- 5.A. 879 Vista Drive – Tentative Parcel Map: Assistant Planner James Dotson presented a request to subdivide a 19,176-square-foot lot into two lots (Lot 1: 10,338 sq ft, Lot 2: 8,838 sq ft) in the R-1-7 zoning district. The applicant sought an exception to the lot design standard limiting lot depth to 2.5 times the average lot width; the proposed lots would have depth ratios of 3.7 (Lot 1) and 3.1 (Lot 2). Staff noted that 12 of 18 comparable neighborhood lots already exceed the 2.5 ratio, and the average neighborhood ratio is 3.1. The Subdivision Committee had recommended approval on January 23, 2024. No development is proposed at this stage; conditions of approval were advisory for future construction. Commissioners asked about the basis of the lot depth standard and the enforceability of advisory conditions. Commissioners Chu and Lazarus expressed support, noting the split aligns with typical lot sizes in the area and supports housing creation.

- Staff Liaison Sue Exline reported that the City Council had approved the Annual Progress Report the previous evening. Upcoming work includes zoning code cleanups, review of gatekeeper applications, development agreement negotiations for 1125 Arguello (expected to come to commission this summer), and a parking changes study.
- Commissioner Koch reported attending the League of California Cities Planning Commissioner Academy, finding it valuable. She requested reinstating an annual joint public meeting with the City Council, noting it has been on the council's work plan but rarely held. She also inquired about the status of commissioner recruitment; staff stated the application period is still open and they will provide an update after it closes.

All right. Good evening. And thank you for joining our planning commission meeting of March 12th, 2024. As a reminder, items will be taken in the order in which they are listed on the agenda. Before we get started, I wanted to briefly go over the public comment procedure for the meeting for those who may be joining us for the first time. Public comments on the approval of minutes, consent items, and matters of commission interest and items not on not on the agenda will be taken during item number two on this evening's agenda. Comments on other agenda items will be taken only when that item is called. We are continuing to offer in-person and remote options for our planning commission meetings. However, due to continued recent disruptions during public comment at open meetings throughout our region and state, we've modified our public comment procedure. The city welcomes public comments on topics within the city's subject matter jurisdiction. And this can be provided in person during the meeting tonight or by email ahead of the meeting. At this time, we're temporarily suspending public comment provided by Zoom. We want to ensure that the city can continue to conduct the city's business in a manner that allows all residents to participate, and we will continue to evaluate our public comment procedures. Our public comment procedures are as follows. Public comment will be taken in person during the meeting or in advance via email. In-person speakers must turn in a speaker card to our admin or staff liaison at the dais to be recognized to speak. Please be sure to indicate the agenda item number you wish to speak on. In-person speakers will be called in the order in which the speaker cards were turned in. Comments that were emailed to PC at Redwood City.org by five o'clock today, may be read into the record by the staff liaison and will be made part of the final meeting record.
