Riverton Planning Commission Meeting – May 8, 2025
The Riverton City Planning Commission met at 6:30 PM on May 8, 2025, at City Hall (12830 S. Redwood Road). The agenda was reordered to hear two decision items first, followed by a public hearing on a rezone request. The commission approved final/detail plans for Mountain Ridge Phase 26A and 26B (93 residential units on 12.48 acres and a 2.4-acre road/park phase) and recommended approval of the Priority Builders Rezone (General Plan amendment and rezone to RM-8 on 4.28 acres) with conditions. The meeting adjourned at 7:54 PM.
Mountain Ridge Phase 26A & 26B (Decision Items)
- Staff Presentation: City Planner Tim Prestwich presented the two phases concurrently. Phase 26A includes 89 townhomes and 4 single-family lots, a clubhouse, trails, and stormwater ponds. Phase 26B includes a public road (Greenford Lane) and stormwater ponds that will double as playing fields for a future park. Traffic mitigation islands on Sentinel Ridge Boulevard were required; one island must be installed before 30 units, and all others before occupancy. A wrought-iron fence along the canal was added as a condition after discussion.
- Applicant Remarks: Brandon Watson of Edge Homes agreed to install the wrought-iron fence before occupancy and expressed excitement about starting the east side of Sentinel Ridge.
- Votes: Both phases approved unanimously with conditions (9 conditions for 26A, 7 for 26B). The motions were made by Commissioner Cluff and seconded by Commissioner Keele.
Priority Builders Rezone (Public Hearing)
- Staff Report: Scott Yermish of Priority Builders seeks a General Plan amendment to Medium-High Density Residential and a rezone from R-4, RR-22, and C-G to RM-8 (multifamily, up to 8 units/acre). The original RM-14 request was reduced to RM-8 after noticing. The property is near 11800 S. and Redwood Road, adjacent to existing townhomes. Staff determined the request is compatible with the area but noted typical RM-8 developments average about 7.2 units/acre.
- Public Comments: Four speakers addressed the commission:
- Ryan Clerico (outside 1,000-ft notice) noted loss of architectural standards and increased traffic.
- Luke Sieverts (adjacent property) expressed concerns about flood insurance, density on buildable area, and traffic.
- Shelley Sieverts (across the street) cited increased theft, safety issues, and already congested roads (Redwood Road and 11800 South).
- Noah Dixon (adjacent east) emphasized safety, theft, and the need for lower density.
- Commission Discussion: Topics included traffic impacts (right-in/right-out from Redwood Road due to UDOT restrictions), Midas Creek flood risks (Salt Lake County study for 100-year storm), and the possibility of a Special Development (SD) district to limit development to townhomes only. Chair Park arrived at 6:55 PM.
- Applicant Response: Scott Yermish stated he will negotiate with the neighboring HOA for shared access to reduce traffic on 11800 South, and that Midas Creek solutions (bridge or storm drain) will be finalized after zoning is secured.
- Motion and Vote: Commissioner Cannon moved to recommend approval of the General Plan amendment to Medium-High Density (5-8 dwelling units/acre) and rezone to RM-8, with the stipulation that a Special Development district be required to limit construction to townhomes only, and that Midas Creek improvements meet or exceed 100-year storm standards. Commissioner Rushton seconded. The motion passed unanimously.

Yeah, we're gonna um look at me rehab for hospital. Um shine and last time, so back to travel and very case. They almost always ask. They ask a lot. Like when I work with West Valley, they asked for like they asked for an error a lot. Well, I remember years ago when um Dan case down.
