The EIR identified significant impacts in air quality (construction), biological resources, and vehicle miles traveled (VMT), all mitigable with 24 mitigation measures. Alternatives considered included a residential-only option, which was rejected due to differing general plan land use designations.
- Commissioner Questions: Vice Chair Crnogorac asked about the 3-foot rise and the rejection of the residential-only alternative (staff cited general plan incompatibility). Commissioner Sturken confirmed that the 85 affordable units are 20% before density bonus and asked about applying the city's reach code to increase EV-ready parking (staff said minimum standards apply). Okay, everybody ready. Okay. Good evening, everyone, and welcome to the Planning Commission meeting of September 6, 2002. I know that you're all really here just for the air conditioning. But before we started, I uh wanted to go briefly over the public comment procedure for the of um for those who may be joining us for the first time, either here or remotely. Um all public comment on any items that are not on tonight's agenda will be taken during general public comment, which is item number three on this evening's agenda. Comments on agenda items will be taken only when that item is called. Um in-person speakers. This is a uh hybrid virtual and uh in-person meeting. So in-person speakers will be called first, followed by virtual attendees. Um in-person speakers, um, please fill out a speaker's card. I have uh several of these right now. If you haven't handed one in yet, uh please fill out what card it's available at the uh front of the council chambers and bring to staff and they will give it to me. For those joining virtually, you may use the raise hand feature if you're on Zoom. If you're joining the telec by teleconference by phone, you may raise your hand by dialing star nine, and then when you're called upon, dial star six to unmute. Um please only raise your hand at the time that the item on which you are speaking is called. And each speaker is allowed to three minutes. Um for the for the in-person speakers, uh, you will speak right up there at the podium.
