The special meeting of the Richmond City Council was called to order on October 5, 2026 at 9:00 AM. All members of council were in attendance except Councillors Bretton, Robertson, and Lynch; a quorum was present. The emergency evacuation plan was announced. No other business was discussed in this brief opening.
Good afternoon, everyone. The special meeting of the Richmond City Council will now come to order. And Madame Clerk, if you would provide or Mr. Clark, the chamber emergency evacuation plan announcement. Upon activation of the emergency alarm signal, all persons should immediately exit the building. Please use the exits to the left or right front of the council chamber or the north or south stairwells outside the rear doors of the chamber. And Madam President, for the record, all members of council are in attendance this evening, except Councillors Bretton, Robertson, and Lynch. You do have a quorum. At this time, I'd like to call the meeting of the city council organization.
