Riverton Planning Commission Meeting - September 12, 2024
Riverton Planning Commission Meeting - September 12, 2024
The Riverton Planning Commission met on September 12, 2024, at 6:30 PM at City Hall. The meeting included multiple public hearings on development proposals, with significant public participation on several items. Chair Evan Matheson emphasized that the commission represents the community and urged concise, non-duplicative comments.
My Storage Riverton (PLZ-24-8012) – Tabled
- The applicant was not ready to present an amended site plan for a storage facility at 13487 South 5600 West.
- The commission unanimously voted to table the item until complete plans are submitted to staff.
Walmart Hamilton View Amended Site Plan (PLZ-24-8011) – Approved
- Staff reported minor exterior changes (widening a doorway near the garden center, adding a metal awning, and modifying signage) to support a new grocery pickup area.
- No public comments were received.
- The commission unanimously approved the site plan with standard conditions.
Jensen Rezone (PLZ-24-4004) – Recommended for Approval
- Applicant Courtney Jensen seeks to rezone a 0.56-acre remnant lot at 13803 South Redwood Road from RR-22 (estate density residential) to C-PO (professional office commercial) for an insurance office.
- Staff noted the lot is ill-suited for residential use due to its location on busy Redwood Road and adjacent to a prior office rezone.
- One public comment raised concerns about drainage and privacy; the commission noted these would be addressed during site plan review.
- The commission unanimously recommended approval to the City Council.
Beckstead Manor Rezone (PLZ-24-4005) – Recommended for Denial
- Applicant Barbara Catron proposed rezoning 1.5 acres at 13191-13153 South Redwood Road from RR-22 to RM-18 (multi-family, up to 18 units/acre) for a condominium development.
- Multiple public commenters opposed the high density, citing traffic, parking, school safety, and incompatibility with the surrounding low-density residential neighborhood. Some supported lower-density options.
- Commissioners agreed the request was too aggressive and inconsistent with the area; they also noted the proposed density exceeded any existing RM-18 development in the city not part of a master-planned community.
- The commission unanimously recommended denial, keeping the property at RR-22.
McCay Development Agreement (PLZ-24-6001) – Continued to October 10, 2024
- Applicant Dan McCay (Evolution Development) proposed a development agreement for a 0.32-acre lot at 2682 West 13400 South to allow up to three attached townhomes under RM-6 zoning, with modifications to setbacks and fencing.
- Many public commenters opposed the triplex, citing safety concerns with driveway access on busy 13400 South, traffic congestion, precedent for high-density housing, and potential conflict of interest (McCay’s wife sits on the City Council). Some supported lower-density options or a park.
- Commissioners expressed safety and density concerns; a majority favored continuing the item to allow the applicant to present a revised plan addressing ingress/egress and density.
- The commission voted unanimously to continue to the October 10, 2024, meeting.
Riverton West Amended Site Plan (PLZ-24-8014) – Approved
- The applicant requested to move parking stalls from Phase 2 to Phase 1 of the commercial development at 4091 West 12600 South to meet tenant needs.
- No public comments were received.
- Staff confirmed Phase 2 had excess parking; the amendment met all ordinance requirements.
- The commission unanimously approved the site plan with conditions.
Goddard School Conditional Use Permit (PLZ-24-2029) – Determined to be a Daycare (No CUP Needed)
- The Goddard School, a private child education facility, sought a conditional use permit for a 12,000 sq ft building at 12653 South 3600 West, serving 174 children and 24 staff.
- Staff and the commission concluded the facility operates as a daycare (state-licensed), which is a permitted use in the CG zone; no additional conditions were required.
- One public commenter raised traffic concerns; a traffic study will be required at final site plan approval.
- The commission unanimously determined the use is a daycare and can proceed to final site plan.
Minutes
- The minutes from the August 22, 2024, meeting were approved unanimously.
The meeting adjourned at approximately 10:15 PM.

Yeah, yeah, yeah. So we didn't have a word staff that's tied to my teacher. I know that's not very cool. Oh yeah. Yeah, there is a never now. Troy left. Troy is not here. And here those are the two we know about some here. Oh shit. I think that's the other system. Yeah, you could use it next to the crystal. Sure. So we can use it. Hello? Good. Okay. But I'm here. Yeah, there you go. So it wouldn't be split down. It's not easy like that. I guess I'm going to think that's what it's like. We actually brought it. I think our information like the best words are like their calling is not scheduled. But I don't know if you're not going to be able to do it. So I now think it's like educational. This is well attended, which usually means that there are uh concerns by the community, and so we'll try to keep this just as civil and public and be aware that everything that's said is on public record. Everyone will get a chance to comment or the comments be heard one way or another, and we'll hopefully have a delightful meeting tonight. We will start with the uh uh Pledge of Allegiance, which will be given by Dennis Gordon, if he will lead us in that flag of the United States of America, and public for which it stands one nation under God, indivisible with liberty and justice for all. So we will start with a roll call now. If we can start with Commissioner Park, Commissioner Keel, Commissioner Knutson, Commissioner Matheson, Commissioner Clef. Commissioner Beck. Thank you. Just kind of by way of information. I think it's worthwhile for you folks to know who we are. And I'm just gonna take a second. We have here a fire captain. We have a uh HR person, we have someone who who uh is uh basically an artist and uh a uh a uh homemaker and business owner. We've got a couple of realtors, uh we've got somebody that pretends like he's a farmer sometimes and a doctor other times, and several realtors that uh uh I think our realtor is not here tonight. Uh who do some of that. So kind of my point here is we are you. Okay, we are citizens of Riverton who want the best for it. We are not your opposition, we are Riverton, and we try to do the best that we can to make everyone happy. There are things that are established by ordnance, and we cannot change ordinances. There are some things that we can make uh proposals for. Uh, there are several several things online for tonight which we would suggest to the city council that they approve it. We are not the approval body, but we move it forward and say we agree with it. So just so you're aware, we are you. We are Riverton City, and uh it's kind of nice to be able to be part of this. So uh if we want to have an organized meeting, uh there will be a time when uh those who wish to uh address the audience can do so. Uh sometimes folks get up and say the same thing again and again and again, and we really don't need that.
