The Riverton City Council held a hybrid work session and regular meeting on October 15, 2024, at Riverton City Hall. The work session (6:00–6:51 PM) focused on trail development and architectural code changes. The regular meeting (7:00 PM–8:43 PM) included presentations, recognition of students and teachers, reports from volunteer committees, approval of a consent agenda, and a closed session. Councilmember Andy Pierucci was excused.
Jamie, you tell me when we're good. Good. All right, let's begin. Call our work session meeting to order. All of our council members are here with the exception of Councilmember Percy, who's excused tonight. The first item up is a trails discussion. Both the trails and the architectural code changes. Uh Carrie is going to be leading us in that. So I kind of want to just leave it as open discussion, but give you a little heads up of kind of what our our staff has been working on and see where we want to improve. So currently up there, you have a map of all the trails or future possible trails in the city. If they're dotted, that means they're um, or if they're blue, they're existing. If they're red, they're future. Um, and then we have areas that are considered like a sidewalk trail compared to a paved trail. Those are all color different, it's hard to see on there. I'll give you guys the full map. You guys can all have separate. But what we want to do as staff is look at these areas and say, okay, Midas Creek's gonna cost 150,000 to fully finish out. So we're not jumping back and forth. And Rose Creeks 250, and then come back to you guys and say, okay, can we get 100,000 a year to just not only do maintenance but also start developing some of these trails? Um, the large ones like the canal trails, we obviously know what those are gonna cost. They're gonna be a large expense. But we really want to focus on Midas and Rose Creek in the areas that are just missing little sections. Um Troy, you know, in your area there's a couple that have them, but they're not paved. There's a couple that go through people's property. So we have to do an evaluation, one, if it can be done, whether it's through a per person's property or not, and two, what that cost would be, and then come back to you guys and say, okay, where's our priorities? Would we like to finish out one instead of doing you know a hundred feet on Midas, a hundred feet on rows, and back to Midas, and then back to rows? Um, and just move forward that way so that we can fully connect these trails and be done. Um, there are areas that we just can't connect under Banginar. So we have a sidewalk trail that kind of connects them. So that's what we'd like to do. Um, and that's where we're headed. We met with staff on some of these to look at that, and then we'll start evaluating what those costs would be and timeline. Um we currently have a hundred thousand dollars in the budget this year for trail maintenance. Um you'll notice last year we did Jordan River Trail. We redid the paving on that. Um this year we're looking at doing Margaret Trail. Uh those were our two worst and probably most used. Um and then we'll start doing evaluation like we do our streets, give us a rating on what areas need to be done, and just every year put that money towards it and maybe bump it up to that 150 to 200 a year and start developing some of these trails with that same amount of money. And some years we only need 20,000 maintenance, but we have 180 to keep developing, or vice versa. Any questions? We'll let you weigh in here, but I guess you're looking for direction staff is on this map. If there's anything you'd like to add to it, if there's anything you'd like to prioritize, we got 10,000 for maintenance, but do we have anything outside of the Welby Jacob Canal that was the largely grant funds, the two million or so with the bridge? Do we have anything appropriated for trail construction of city funds? I know we've got a five-year plan where we're reflecting that, and that's what you're proposing. Is maybe in the five-year plan, start dedicating 150, 200,000 a year or some figure that the council directs. Yep, we're doing the same thing with sidewalk. We're gonna just try to get it to where we have a 10-year plan to just finish out everything kind of deal. Gotcha. Council member broker.
