email earlier today with a little bit of information about that as well. Um so I'll turn it over to Kelly Cochran to run us through that. Thank you. Good afternoon. In 2016, Microsoft and the city formed a community facilities district help uh fund multimodal and some stormwater improvements. That CFD board has four five representatives on it. Three come from the city recommended by this uh mayor and approved by city council, and two um serve representing Microsoft. Uh this memo was submitted to reappoint um both one of the city council members, uh Councilmember Nueva Kamina, as well as to reappoint a board member from Microsoft, um, Mr. Don Marcy. Since that time, we have also received notification from Microsoft that their other representative, Mike Ben has been moved to a different position, and they would like to re or they would like to appoint his uh replacement, um Jordan Rash, um, it to serve in um that position. So um my request is to um move uh this item forward to the consent agenda on June 16th with the additional um appointment of Mr. Jordan Rash. Any questions? Thank you so much, Director Cochrane. And I yeah, I will note that uh Microsoft only recently notified us of that change, and so we thought that just for time's sake, it would make sense to bring it to the council with this item. Um, Council Vice President Nueva Comina. Thank you, Chair. Thank you, Director. Um I'm not seeing the email that you stated had gone out earlier today. Um, but the the new information that you said was emailed. Was that the new position that would replace Mike? It was um uh notification that I would be requesting to add um that uh to the action on the consent and um his uh uh resume. It went out just a little bit before noon today to council. The title of that email is FAC agenda item update 6926. Um if you see it there. Should have have shown up in your inbox. So it just included the resume for um for Jordan Rash if you all want to take a look at it. We're not voting on it today, but just if in concept, the council is good with us moving the item as it was originally on our agenda to consent along with making this change on the board of supervisors. Um we obviously, if there's any concern after you review the the information, you could always pull the item. Um, but uh we'll just check with the council. We could always put it on new business as well. Any concerns about putting this on consent as described. Great. Um, and uh hopefully we'll look forward to to voting on this. I would I do want to say really appreciate the um service from Supervisor Bain. Um he's brought a really uh great uh collaborative approach to being on the board of supervisors and um I think a really great perspective and always come in person to do these meetings with us. So it's been really wonderful to get to know him and look forward to uh voting on this and hopefully getting to work with um with Jordan Rash as well.
