And God, we thank you for the city helping to clear up some of that.

Uh, we pray God tonight for the firemen that are here, our police department, our our churches, our pastors, our leaders.

God, we pray for the lost, the sick, the homeless, uh, for those that are in nursing homes, hospitals, and behind jail bars.

God, we pray that some lost soul be saved.

God, we pray tonight and thank you for our city.

We ask and pray that you bless it in the need that it stands in need of.

Uh, God, we ask and pray, dear Heavenly Father, that you lead God and direct the mayor and the commission in the way that they should go to lead our city.

Uh, God, uh, we thank you for all your many blessings.

We thank you most of all for your son Jesus Christ, who suffered, bled, and died, that we might have life and have it more abundantly.

God, we thank you that he didn't he went down in the grave, but he didn't stay in there because early, early the third and appointed day, he got up out of that grave with all power in his hands.

Power to heal, power to save, and power to love that which is lost.

Mayor Blythe, City Commissioners, City officials, community leaders, and guests.

Thank you, Kelly, for allowing me the opportunity to share a meaningful moment in Richmond history.

There's a parable in the Bible known as the Project's son.

It tells us over two boys.

The youngest who was asked for his inheritance early than expected.

With reservations, the father granted his request.

Son left home and squandered everything he had.

Life became so difficult that he found himself among the pigs.

But if he was at first Baptist Church, he'd be ready to chat.

One day, he came to his senses and decided to return home.

Bible tells us that while he was still a long ways off, his father saw him, ran to him and welcomed him home without question.

Tonight, I draw inspiration from that parable.

Several weeks ago, Miss Jamie Carper, director of Telford YMCA, officially welcome home a piece of Richmond's history.

This trophy case is more than wood and glass.

Inside it lives a legacy of principals and teachers, students, janitors, mothers, fathers, children, neighbors, and a community that believe in education, pride, and excellence.

It also honored countless visitors and supporters who walked through the doors of Richmond High School doing his 77 years of service.

Sometimes he would say, and I quote, if you allow me to use my sanctified imagination, unquote, I can still see students, especially my classmates, the location of every room in the building.

John Lewis Ebbett constantly sweeping the floors.

The wooden stairway.

The gym nation is full to capacity.

Quiet Library, Miss Carey supervised.

Coming from the auditorium.

She would often say, You can't sing, get in the back.

The single file lining up going to the restroom those days.

The trophy case was unveiled in 1944.

When the school closed in 1973, the case was only 29 years old.

For 52 years, it was away from his rightful home.

Then, like the product of the sun, it returned home.

Now, as something wasn't something forgotten, but something cherished.

But restoring and welcoming this trophy case back.

We are not just honoring trophies and titles.

We're honoring people, perseverance, and purpose.

And please hear me when I say this.

We are reminded, future generations, that Richmond remembers its past and respects the shoulders on which we stand.

Whereas the city of Richmond has an open leadership position in the Richmond Fire Department due to a recent promotion, and whereas employees that have successfully completed their promotional process, which consists of an oral interview conducted before a selection panel, evaluated on their abilities, education, training, and leadership in the department.

And whereas the interview panel panel has made a recommendation for this promotion.

Now therefore be it ordered by the City of Richmond Board of Commissioners that the following fire department employees shall be promoted to the rank of battalion chief, effective payroll date March 6 for the fiscal year 2526 fire department pay scale, pay grade six, Trevor Edwards.

Hired originally as a firefighter one in 2014, promoted to firefighter two in two thousand and fifteen, promoted to captain in two thousand and nineteen, and promoted to captain two in two thousand and twenty-three.

The Board of Commissioners would like to thank him for his continued dedication and leadership in the department.

There's a notification requirement that letter has been made.

So with that in mind, whereas 1055 Berea Road, IBS US LLC, the owner of the property described below, has requested to a voluntary annexation into city limits of the said tract here and after the property, and whereas the property is contiguous to the city's boundaries and is urban in character, and whereas no part of the property proposed to be annexed is included within the boundary of another incorporated city, and whereas the city of Richmond can provide city services to the property, and whereas the Board of Commissioners of the City of Richmond, Kentucky finds it to be in the inter in the public interest that the property be annexed into the city limits.

Now therefore be it ordained as follows.

Section one, in accordance with provisions of Chapter 81A of the Kentucky Revised Statutes, the City of Richmond, Kentucky does hereby express its intention to annex into city limits that certain tract of property, more particularly described as follows to wit, IBS US LLC, 0.6135 acres, plus or minus, 1055 Berea Road, Richmond, Kentucky, Deed Book 846, page 650, Section 2.

I just I know we said it uh you know at our last meeting, and it was in some of your wording tonight, but I just think it's always important to reiterate that this is a voluntary annexation and that we're not going the other route.

This is completely voluntary with them coming to us.

Yes, yes, yes, Commissioner, that is absolutely correct, and you're absolutely right.

Voluntary annexations are a much easier set of hoops to jump through than involuntary.

And we very seldom do a non-consensual.

And we don't even want people thinking that you know, that's why I like to just clarify because when they come to us, that's an entirely different, you know, issue than the other way around.

So anything about this being consensual annexation.

I mean, it is a consensual annexation.

I mean nobody's blaming the city for the case.

I don't think so.

Mayor, what I would say is uh Chief Richardson and uh a working group from his department came to me several months ago with this proposal.

We've met with uh enterprise fleet, I think three times now.

Um I've reached out to other cities that use them for leasing vehicles.

Um to give you an example, right now we spend about 650,000 a year to 750,000 a year buying new vehicles, and that's just five vehicles at the rate we're going and the return on investment that we get with those vehicles at the end of their life.

Um it's gonna take us a very long time to have an updated fleet for our public safety.

So with this, it'll actually in the first year we'll get a total of 16 vehicles, 12 of those being patrol vehicles, four of them being safety officer vehicles.

I think that's correct.

But over the next five years, we'll get our fleet uh completely updated to the tune of about 95 vehicles.

And so other cities that have used this are very happy with it.

I've gotten comfortable with it and following the chief's lead with his folks.

I think this is uh efficient for the city.

I think I know the answer.

What as the phasing then takes place, phasing out the ones we have, what happens to the ones we have?

The usual or we can surplus them.

Uh we can sell them and and and put the money back in our general fund with the ones that we own currently.

Now, as we move along with the lease program, and these vehicles get to five years, so they're 60 month leases, five years.

When they get to the end of their lease life, enterprise will take that vehicle, sell it, and that money comes back to us to either provide us support on our lease payments or they can cut a check to us directly.

But to answer your question, with the vehicles we have, they'll just be cycled out and surplused that we own vehicles that we own.

Chief, that doesn't include that beast outlet that's out there, does it?

Because they I want you to recycle that beast.

I want it.

We need it to drive to the beach.

So we're hoping that stays around for a while.

My name is Ed Brown.

Um I appreciate the right to speak tonight to address you all.

I believe that the right to speak to our public officials is a prerequisite to good government.

And I note also that KLC notes that there is no KRS mandating this ability to speak.

Having said that, there was on Thursday, January 29, and you approve the minutes of the meetings today.

Among the many matters that you dealt with that day, there were proposals for six zone changes and one annexation on which you voted tonight.

Without I'm not here to talk about the merits or lack of merits of any of it, but I think that that right to speak is incredibly important for the citizens.

And that right is a bit compromised when it happens in the middle of the day when folks are at work and at special meetings, which many of us are not aware of.

And I would request that you at the very least consider requiring action items that allow for citizen input to occur on regular meeting evenings where people can attend.

People are more aware of the possibilities they have to come up and speak.

I think that would lead to better input, better information for you all, both pro and con.

And I think that's very important.

Turney, uh I you know, in in public comments, we don't do conversations back and forth responsive.

But I think it might be good just to make one comment about those matters, those uh zone changes, etc.

If I may say this.

So isn't that we keep folks from from uh and those are six and five thirty?

Yes, I mean that there is especially for zoning changes, there is the ability to have a hearing before the planning and zoning board, which is the preliminary action that takes place, which at that point it's a binary choice for you all as board of commissioners to either approve or disapprove based upon the record that's created at that meeting.

So I totally understand that, and I absolutely totally understand that.

You know, meetings over the course of the day, there are attendance issues with that, but there is a long list of Kentucky Attorney General's opinions that is recognized that you know meetings during a a quote unquote work day is a time convenient.

Uh now if we were doing it in the dead of night at 1 a.m.

or something, that that would be a little bit different.

Um I think we're all you know open to building a better mousetrap where we can as far as you know, advertising and and trying to have as many people as possible attend, but as far as the notice requirements to property owners uh and and things like that with the with the zoning change and especially the matter for the annexation, since it is a voluntary annexation, it's a little bit different than a non-voluntary, where you know would there be more of a notification aspect to it?

So, you know, I I think we can absolutely be mindful of trying to schedule things, but at least under the the law of the land as it currently exists in the state of Kentucky, which they're in session in Frankfurt right now, it's subject to change.

Uh but you know, having a meeting during the course of the day, not to say there might be better way to have more people attend, but from a legal standpoint, there's absolutely no issue with having a meeting during the day like that.

I I I was did not mean at all to imply that there was anything untoward about meetings during the afternoon.

That that was not my intent at all.

I understand the planning and zoning issue, but very key to the process of zone changes is the time that the first reading is made before this file.

And so that's why or anything else where we're going to be able to do that.

I think all of you got your copy of your five year comprehensive plan.

Um that will go in front of the planning and zoning board a week from tomorrow, uh, as a final draft.

Uh Commissioner Cole brought up a good question before the meeting.

Can changes be made?

They can be made.

So if you find something you think needs to be changed, I probably need to have that by Friday of this week to get back to the consultant to make those changes.

And uh it'll be in front of you all for first reading on the twenty-fourth.

I mean, planning and zoning is can we word this right?

Planning and zoning is meeting tomorrow on the a week from tomorrow.

A week from tomorrow.

Yeah, and I would need any changes that you all see in the document by Friday of this week.

So planning and zoning will get it next Wednesday with all the changes made in it.

Because I I always felt like it's a working document anyway, and if we need to make changes, then we need to make it this week.

Prior to planning and zoning next week, and then you guys will get our changes.

Uh if I can get them by Friday, if there's any changes, I would hope there's not any major changes because we had stakeholders involved in this and we've been through the process now for five months.

Unless it's an edit for Tammy's very good about grammar and editing that because I'm sure there's some in there, so point them out to us.

Um, no, I don't have anything for the city manager, but I want to answer a question.

I just this is me personally.

I get questions all the time.

How come you never have anything for the city manager?

And everybody else does.

Well, first of all, if you ask the city manager, I'll probably bug the crap out of him daily.

I don't text, I don't call, I like to look him in the eye.

And the questions I usually have for him, takes about 10 minutes to answer.

So my personal questions that I have for him, I like to have the answers before I sit down up here.

Uh we did we spent a lot of time our public works or fire department, please.

Yeah.

Uh our parks and recreation.

People did uh tremendous job.

We talked about it before.

But I just wanted to mention if you drive around and during this time you see people out helping each other.

We didn't give them any, you know, praise for doing that, but neighbor helping neighbor was pretty pretty neat.

And they they deserved what they did to be notified about it, or at least have us acknowledge what they did.

So and that's what I'm doing now.

I appreciate what they did for the neighbors.

Yeah, I um Commissioner Cole.

I just wanted to remind everyone that EKU is um having the 859 night, which is always a lot of fun on uh Wednesday, February 18th at 7 p.m.

And it's just really a night when EKU, um, our local Richmond Chamber of Commerce, our city, I think some of our county officials, we just all come together and cheer on the EKU Colonels, and it's a fun night, so I just wanted to make sure everybody was aware of that.

Um, as has already been alluded to, I I really thought everybody would want to say the same thing tonight about uh how much we appreciate the work that's been done by the city departments over the past uh couple of weeks or so with the uh with the uh terrible weather.

Umtimes we we see uh primarily, if not solely, public works department, but there are others.

Uh I saw today, for example, I was over your way, Chief, and uh the parks department was clearing the fire training center.

Um all around town there have been those who uh departments who participated.

So we're grateful to all of them and serve you.

You in my mind, Mayor.

Uh-huh.

When you were in my mind, indeed.

I was thinking that that's what we needed to say.

And uh certainly job well done.

Appreciate the department heads, parksman did golf maintenance get involved too.

Uh they probably did for that.

What was cool about it is you know, the CDL drivers worked long hours, and we had other departments that had CDL drivers that were calling and saying, hey, let me help you if I can from uh recycling um golf course ground, so everybody chipped in.

Super and we have to remember this this wasn't your typical snowstorm.

This was rain, ice, and then snow, so it wasn't as easily done as a normal snowstorm.

Um thank you, Mr.

City Manager, because we we are aware that as uh, for example, I think public works was the primary who actually did the streets.

We are aware that as those shovels and blades come through, they push all of that to the side.

We know that, and we know that there have been several um residences that have been inconvenienced by the fact that because it was not just snow, it was that hard stuff, and uh so we know that it did, and we we're grateful for the patience on the part of the citizens.

Um, but uh but that that was one of the necessary evils that came from having our streets cleared and cleared in in a timely fashion.

We thought that nicely today.

Hallelujah.

71 degrees is what my car was doing.

And I really did.

I joked about it a few days ago.

I said, Well, you know, come this weekend, folks will be wearing Bermuda shorts.

I saw Bermuda shorts all over town.

Yes, sir.

Yes, sir.

But uh so thank you to all of those who had to deal with that with your driveways and so on.

But I did see neighbors helping neighbors clear those humps out of the way.

It was inconvenient, very much so.

Same with mine, but um, and I and I won't go on and on, Jim, but I I do recall again the time when I my brother and I, when we were youngsters, when we were when we were youngsters, we would throw throw a shovel over our shoulders.

Some of you may remember that, and then go up and down the street knocking on the neighbors' doors asking, do you need somebody to shove your shovel your sidewalk?

We did that as kids.

So uh appreciate seeing people, helping people, and of course, today there was a lot of ice chopping.

Appreciate the departments that also took the time to go the squares and blocks down here downtown to clear that ice.

So that's that's but you you get the point.

Job well done.

Um I want to say this without getting into too much detail about the fire department, because I was asked to do it.

A situation that arose several days ago, and I received a call from Madison County Coroner.

He needed some help in dealing with a situation to which he had been called because of the circumstances.

Because of the circumstances, he called me and said, I want you to know that we've had to call your fire department for some help to get the help we needed to extricate a body.

He said, tell them we appreciate they don't have to do that, but we needed the help.

Horrible thought.

But thank you, Chief, and thanks to your department for providing that kind of assistance above and beyond the call of duty that assisted one of our other elected officials county.

So thank you.
